The Duke of Devonshire to the Treasury, dated from Devonshire House, transmitting from the Lords Justices of Ireland a memorial of Mr. Gardiner, Deputy Receiver General of Ireland, with an account annexed of money advanced to the Master of the Ordnance for bread and camp necessaries for the forces in Ireland (viz., 3,152l. 10s. 4d.); and the memorial of the principal officers of the Ordnance as in (a) infra; also the said Lords Justices' desire for the allowing of 3,152l. 10s. 4d. in the Vice-Treasurer's next account over and above poundage and Pells and all other fees whatsoever: all for the preparation of the proper instrument therefor, His Majesty having condescended to said demands. 1½ pages. Appending:—Memorial to the Lords Justices General and General Governors of Ireland from the principal officers of the Ordnance there, dated Office of Ordnance, Dublin Castle, 1740–1 January 16. In reply to their Excellencies' order of Oct. 24 last to provide forthwith 100 bell tents for the several regiments of foot in Ireland to be held ready in case of need, have had an estimate and pattern of same. Mr. Lowther to pay out of the King's money in his hands 20l. to Jane Evans as royal bounty. “My Lords sign a warrant directing the Commissioners of the Customs to permit 47 caises of arms and 1 caise of bayonets, imported from Holland for His Majesty's service, to be landed and lodged in the King's arsenal in the Tower, as usual. This upon a letter to their Lordps. dated this day and signed John Armstrong, the Board of Ordnance being then absent.” Mr. Lowther to pay out of the King's money in his hands 30l. to Francis Balls, being the King's moiety paid into the Exchequer on account of a seizure. 81. Present: Mr. Chancellor of the Exchequer, Lord Sundon, Mr. Winnington. “My Lords take into consideration (the Paymaster of the Forces, General Wade and Majr. Genl. Legoniere being present) the affair of providing and contracting for bread and bread waggons for the 12,000 Danes and Hessians taken into His Majesty's pay. And the warrant for authorising Major Genl. Legoniere to provide and contract for the said bread and bread waggons is settled and approved. And upon reading a paper containing the Paymaster's observations upon the said warrant, it was agreed that the Paymaster should have power by Privy Seal to pay the difference in value between the stoppages for bread delivered [to] the troops, and the value to be paid for the same by the contract; and for deducting two and a half per cent from the pay of the said troops, to be applied to such uses as His Majesty by warrant shall direct.” “My Lords also agree that the said troops be at present paid upon account, and that a Commissary shall be appointed with proper instructions to review and muster the said forces; of whom an establishmt. is to be formed so as the Paymaster may have the establishmt. and muster rolls for his vouchers.” John Powell, at Mr. Campbell's recommendation, is to succeed Mr. Hughes as Surveyor of Milford port, if said Hughes is superannuated. Treasury warrant to Major General John Ligonier (appointed by the King to inspect the providing and contracting for all bread and bread waggons for the Danes and Hessians in His Majesty's pay) authorising and appointing him to contract for the furnishing and providing of the said bread and bread waggons, it having been usual for the Treasury to enter into such contracts, but the present want and occasion of a supply of bread and bread waggons for the said forces requiring immediate despatch, and not admitting of the time which the Treasury would necessarily take to settle rates and prices for the same, and to be thoroughly apprized of the credit of the persons, being foreigners, who are most likely to be contracted with for that purpose. The Duke of Grafton is to be paid 250l. for 1740, Xmas quarter on his pension at the Exchequer. Thos. Wells, late an officer on the establishment of Hawkers and Pedlars, is to be paid 20l. by the hands of Mr. Lowther. Said Lowther is also to pay the fees of the 2,000l. for the Duke of Cumberland so as his Highness may receive His Majesty's bounty clear of all charges. On reading a petition of Richard Lane, late Receiver General of Taxes, co. Worcestershire, process ordered to be stayed against him or his sureties till the end of Michaelmas term next. Write to the Commissioners for the duty on Hawkers and Pedlars for a certificate of the debt, if any, owing to the said revenue from Thos. Wells, and of the arrears of salary due to him (if any). The Customs Commissioners' report of the 20th instant read, on the petition of Manuel Martin de Fonseca, master of a Portuguese ship.
