To Master Andrew Format [recte Forman], clerk, of the diocese of St. Andrews, count palatine of the Lateran palace. (fn. 2) Creating him, who is also a papal [proto]notary and orator to the pope of James, king of Scots, motu proprio a count palatine of the Lateran palace, with all the privileges, etc., of that office; with faculty to create, after the manner of other counts of the said palace, notaries public and judges ordinary, and invest them in office with pen and inkpot, according to custom, (fn. 3) first receiving from them the usual oath of fealty, according to the form enclosed, and also to legitimate bastards, etc. The said oath is given in full, beginning ‘Ego. N. ab hac hora inantia fidelis ero beato Petro et sancte Romane ecclesie ac domino meo. d. [i.e. domino] pape et successoribus suis Romanis pontificibus canonice intrantibus …’ and ending ’sic me deus adiuuet et hec sancta dei euangelia.’ Grata devotionis obsequia.
