Treasury warrant to the Excise Commissioners to restore to Robert Finch, brewer, his household goods and to discharge the remainder of his debt “above what his brewing vessels and utensils fall short to satisfy,” he having been forced by losses to abandon his trade after being a brewer many years and being indebted 300l. to the Crown for Excise; his utensils having been seized and appraised at 131l. 11s. 3d. and his household goods at 50l. 0s. 6d. March 1. Entry of a Treasury caveat in behalf of John Finglas, clerk, that no grant pass on the Earl of Carling-ford's petition for a mortgage made to Robert Arthur “or himself” on certain lands belonging to said Earl until said Finglas be heard. March 3. Treasury reference to Sir Christopher Wren of the petition of the vicar etc. of St. Martin's in the Fields, praying a grant for their poor of a share of the boards and black cloth which shall be used at the funeral of the late Queen. Reference Book VII, p. 79.

Royal warrant to Charles, Earl of Dorset and Middlesex, Chamberlain of the Household, to take into his custody all the goods and premises which have hitherto been in the custody of the Marquess of Winchester and Countess of Derby in respect of their places, ut supra, pp. 936–7, 6/6/2008of without the King's sign manual. Treasury warrant to the Excise Commissioners to pay Nathaniel Horneby, John Wilcox and Thomas Aram, late three of the Commissioners of Excise, so much as their unpaid salary comes to up to the date of the present Excise Commission, “in pursuance of his Majesty's pleasure” declared to the Treasury Lords. Money Book XII, p. 453.
William Lowndes to same to satisfy the tally of loan of the 2nd inst. for 4,000l. lent by Thomas Browne on credit of the Hereditary and Temporary Excise out of the 1,000l. per week [of Excise cash] usually paid into the Exchequer for the service of the late Queen next after the 17,500l. Treasury warrant to the Customs Commissioners to discharge the seizure of the Hopeful Merchant and to admit its' cargo to entry as if the ship were regularly manned and navigated with English seamen: it appearing that Gilbert Heathcote, John Mitford, Abraham Beak and Arthur Shallett of London, merchants, considerable traders to Barcelona and the south parts of Spain, did set out the said ship thither, being English built and manned with 32 mariners, all English, but on its voyage it was taken by a French man of war and carried into Marseilles and afterwards retaken by the Spaniards, of whom said merchants bought it in Barcelona and freighted her home for London with wine and fruit; but her first English crew being carried into France by the French (the master put into a galley and the rest of the crew dispersed), said merchants were forced to hire a crew mainly of Spaniards, which was also occasioned by the great haste they were constrained to make out of port by reason of the French fleet's coming before Barcelona. Royal warrant to the Earl of Ranelagh to pay 1,000l. to William Blathwayt, Secretary at War, without deduction, towards providing horses, carriages and other necessaries for himself and his office and for other extraordinary and incident expenses in the service, he being commanded to attend “our royal person in our Expedition to the Low Countries.” King's Warrant Book XVIII, p. 92.
March 6. Same to the Attorney or Solicitor General for a privy seal for a grant to Henry, Earl of Romney, and John Glover, gent., of a moiety of prizes as follows, viz.: The said grantees have represented that several ships, vessels, jewels, moneys, goods etc. have been, by the commanders etc. of the King's ships or by other the King's subjects, as well by commission from the King as without, taken as prize as belonging to the French King or his subjects or from pirates and have been carried into several ports or places in the Colonies or Plantations of Jamaica, Barbados, New England, Virginia, Maryland, Antego and several other parts and places in America; and also into the port of Lisbon or other ports in Portugal and into Leghorn and other ports in Italy; of the value of all which a true and just account ought to have been kept and proceedings for the adjudication thereof had in some Court of Admiralty and the value thereof answered to the King, but the same have been secretly and unjustly detained from the King and disposed of without account thereof: all which the King is determined to remedy. Power is therefore hereby to be given to the said Earl and Glover to demand from all such commanders etc. a full and true account of the premises and in the King's name to demand payment of the said proceeds thereof; detaining a moiety thereof to the use of them, the said Earl and Glover, for their pains and services herein and the other moiety to the Treasury Lords. No account to be taken hereunder by the said grantees shall be definitive or conclusive until allowed by the Treasury Lords, who, upon satisfaction, are to discharge and give quietus est to the said commanders etc. All writs and process demanded by said grantees in pursuance hereof are hereby to be made out and pursued.

Money warrant for 878l. 7s. 0d. to John Methuen, Envoy Extraordinary to Portugal; 199l. 4s. 9d. thereof for his extraordinaries in that service 1692–3, Jan, 20, to 1693, June 20; 298l. 2s. 3d. for the like 1693, Dec. 20, to 1694, Dec. 20, and the remaining 381l. for money disbursed by him at Lisbon for the relief and sending home of English seamen: all as by three bills allowed by Secretary Sir John Trenchard. Prefixing: (a) Order of the King in Council, dated Kensington, March 3 inst., for leave to the ship Fisher, William Wormall master, 100 tons, 6 guns, to proceed on her voyage to New England, notwithstanding the embargo, she being New England built and owned and her mariners being natives of New England for more than 10 years: and that the following persons [being her mariners] be protected to sail her, viz. William Wormall, master, Benjamin Wordell, Daniel Hutchins, Joseph Jackson, Edward Lloyd, Joseph Cutler, John Manser, William Oliver and Jacob Wormall.

Same to the Surveyor General of Crown Lands for a particular of Shaw Farm, near Windsor, in order to a fresh lease thereof to Ann Lisle, widow, for 12 years from 1713, Sept. 29, to make up her present estate into 31 years, at the old rent of 23l. 7s. 0d. per an. and fine of 400l. Prefixing: report by Samuel Travers, the said Surveyor General, on said Lisle's petition for same. The last lease to her was in 1683. In Sir Charles Harbord's survey of the farm in 1669 the total rackt rents of the several parcels as then let to several persons amounted to 298l 13s. 4d. per an., leaving a clear [profit] rental (over the above reserved rent) of 275l. 6s. 4d. Part of the farm valued at 4l. per an. was reassumed in 1672 and laid into the Little Park at Windsor and the same (together with several closes of land taken into the Avenue from the Castle to the Great Park, valued at 26l. per an.) were surrendered in 1682 and are now in their Majesties' hands. The present rentals of the parcels as let by her to several persons amount only to 237l. 2s. 0d. per an.
Same to same for a same of both moieties of a field or parcel of land called Glovers Hill within the manor of Reigate in Surrey, containing about 50 acres, in order to a lease thereof to Edward Thurland, esq., for 31 years at 16l. per an. and fine of 10l. Ibid, pp. 390–1.
Prefixing: report, ut supra, on said Thurland's petition for same. The one moiety of the premises was leased to petitioner's father 1674, July 28, by the then Duke of York at 8l. per an. and the other moiety was leased to same by Deem Goodwin, esq., 1682, July 15, at 8l. per an. In 1686 a proposal was submitted to Treasurer Rochester for the purchase by the Crown of the moiety of said manor then in the possession of said Goodwin. Mr. Fisher, then Deputy Surveyor General of Crown Lands, viewed the premises, with the assistance of Benjamin Bonwick, then bailiff of the manor, and in his particular did value the said close at no more than the said rents of 16l. per an.; but afterwards in another memorial offered by Mr. Graham they were represented as worth 26l. per an., “and I fear the Crown paid after that rate to Mr. Goodwin, tho' on a strict enquiry into its reall value I cant find that it ever yielded above 20l. per an. which 'tis alleged is more than can be now made of it, the same being a barren hill and scarce worth 6s. 8d. per acre.”
March 8. The Treasury Lords to the Revenue Commissioners, Ireland. The late Queen by royal letter dated 1694, June 8, directed 100l per an. to Francis Babe on the Irish Civil List, ut supra, p. 646, and that he be appointed as Surveyor General of the revenue there with 250l. per an. salary from 1694, Lady day. This has not as yet been executed. In regard of his services in the revenue, Ireland, you are forthwith to constitute him as a Surveyor General with salary of 250l. as above and with 100l. per an. as additional salary or allowance as in lieu of the said 100l. per an.: both sums to date from 1694, Christmas. They think it will be necessary for his Majesty's service that the Admiralty Lords give orders to one of their officers with the Fleet to take care of the provisions that may be left on board the transport ships or which are otherwise provided for the Land Forces, to prevent embezzlement, and for the applying them to proper uses, and to take care of the bedding for the soldiers and other things that shall be consigned to them by the Commissioners of the Transports. My Lords have already directed the payment of the subsistence of the said four Regiments until the time of their going on shipboard, and that then one month's subsistence for the commission officers shall be paid to the Colonel of each Regiment and subsistence to the privates, corporals, Serjeants etc. ut supra, p. 946, to be likewise advanced to the said Colonels to be distributed amongst them at several times as they shall think fit.
My Lords further think it necessary that orders be sent to Admiral Russell to take care that upon the arrival of the said Troops at Cadiz he furnish them out of his credits with the like subsistence and payments as above respectively for the time they shall be on shipboard, as also with the full subsistence whilst they shall be on shore.

Treasury reference to Mr. Blathwayt of the petition to the King from John, Lord Cutts, and Ralph Hygate (Higgate), shewing that one Meirs (Meires) of Barbados, dying without heirs, left some estate which is escheated to the Crown and of which the possessors are endeavouring to defraud the King; and that there are also several fines and forfeitures due to the King at Barbados, Jamaica, Virginia, New England and several other places of America: therefore praying a grant of said estate and of the fines and forfeitures which have happened in America since the King's accession.
