The Lord Bishop of Bangor reported from the Lords Committees, to whom the Bill, intituled, "An Act for vesting the Real Estate of Thomas Reade Esquire and Elizabeth Reade his Daughter, situate in Shirburn, Lewknor, Stokenchurch and Kingston Blount, in the County of Oxford, in Thomas Earl of Macclesfield, and his Heirs; and for settling another Real Estate of the said Earl of greater Value in lieu thereof, and in Exchange for the same in Manner therein mentioned." was committed, "That they had considered the said Bill, and examined the Allegations thereof, which were found to be true; that the Parties concerned had given their Consents to the Satisfaction of the Committee; and that the Committee had gone through the Bill, and made some Amendments thereto:"
Which Amendments being read Twice by the Clerk, were agreed to by the House.

Inverness Court House, &c. Bill; Petition against.
Upon reading the Petition of Sir John Sinclair and Sir Thomas Dundas for themselves, and on Behalf of the other Land Owners and Inhabitants of the Counties of Inverness, Ross, Cromarty, Sutherland, Caithness and the Orkney Islands, taking Notice of a Bill depending in this House, intituled, "An Act for taking down the present Court House and Gaol and erecting and building a new Court House and Gaol in and for the Town and County of Inverness, and for appropriating the Sum of One thousand Pounds out of the unexhausted Balance or Surplus arising from the forfeited Estates in North Britain, towards erecting and building the same;" and praying their Lordships, "That they may be at Liberty to be heard by themselves or Counsel against the said Bill passing into a Law:"

East India Judicature Act, List of Peers who have delivered in Lists pursuant to, laid on Table.
The Lord Chancellor acquainted the House, "That the Clerk had prepared and laid upon the Table, "A List of the Names of all the Lords who have delivered in Lists in pursuance of the Directions of an Act passed in the 26th Year of His present Majesty, intituled, "An Act for the further Regulation of the Trial of Persons accused of certain Offences committed in the East Indies, for repealing so much of an Act made in the Twenty-fourth Year of the Reign of His present Majesty, (intituled, "An Act for the better Regulalation and Management of the Affairs of the East India Company, and of the British Possessions in India; and for establishing a Court of Judicature for the more speedy and effectual Trial of Persons accused of Offences committed in the East Indies) as requires the Servants of the East India Company to deliver Inventories of their Estates and Effects; for rendering the Laws more effectual against Persons unlawfully resorting to the East Indies; and for the more easy Proof in certain Cases of Deeds and Writings executed in Great Britain or India."

After hearing Counsel as well on Monday last as Yesterday and this Day, upon the Petition and Appeal of Edward Wills Carr Clerk, Vicar of Lowesby in the County of Leicester, which Appeal became abated by the Death of Two of the Respondents, and was, by an Order of this House on the 31st of January 1787, revived against the Personal Representatives of the said Respondents, complaining of a Decree of the Court of Exchequer of the 28th of June 1784, directing an Issue at Law; and also of another Decree of the said Court of the 18th of May 1786, confirming the same; and praying, "That the said Decrees, in so far as they are complained of, might be reversed, or that the Appellant might have such other Relief in the Premises, as to this House, in their Lordships great Wisdom, should seem meet;" as also upon the joint and several Answer of George Henton, Thomas Chamberlaine, Anthony Chapman, and Dame Anne Fowke, put in to the said Appeal, and due Consideration had of what was offered on either Side in this Cause:

"And whereas the said George John Earl Spencer is Owner of the Parish of Stanton Bury, which adjoins to the said Parish of Bradwell, except a Right to the First Crop in every Year of certain Lots or Parcels, Part of a Meadow called Bradwell Meadow, which Right belongs to the Owners of certain Farms and Lands within the said Parish of Bradwell: And whereas the said Meadow is situate at an inconvenient Distance from the Farms and Lands of the several Persons entitled to such First Crop; be it therefore further enacted, That it shall be lawful for the said Commissioners to ascertain and fix the Value of the said First Crops of the said Bradwell Meadow, and to allot to the several Persons entitled thereto such Quantity of any Allotment to which the said Earl may be entitled by virtue of this Act, within the said Parish of Bradwell, or out of any of the Lands or Grounds belong ing to the said Earl in the said Parish of Stanton Bury, adjoining or lying near to the said Parish of Bradwell, which may be more eligible to the Persons entitled to any such Allotments as the said Commissioners or any Two of them shall judge to be a full Compensation for such First Crops of the said Bradwell Meadow, belonging to such Person or Persons as aforesaid; and that from thenceforth all Right to the First Crop upon the said Meadow, belonging to such Persons as aforesaid, shall cease, determine, and be for ever extinguished."

Upon reading the Petition of George Marquis of Tweeddale, David Stewart Earl of Buchan, James Earl of Glencairn, Thomas Earl of Hadinton, James Earl of Lauderdale, George Earl of Glasgow, James Lord Somerville, Alexander Lord Saltoun, Hugh Lord Sempill, James Lord Torphichen, Alexander Lord Elibank, Charles Halyburton Earl of Aboyne, whose Names are thereunto subscribed; setting forth, "That His Majesty was pleased to issue His Royal Proclamation under the Great Seal, bearing Date at Westminster, the 30th Day of November last, commanding all the Peers of Scotland to assemble, and meet at Holyrood House in Edinburgh, upon Thursday the 10th Day of January then ensuing and now last past, to elect and chuse a Peer of Scotland, to fit and vote in the House of Peers of the present Parliament of Great Britain, in the Place of George Earl of Dalhousie, deceased; that upon the said Tenth Day of January last, several of the Peers of Scotland did accordingly assemble at Holyrood House to make an Election in obedience to the said Proclamation, Patrick Earl of Dumfries, and William Schaw Lord Cathcart, being Candidates; that the Votes of the Peers present, and of certain Peers absent voting by their Proxies, and by signed Lists being collected by George Home and Robert Sinclair Esquires, Two of the Principal Clerks of Session, appointed by the Lord Clerk Registrar of Scotland, to officiate as his Deputies on that Occasion, the Votes were Twenty-seven for each of the Candidates, but the said George Home and Robert Sinclair took upon them farther to receive a List under the Signature of Rutherfurd, which was made and signed by one John Anderson, taking upon himself the Stile and Title of Lord Rutherfurd, and did mark and reckon his Vote in favour of Lord Cathcart, although upon the 15th of March 1762, it was resolved by their Lordships, "That Alexander Rutherfurd and David Dury taking on them severally, the Title of Lord Rutherfurd, ought, to all Intents and Purposes, to be considered as having no Right to the said Title until they shall have made out their Claims, and procured the same to be duly allowed in the legal Course of Determination; and that in the mean Time until the same shall be so allowed, the said Alexander Rutherfurd and David Dury, or either of them, or any Person claiming under them, or either of them, be not admitted to vote by virtue of the said Title at the Election of any Peers of Scotland, to sit and vote in this House, pursuant to the Articles of Union:" Of which Resolution Notice was given to the Lord Clerk Registrar of Scotland at the Time, and the said George Home and Robert Sinclair were in the Knowledge thereof, and were bound to obey the same; that neither the said Alexander Rutherfurd nor David Dury, nor any Person claiming under them, or either of them, have since the Date of the said Resolution made out their Claim to the said Title, or procured the same to be allowed in the legal Course of Determination; that the Claim or Pretension of the said John Anderson to the Title of Lord Rutherfurd is and can only be under the said David Dury, who died without Issue, and to whom the said John Anderson is or pretends to be Heir, and next of kindred as Son of the said David Dury's Aunt; and therefore the said George Home and Robert Sinclair ought not to have received the List of the said John Anderson, or admitted his Vote as Lord Rutherfurd; that the said Vote being by the Clerks taken to make a Majority in favour of the said Lord Cathcart, he has been returned as duly elected, whereby the Petitioners and the other Peers of Scotland have received great Injury, and the Orders of their Lordships House regulating the Proceedings at such Elections have been violated;" and therefore praying, "That their Lordships will be pleased to take into their Consideration the above mentioned Breach of the Privilege of their Lordships House, in which the Petitioners are so deeply interested, and to grant such Relief in the Premises, or to do thereupon, as to their Lordships, in their great Wisdom, may seem meet:"
