Northampton Fields Enclosure Bill.

The Lord Scarsdale reported from the Lords Committees, to whom the Bill, intituled, "An Act for dividing and enclosing the Open and Common Fields, Common Pastures, Common Meadows and other Commonable Lands and Grounds, within the Parishes of Saint Gyles, Saint Sepulchre, Saint Lawrence and Saint Andrew, in or near the Town of Northampton, in the County of Northampton, some or one of them, and which are commonly called or known by the Name of Northampton Fields," was committed: "That they had considered the said Bill, and examined the Allegations thereof, which were found to be true; that the Parties concerned had given their Consents to the Satisfaction of the Committee; and that the Committee had gone through the Bill, and directed him to report the same to the House, without any Amendment."

Grateley Enclosure Bill.

The Lord Scarsdale made the like Report from the Lords Committees, to whom the Bill, intituled, "An Act for dividing and allotting certain Open and Common Fields, in the Manor and Parish of Gratley, in the County of Southampton," was committed.

Whitstable Oyster Fishery Bill.

The Lord Scarsdale also reported from the Lords Committees, to whom the Bill, intituled, " An Act for more effectually securing the Oyster Fishery at Whitstable, in the County of Kent," was committed: "That they had considered the said Bill, and examined the Allegations thereof, which were found to be true; and that the Committee had gone through the Bill, and made some Amendments thereto."

Which Amendments were read by the Clerk as follow: (videlicet,)

Pr. 1. L. 35. Leave out ("Thirty") and insert ("Fifteen").

L. 36. Leave out ("Twenty") and insert ("Ten").

And the said Amendments, being read a Second Time, were agreed to by the House.

Indemnity Bill.

Hodie 2a vice lecta est Billa, intituled, " An Act to indemnify such Persons as have omitted to qualify themselves for Offices and Employments; and to indemnify Justices of the Peace or others, who have omitted to register or deliver in their Qualifications within the Time limited by Law, and for giving further Time for those Purposes; and to indemnify Members and Officers in Cities, Corporations and Borough Towns, whose Admissions have been omitted to be stamped according to Law, or having been stamped, have been lost or mislaid, and for allowing them Time to provide Admissions duly stamped; and to give further Time to such Persons as have omitted to make and file Affidavits of the Execution of Indentures of Clerks to Attornies and Solicitors."

Fourstones Common Enclosure Bill.

The Earl of Clarendon acquainted the House, "That His Majesty having been informed of the Contents of the last-mentioned Bill, was pleased to consent (as far as His Majesty's Interest is concerned) that their Lordships may proceed therein, as they shall think fit."

Bolsover Enclosure Bill.

A Message was brought from the House of Commons, by the Lord Edward Bentinck, and others:

With a Bill, intituled, "An Act for dividing and enclosing the Open Arable Fields and Commons, within the Manor of Bolsover, in the Parishes of Bolsover and Clown, in the County of Derby;" to which they desire the Concurrence of this House.

Saltney Marsh Enclosure Bill.

With a Bill, intituled, "An Act for dividing, enclosing and preserving a certain Common or Parcel of Waste Ground or Marsh, called Saltney Marsh, within the Manor and Parish of Hawarden, in the County of Flint; and for other the Purposes therein mentioned;" to which they desire the Concurrence of this House.

Summer Rods Bar to Alston Road Bill.

A Message was brought from the House of Commons, by Sir William Middleton, and others:

With a Bill, intituled, "An Act for altering, repairing and widening, the Road from Summer Rods Bar, near the Town of Hexham, in the County of Northumberland, to the Town of Alston, in the County of Cumberland;" to which they desire the Concurrence of this House.

Glenwhelt Road Bill.

A Message was brought from the House of Commons, by Sir William Middleton, and others:

A Message was brought from the House of Commons, by General Conway, and others:

To return the Bill, intituled, "An Act for uniting the Free Grammar School of James King of England, within the Town of Henley upon Thames, in the County of Oxford, with the Charity School founded in the same Town, by Dame Elizabeth Periam Widow; and for the better Regulation and Management of the said Endowments;" and to acquaint this House, That they have agreed to their Lordships Amendment made thereto.

Bolsterstone Enclosure Bill.

A Message was brought from the House of Commons, by Sir John Goodricke, and others:

With a Bill, intituled, "An Act for dividing and enclosing the several Commons and Waste Grounds, within the Manor of Bolsterstone, in the Parish of Ecclesfield, in the County of York;" to which they desire the Concurrence of this House.

The said Bill was read the First Time.

Wigtoun Claim of Peerage, Peition for a Day to be appointed.

Upon reading the Petition of Hamilton Flemyng Esquire, claiming the Titles, Honour and Dignity of Earl of Wigtoun Lord Flemyng and Cumbernauld; setting forth, That on the 9th of May 1777, their Lordships were pleased to order, that the Sitting of the Committee of Privileges, to whom the Claimant's Petition was referred, and which stood appointed for the Monday then next, should be put off to the present Session of Parliament: That the Petitioner has since been advised to amend his Case: That the Petitioner's amended printed Cases upon his Claim of Peerage have been delivered, and now are on their Lordships Table;" and therefore praying their Lordships to order that the Lords Committees of Privileges do meet to consider the Petitioner's Claim, on Monday the 27th Day of this Instant April, or on such other Day as their Lordships shall please to appoint; and that Notice thereof may be given to His Majesty's Attorney General, and the Lord Advocate for Scotland:"

It is Ordered, That the said Petition do lie on the Table.

Dinnington Enclosure Bill.

A Message was brought from the House of Commons, by Sir George Savile, and others:

With a Bill, intituled, "An Act for dividing and enclosing certain Open Fields, Meadow, Carr, Common and Waste Ground, within the Township of Dinnington, in the Parishes of Saint Leonard and Saint John, in the County of York;" to which they desire the Concurrence of this House.

The said Bill was read the First Time.

Parish Apprentices Bill.

The House (according to Order) was adjourned during Pleasure, and put into a Committee upon the Bill, intituled, "An Act to amend such Part of an Act made in the Forty-third Year of the Reign of Queen Elizabeth, intituled, "An Act for the Relief of the Poor," as relates to the binding of Parish Apprentices."

After some Time, the House was resumed:

And the Lord Scarsdale reported from the Committee, That they had gone through the Bill, and directed him to report the same to the House, without any Amendment."

Upon reading the Petition of Douglas Duke of Hamilton, Appellant in a Cause depending in this House, and of Archibald Douglas of Douglas Esquire, Respondent thereto; setting forth, "That the Agents for the Petitioners having differed in their Interpretation of their Lordships Order made on the 6th of April current, and having had several Conversations thereupon, they have agreed to petition their Lordships, that their Lordships Order pronounced in this Cause upon the 6th Current, may be discharged, and that an Order in Terms hereunto annexed may be substituted in Place thereof;" and therefore praying their Lordships, "That the said Order may be discharged, and that an Order in the Terms hereunto annexed, may be substituted in lieu thereof:"

It is Ordered, That the said Order of the 6th Current be discharged, and that the Order in Terms hereunto annexed, be substituted in Place thereof, as follows; (videlicet,)

Counsel (according to Order) having been called in upon Monday the 6th Day of April current, to be further heard in the Cause wherein Douglas Duke of Hamilton and Brandon and his Guardians are Appellants, and Dunbar Earl of Selkirk and Archibald Douglas of Douglas Esquire, are Respondents; and the Counsel for the Appellants having waived all Objections to the Decree appealed from, except what arose from the Deed of 16th October 1744, and having been heard upon Friday the 3d Current upon the Nature and Effect of the said Deed, and the Cause having been adjourned for further Hearing to the said Monday the 6th Current, the Counsel for the Appellant then alledged, that on Saturday the 4th Current, upon inspecting the said Original Deed, they had observed the Words "after my Death" in the Clause of Registration, and had also discovered that the Words in the Marginal Note were ("and Female"), which they apprehended to be a Circumstance very important in their Favour. The Counsel for the Respondent, Mr. Douglas, alledged, that it was a material Circumstance on their Side of the Question, and that it had been taken Notice of in the Pleadings in the Cause determined in 1762; but it was agreed on both Sides, that no Notice had been taken of these Circumstances on either Side in the Arguments in this Cause; their Lordships, therefore, without exercising any Judgement as to the Materiality of these Circumstances, think fit to remit the Cause to the Court of Session, and to direct them, after hearing Parties again upon the Nature and Effect of the Deed of 16th October 1744, to consider, whether the Marginal Note, as it appears upon the Face of the said Original Deed, and the Words after my Death" in the Clause of Registration, make any Difference as to the Question decided by them upon the said Deed: Therefore, It is Ordered, by the Lords Spiritual and Temporal, in Parliament assembled, That the Cause be remitted back to the Court of Session in Scotland; and that the said Court, after hearing Parties again upon the Nature and Effect of the said Deed of 16th October 1744, do consider, whether the Marginal Note, as it appears upon the Face of the said Original Deed, and the Words "after my Death" in the Clause of Registration, make any Difference as to the Question decided by them upon the Nature and Effect of the said Deed: And it is further Ordered, That the further Hearing of this Appeal be adjourned sine die, with Liberty for either Party to apply to this House, when the said Court of Session shall have given their Opinion upon this Reference.

The Lord Scarsdale reported from the Lords Committees, to whom the Bill, intituled, "An Act for carrying into Execution an Agreement entered into by Sir James Wright Baronet, for Sale of the Manor of Husborne Tarrant, and several Woodlands and Hereditaments, in the County of Southampton, to Joseph Portal Esquire; and for laying out the Money arising by such Sale, in the Purchase of other Lands and Hereditaments, to be settled to the same Uses," was committed: "That they had considered the said Bill, and examined the Allegations thereof, which were found to be true; that the Parties concerned had given their Consents to the Satisfaction of the Committee; and that the Committee had gone through the Bill, and directed him to report the same to the House, without any Amendment."

Orphans Fund Bill.

The Lord Scarsdale also reported from the Lords Committees, to whom the Bill, intituled, "An Act for empowering the Mayor, Aldermen and Commons of the City of London, in Common Council assembled, to raise, upon the Credit of the Surplusses to arise out of a certain Fund commonly called The Orphans Fund, the Sum of Forty thousand Pounds, towards discharging the Debt incurred in re-building the Gaol of Newgate, and a Sessions House adjoining; and for completing the said Gaol and building an Insirmary thereto; and other the Purposes therein mentioned," was committed: "That they had considered the said Bill, and examined the Allegations thereof, which were found to be true; and that the Committee had gone through the Bill, and directed him to report the same to the House, without any Amendment."

Bridge and Roads Bill.
