A Message was brought from the House of Commons, by Sir Grey Cooper, and others:
With a Bill, intituled, "An Act for continuing and granting to His Majesty, certain Duties upon Malt, Mum, Cyder and Perry, for the Service of the Year One thousand seven hundred and seventy-nine;" to which they desire the Concurrence of this House.
The said Two Bills were, severally, read the First Time.
American Habeas Corpus Bill.
Moved, "That the Bill, intituled, "An Act for further continuing an Act, made in the Seventeenth Year of the Reign of His present Majesty, intituled, "An Act to empower His Majesty to secure and detain Persons charged with, or suspected of, the Crime of High Treason, committed in any of His Majesty's Colonies or Plantations in America, or on the High Seas, or the Crime of Piracy," be now read a Second Time."

The Lord Scarsdale reported from the Lords Committees, to whom the Bill, intituled, "An Act for extinguishing the Right of Common upon certain enclosed Lands, within the Parish of Winforton, in the County of Hereford," was committed: "That they had considered the said Bill, and examined the Allegations thereof, which were found to be true; that the Parties concerned had given their Consents to the Satisfaction of the Committee; and that the Committee had gone through the Bill, and directed him to report the same to the House, without any Amendment."

He was called in, and delivered the same at the Bar, and attested upon Oath, "They were true Copies, he having examined them with the Originals in the proper Offices in Ireland."

The State and Condition of the Fortifications on the Island of Dominica, specifying the Time when the different Works were executed, and the Expence for the same, together with the Particulars of the Quantities of Artillery, Ammunition and other Ordnance Stores, with which that Island had been supplied since January 1770:"
Also, "An Account of the Number of the Royal Regiment of Artillery in the Island of Dominica at the Time of its being attacked by the Arms of the French King."

The Earl of Aylesford presented to the House (pursuant to an Order of Leave on the 4th Day of this Instant December) a Bill, intituled, "An Act to dissolve the Marriage had between the Right Honourable Hugh Baron Percy, Lucy, Poynings, Fitzpayne, Bryan and Latimer, and the Right Honourable Ann Baroness Percy, his Wife, and to enable him to marry again; and for other Purposes therein mentioned."
The said Bill was read the First Time.
Ordered, That the said Bill be read a Second Time on the Second Day of Meeting after the Recess at Christmas, and that Notice thereof be affixed on the Doors of this House, and the Lords summoned; and that the said Hugh Baron Percy may be heard by his Counsel at the said Second Reading, to make out the Truth of the Allegations of the Bill; and that the said Ann Baroness Percy may have a Copy of the Bill, and that Notice be given her of the said Second Reading; and that she be at Libery to be heard by her Counsel what she may have to offer against the said Bill, at the same Time.

He, after a Speech in relation to the Money Bills to be passed, delivered them to the Clerk, who brought them to the Table, where the Deputy Clerk of the Crown read the Titles of those, and the other Bills to be passed, severally, as follow; (videlicet)

Paterson's Appeal, though out of Time.
A Petition of John Paterson, Præses of the Incorporation of Weavers, in Stirling, and others, was presented and read, setting forth, "That the Petitioners having been advised to appeal to their Lordships from Two Interlocutors of the Court of Session in Scotland, of the 19th of November and 3d of December 1777, they gave Directions to their Agent in the Court of Session, to appeal therefrom accordingly; but the Petitioners said Agent apprehending that the Time for their Lordships receiving Appeals did not expire till Three Weeks from the Meeting of Parliament, the Petitioners Appeal was not sent from Edinburgh till the 11th Instant, so that the same was not received by the Petitioners Agent here till Yesterday: That though the Time for receiving Appeals by their Lordships from Interlocutors pronounced before the present Meeting of Parliament is expired; yet in regard that the not presenting the Petitioners said Appeal within the Time prescribed by their Lordships Order, arose entirely from the Misapprehension of the Petitioners Agent in Scotland, and as it can be of no Prejudice to any of the Parties concerned that the said Appeal should be received this present Session of Parliament, the Petitioners therefore humbly pray their Lordships will be pleased to receive their said Appeal."
And thereupon the Agent for the Petitioners was called in, and examined upon Oath at the Bar;
And being withdrawn:
Ordered, That the Petitioners be at Liberty to present their said Appeal, as desired.

Upon reading the Petition and Appeal of John Paterson, Præses of the Incorporation of Weavers in Stirling; Alexander Rattray, late Deacon of said Incorporation; William Gilsillan, Weaver in Stirling, Boxmaster of said Incorporation; John Paton and George McArthur Weavers in Stirling, Collectors for said Incorporation, and others; complaining of Two Interlocutors of the Lords of Session in Scotland, of the 19th of November and 3d of December 1777; and praying, "That the same may be reversed, varied or altered, or that the Appellants may have such other Relief in the Premises, as to this House, in their Lordships great Wisdom, shall seem meet; and that John Paterson Junior, Weaver at Bannockburn, and other Pursuers of the Action of Reduction and Declarator, may be required to answer the said Appeal:"
It is Ordered, That the said John Paterson Junior, and other Pursuers of the said Action of Reduction and Declarator, may have a Copy of the said Appeal, and do put in their Answer or respective Answers thereunto, in Writing, on or before Wednesday the 13th Day of January next; and Service of this Order upon the Procurators or Agents for the said Pursuers in the Court of Session in Scotland, shall be deemed good Service.
Macclefield Church Bill.

With a Bill, intituled, "An Act for making the Church or Chapel erected by Charles Roe Esquire, in the Town of Macclesfield, in the County Palatine of Chester, a perpetual Cure and Benefice; and for endowing the same, and vesting the Right of Nomination or Presentation thereof, in the said Charles Roe, his Heirs and Assigns; and for other Purposes;" to which they desire the Concurrence of this House.
Wood Bastwick Enclosure Bill.

The Earl of Marchmont reported from the Lords Committees, to whom the Bill, intituled, "An Act for making the Church or Chapel, erected by Charles Roe Esquire, in the Town of Macclesfield, in the County Palatine of Chester, a perpetual Cure and Benefice; and for endowing the same, and vesting the Right of Nomination or Presentation thereof, in the said Charles Roe, his Heirs and Assigns; and for other Purposes," was committed: "That they had considered the said Bill, and examined the Allegations thereof, which were found to be true; and that the Committee had gone through the Bill, and directed him to report the same to the House, without any Amendment."
Wood Bastwick Enclosure Bill.
The Earl of Marchmont also reported from the Lords Committees, to whom the Bill, intituled, "An Act for dividing and enclosing the Common or Waste Land, within the Parish of Wood Bastwick, in the County of Norfolk," was committed: "That they had considered the said Bill, and examined the Allegations thereof, which were found to be true; that the Parties concerned had given their Consents to the Satisfaction of the Committee; and that the Committee had gone through the Bill, and directed him to report the same to the House, without any Amendment."
D. Northumberland takes the Oaths.
This Day Hugh Duke of Northumberland took the Oaths, and made and subscribed the Declaration, and also took and subscribed the Oath of Abjuration, pursuant to the Statutes; his Grace having first, at the Table, delivered in a Certificate of his receiving the Sacrament, to the Truth whereof Witnesses were sworn and examined.
Admiral Keppel's Court Martial Bill.
A Message was brought from the House of Commons, by Admiral Pigot, and others:
With a Bill, intituled, "An Act to authorize the Lord High Admiral, or the Commissioners for executing the Office of Lord High Admiral for the Time being, in case they shall think fit to direct a Court Martial to be holden on the Charge of Vice Admiral Sir Hugh Palliser against the Honourable Admiral Augustus Keppel, to order the said Court Martial to be holden on Shore;" to which they desire the Concurrence of this House.
The said Bill was read the First Time.

Upon reading the Petition of Thomas Chisim, of Edmonton, in the County of Middlesex, Drysalter, praying Leave to bring in a Bill to dissolve his Marriage with Martha his now Wife, and to enable him to marry again, in such Manner as to their Lordships shall seem proper:
It is Ordered, That Leave be given to bring in a Bill, according to the Prayer of the said Petition.
