Henry Guy to the Customs Commissioners to let stand upon the accounts of William Dutton Colt, as collector of Bristol port, a surcharge for the 20s. per ton duty on a certain quantity of Lapis Calaminarii exported from Bristol by James Hollidge, merchant, 1692–3, March 3 or 4. But to respite the same on said account till further order in view of said Colt's petition setting forth that the Act which imposed the said duty with retrospection to 1692–3, March 1, passed not the royal assent till the 16th day of the said month of March, wherefore he prays that said surcharge may be taken off: the Treasury Lords having had the Attorney General's opinion thereon and having decided that the surcharge should stand in order to the recovery of the money from the merchant. |

The grant made 24 March, 1678–9, to Charles Osborne and John Knight (trustees for this petitioner) for 99 years terminable on the death of the Queen Dowager and at 3l. 18s. 4¼d. per an. did not pass [through] the Surveyor's Office (see supra, Calendar of Treasury Books, Vol. V, pp. 1047–9). As it contained many particulars in divers counties, I sent to the respective auditors for certificates of each and have received same and of the rents thereon which are now respited in the said respective Receivers' accounts and are allowed to this petitioner. |
This grant was passed to supply the defects of several fee farm rents purchased by his lordship, which were afterwards found to be included in the said Queen's jointure. The particulars are as follows: |
The scite of a tenement called Nethercomb and a house called Oldhouse in East Greenwich, demised 16 Feb., 1661–2, to James Foretree for life and 31 years further at 42l. 6s. 8d. per an. and 25 loads of hay and 50 quarters of oats deliverable yearly into his Majesty's stores at Greenwich. |
A small messuage or tenement in King Street in Deptford, granted to William Clemence and his wife under the Exchequer seal 11 May, 1670, for 21 years at 2s. per an. rent. This term expired 1691, May 11. It is a cottage standing out in the middle of the street and no land belonging to it. As no one desires to renew it I conceive it is of small value. |

Other lands in the same forest, with several coppices, granted to Sir Timo. Tyrrell 26 May, 1663, for 33 years at 50l. per an. A further grant has since been made to Tyrrell at 50l. per an. rent to the Crown and 50l. to the Bishop
of Oxford. He petitioned for a further lease in 1679, but nothing done therein. In 1660 the improved value of these [two] lots was adjusted at 123l. above the rents. I rate the desired reversion at 100l.

Coppices etc. in Wichwood Forest, granted 1661–2, Jan. 28, to Edward, Earl of Clarendon, for the lives of his three sons, Edward, Laurence and Henry, at 40l. per an. Sir C. Harbord rated them then at 40l. per an. I rate the reversion at 200l.

Tithes of corn, hay etc. in Halifax and several other townships in co. Yorks, granted 1675, Dec. 30, to Robert Brent (with a reversion of the tithes granted to William Cockcroft and Edmund Piggs 1660, Dec. 8) at 67l. 10s. 0d. per an. and 21l. 16s. 8d. per an. for the said reversion. As the said grant to Brent never passed the Surveyor's Office I cannot rate the reversion. |

The fraternity of Ively [Yeaveley, co. Chester], with the appurtenances, granted 1661, Sept. 25, to Richard Whitley, esq., for 31 years at 5l. 18s. 6d. per an. rent. As the premises are valued at 13l. a year, I rate the reversion at 65l.

The total of the above reserved rents is 565l. 8s. 6½d.t which for the desired further reversion of 31 years may be rated at seven years' purchase, or 3,957l. 19s. 9½d. The total of the above increased value ratals is 2,215l., making a full total of 6,172l. 19s. 9½d. as the full value of the desired lease. The petitioner desires further clauses for the keeping courts in such of the manors as shall fall into his hands within the desired term; for the better recovery of the rent from the under tenants. |
