Sir G. Noel et al. v. Rochfort et al.

The Answer of The Honorable William Middleton Noel, John Wedgewood, Henry Cutler and William Leake, to the Petition and Appeal of Sir Gerard Noel Noel Baronet, was this Day brought in.

Maule et al. v. Ramsay:

After hearing Counsel, as well Yesterday as this Day, upon the Petition and Appeal of The Honorable William Maule of Panmure, M. P., and The Right Honorable Lord Viscount Duncan, Gilbert Laing Meason Esquire, of Lindertis, James Carnegy Esquire, of Balnamoon, and John Archibald Murray Esquire, Advocate, Trustees for his Creditors; complaining of an Interlocutor of the Lords of Session in Scotland, of the Second Division, of the 15th of January 1828; and praying, "That the same might be reversed, varied or altered, or that the Appellants might have such Relief in the Premises as to this House, in their Lordships great Wisdom, should seem meet;" as also upon the Answer of The Honorable Major General James Ramsay put in to the said Appeal; and due Consideration had of what was offered on either Side in this Cause:

Interlocutors Affirmed.

It is Declared, by the Lords Spiritual and Temporal in Parliament assembled, That the Respondent is entitled to Delivery of the Two Bonds, dated respectively the 19th February 1805 and the 14th of January 1808, in the Pleadings mentioned; but that in consequence of the Execution and Delivery of the said Bond dated the 14th of January 1808, the Obligations of the said Bond of the 19th of February 1805 ceased and became void; and with this Declaration, it is Ordered and Adjudged, That the said Petition and Appeal be, and is hereby dismissed this House, and that the Interlocutor therein complained of, be, and the same is hereby Affirmed.

Assizes for West Riding of Yorkshire, Petition from Thurstonland for Removal of, to Wakefield.

Upon reading the Petition of the Clergy, Gentry Freeholders, Merchants and others, Inhabitants of the Township of Thurstonland, in the West Riding of the County of York, whose Names are thereunto subscribed; praying their Lordships, "That the Assizes and General Gaol Delivery for the Business of the West Riding of the County of York may in future be held at Wakefield; and that such other Relief in the Premises may be granted to the Petitioners as to their Lordships may seem meet:"

New Chappel Road Bill:

Hodie 3a vice lecta est Billa, intituled, "An Act for more effectually repairing and maintaining the Road from New Chappel, in the County of Surrey, to Ditcheling Bost Hills, in the County of Sussex, and from thence to the Town of Brighthelmston, in the same County; and also for making and maintaining a Branch of Road from the Town of Ditcheling to Clayton, in the County of Sussex."

The Question was put, "Whether this Bill shall pass?"

Malmesbury Roads Bill:

Pickford Brook Road Bill:

Hodie 3a vice lecta est Billa, intituled, "An Act for making and maintaining a Turnpike Road from Pickford Brook, in the Parish of Allesley, in the County of Warwick, to Canwell Gate, in the County of Stafford."

West Cowgate (Newcastle) Road Bill.

The Earl of Shaftesbury reported from the Lords Committees, to whom the Bill, intituled, "An Act for more effectually repairing, amending, widening and improving the Road from the West Cowgate, near Newcastle-upon-Tyne, to the Alemouth Turnpike Road, in the County of Northumberland; and for making and maintaining other Roads communicating therewith," was committed, "That they had considered the said Bill, and examined the Allegations thereof, which were found to be true; and that the Committee had gone the Bill, and directed him to report the same to the House, without any Amendment."

Report, East India Judicature:

The Earl of Shaftesbury reported from the Lords Committees appointed to consider of the Titles of the Lords that appeared upon the Ten Lists reported to the House Yesterday, and to report the Names of those who shall appear to hold or to have held any of the Offices or Employments specified in an Act made in the Twentysixth Year of His late Majesty, for the further Regulation of the Trial of Persons accused of certain Offences committed in the East Indies, and for other Purposes therein mentioned; "That the Committee had met, and considered the Titles of the Lords contained in the List referred to them, and that it does not appear to the Committee that any Lord whose Title is contained in the said List now holds any Civil Office of Profit under the Crown during His Majesty's Pleasure, or now holds or heretofore held any of the Offices or Employments mentioned in the said Act of Parliament as Disabilities from serving according to the said Act."

Which Report, being read by the Clerk, was agreed to by the House.

Titles to be transmitted to the Clerk of the Crown in Chancery.

Ordered, That the said Titles be transmitted to the Clerk of the Crown in His Majesty's High Court of Chancery, or his Deputy, by The Lord Chancellor, under his Hand and Seal, pursuant to the Directions of the said Act.

Welsh Judicature, Petition from Pembroke & Haverfordwest against Alteration of.

Upon reading the Petition of the Gentry, Clergy, Freeholders and Inhabitants of the County of Pembroke, whose Names are thereunto subscribed; praying, "That their Lordships will refuse to entertain any Proposition for depriving the County of Pembroke of its ancient Privileges, particularly the incalculable Benefit of having Justice administered at Home, and that their Lordships will not permit so intolerable a Burthen to be imposed upon the Petitioners as that of being sent as Jurors, Witnesses and Suitors to a distant Town in another County; and that their Lordships will not shut out from the Protection of the Law a large Portion of the Inhabitants of Pembrokeshire, whose Means are quite inadequate to enable them to seek Justice at Carmarthen:"

It is Ordered, That the said Petition do lie on the Table.

Upon reading the Petition of The Mayor, Burgesses and Inhabitants at large of the Town and County of Haverfordwest, whose Names are thereunto subscribed; praying their Lordships "not to allow them to be disturbed in the Possession of their ancient Rights and Privileges, nor to sanction the Removal of the Assizes from the Town and County of Haverfordwest to Carmarthen, which would in effect deprive many of the Petitioners of the Benefit and Protection of the Law:"

It is Ordered, That the said Petition do lie on the Table.

Navigation Laws, Petition from South Shields for Revision of.

Upon reading the Petition of the Shipowners resident in the Town of South Shields, within the Port of Newcastle upon Tyne, whose Names are thereunto subscribed; praying, "That their Lordships will take the unprotected State of the British Shipowner into their most serious Consideration; and afford them such Relief as in their Lordships Wisdom the Petitioners may appear to be justly entitled to:"

Ordered, That the Report of the Amendments made by the Committee of the Whole House to the Bill, intituled, "An Act to render valid Marriages solemnized in certain Churches and Chapels," be received Tomorrow.

A Message was brought from the House of Commons, by Sir Alexander Grant and others, as follows;

"My Lords,

"The Commons have directed me to communicate to your Lordships A Copy of the Report made from the Select Committee appointed by them in Session 1828, on the Laws relating to Irish and Scottish Vagrants, as desired by your Lordships in your Message of Yesterday."

Illusory Appointments Bill.

A Message was brought from the House of Commons, by Sir Alexander Grant and others;

With a Bill, intituled, "An Act to alter and amend the Law relating to Illusory Appointments;" to which they desire the Concurrence of this House.

Fructuozo's Naturalization Bill.

A Message was brought from the House of Commons, by Lord Granville Somerset and others;

To return the Bill, intituled, "An Act for naturalizing John Anthony Fructuozo," and to acquaint this House, That they have agreed to the same, without any Amendment.

New River Co.'s et al. Petition referred to Judges.

Upon reading the Petition of The Governor and Company of the New River brought from Chadwell and Amwell to London, under their Common Seal; and of Eliza Eade of Clapham, in the County of Surrey, Widow; The Reverend William Vaux of Tarring, in the County of Sussex, Clerk; William Aislabie Eade of Edward Street, Portman Square, in the County of Middlesex, Esquire; The Reverend Thomas Briggs Clerk, Prebendary of the Prebend of Stoke Newton or Newnton otherwise Newington, in the said County of Middlesex; and The Reverend Archdale Wilson Tayler Clerk, Rector of the Rectory of Stoke Newington aforesaid; praying Leave to bring in a Bill for the Purposes in the said Petition mentioned:
