Cloathing of the Forces in Ireland, to be exported, &c Bill.

The House (according to Order) was adjourned during Pleasure, and put into a Committee upon the Bill, intituled, An Act; for allowing the Cloathing and Accoutrements necessary for His Majestys Forces, paid out of His Majestys Revenues arising in the Kingdom of Ireland, to be exported from thence to the Places where such Forces are Ordered to serve; and for granting a Bounty upon Flax Seed imported into Ireland, for a limited Time.

Six Cleiks Offices, le building of, Bill.

The House (according to Order) was adjourned during Pleasure, and put into a Committee upon the Bill, intituled, An Act for applying the Funds provided for rebuilding the Offices of the Six Clerks of the Kings Court of Chancery, by an Act made in the Fourteenth Year of the Reign of His present Majesty, intituled, An Act for rebuilding the Office of the Six Clerks of the Kings Court of Chancery; and for erecting Offices for the Register and Accountant General of the said Court, for the better preserving the Records, Decrees, Orders, and Books of Account, kept in such Offices in building Offices for the said Six Clerks in the Garden of Lincohis Inn, instead of rebuilding the present Six Clerks Office in Chancery Lane; and for other Purposes.

After some Time the House was resumed:

Quebec, Civil Government of, Act to amend, Bill.

An Act for encouraging the Manufacture of Rape Oil, and other Vegetable Oils, in this Kingdom, by reducing the Duties on Rape Seed, and other Seeds producing Oil, imported from Ireland) and for allowing the free Importation of Rape Cakes for Manure from Ireland to this Kingdom. An Act to repeal an Act, passed in the Thirty-first Year of the Reign of Her Majesty Queen Elizabeth, (intituled, An Act against the are erecting and maintaining of Cottages) An Act to restrain the Negotiation of Promissory Notes and Inland Bills of Exchange, under a limited Sum, within that Part of Great Britain called England An Act to empower Justices of the Peace to administer Oaths where any Penalty is to be levied, or Distress to be made, in pursuance of any Act of Parliament wherein the same is not expressly directed. The Messengers sent to the House of Commons Yesterday, to desire, That they will communicate to this House, the Grounds and Evidence upon which they passed the Bill, intituled, An Act to explain and amend an Act, made in the Tenth Year of the Reign of His present Majesty, intituled, An Act to enable the Speaker of the House of Commons to issue his Warrants, to make out new Writs for the Choice of Members to serve in Parliament, in the Room of such Members as shall die during the Recess of Parliament; and for enabling the Speaker of the House of Commons to make out new Writs for the Choice of Members to serve in Parliament in the Room of such Members as shall, during the Recess of Parliament, become by Succession Peers of Great Britain, and be summoned to Parliament; and for suspending the Execution of the said Act, with respect to the Borough of Shaftesbury, in the County of Dorset, during the next Recess of Parliament, so far as the same relates to the suspending the Execution of the said Act, with respect to the Borough of Shaftesbury, in the County of Dorset, during the next Recess of Parliament; return Answer, That the Commons have taken their Lordships Message into Consideration, and do acquaint their Lordships, That the Grounds upon which the House of Commons inserted in the Bill, mentioned in the Message, of the Lords, the Clause for suspending the Execution of the Act to enable the Speaker of the House of Commons to issue his Warrants to make out new Writs for the Choice of Members to serve in Parliament in the Room of such Members as shall die during the Recess of Parliament, with respect to the Borough of Shaftesbury, in the County of Dorset, during the next Recess of Parliament, were; that it appeared to the House of Commons, from a Report made from One of their Select Committees, appointed under the Act of Parliament for regulating the Trials of Controverted Elections, or Returns of Members to serve in Parliament, that there was the most notorious Bribery and Corruption at the last Election of Members to serve in this present Parliament for the said Borough: This the House of Commons were of Opinion required the most serious Consideration of Parliament; but as it appeared to them too late to proceed in this Consideration in the present Session, and highly expedient to proceed as early as possible in the next, the House of Commons thought it essentially necessary, that, until they should have an Opportunity of making a further Enquiry into that Matter, no Election for that Borough should eventually take place, which might in any Manner affect that Enquiry, or prevent the Parliament from taking such effectual Measures for discouraging Bribery and Corruption in the Election of Members of the House of Commons, as, upon mature Deliberation, should seem most proper.

These are the Grounds, together with the Minutes of the Examination taken before the said Select Committee, a Copy of which the Commons have herewith transmitted to your Lordships, which in their Opinion did fully authorize them to insert in the said Bill the Clause for suspending, during the next Recess of Parliament, the Execution of the said Act of the 10th Year of His present Majesty, with respect to the Borough of Shaftesbury.

Cookworthys Letters Patent, Term to enlarge, Bill.

The Lord Scarsdale reported from the Lords Committees, to whom the Bill, intituled, An Act for enlarging the Term of Letters Patent, granted by His present Majesty, to William Cookworthy of Plymouth, Chymist, for the sole Use and Exercise of a Discovery of certain Materials for making Porcelain, in order to enable Richard Champion of Bristol, Merchant, (to whom the said Letters Patent have been assigned), to carry the said Discovery into effectual Execution for the Benefit of the Public, was committed: That they had considered the said Bill, and examined the Allegations thereof, which were found to be true; and that the Committee had gone through the Bill, and made several Amendments thereto.

Which Amendments were read by the Clerk as follow; (videlicet),

Pr. 11. L.25. After [Assigns] insert [and no further or greater than he or the said Richard Champion would have been entitled to, if this Act had not been made].

Pr. 12. L. 13. After [Assigns] insert Clause [A].

[Provided always, and be it further enacted and declared by the Authority aforesaid, That if the said Richard Champion shall not cause to be enrolled in the High Court of Chancery, within Four Months after passing this Act, a Specification of the Mixture and Proportions of the Raw Materials of which his Porcelain is composed, and likewise of the Mixture and Proportions of the Raw Materials which compose the Glaze of the same, (which Specification is now in the Hands of the Lord High Chancellor of Great Britain); or if the same shall not be a true and just Specification of the Mixture and Proportions of the said Materials, then this Act shall cease, determine, and be absolutely void; any Thing herein before contained to the contrary hereof notwithstanding: Provided also, that nothing in this Act contained shall be construed to hinder or prevent any Potter or Potters, or any other Person or Persons, from making use of any such Raw Materials, or any Mixture or Mixtures thereof, (except such Mixture of Raw Materials, and in such Proportions, as are described in the Specification herein-before directed to be enrolled); any Thing in this Act to the contrary notwithstanding].

An Act for appointing new Trustees to carry into Execution an Act, passed in the Eighth Year of His present Majestys Reign, intituled, An Act for the more effectually carrying into Execution an Act, made in the Sixth Year of the Reign of His present Majesty, intituled, An Act for vesting in Trustees the settled Estate of Washington Earl Ferrers, in the County of Derby, to be fold, for satisfying the Incumbrances and Portions affecting the same, and the rest of the settled Estate, and for other Purposes therein mentioned; in the Room and Stead of those appointed by the said Act, who are desirous of resigning the Trust thereby reposed in them.

An Act for the Sale and Enfranchisement of certain Copyhold Tenements and Premises in the Parish of Leeds, in the County of York, Part of the Estate belonging to the Free Grammar School there, for the Purpose of erecting a Publick Cloth Hall, and making Avenues or Passages thereto; and for applying the Purchase Money for the Benefit of the said School.

15. An Act to confirm several Building Leases already granted by the Right Honourable the Earl of Session, of the Kingdom of Ireland, of Part of his settled Estates in the County of Lancaster, and to enable him during his Life, and after his Decease the Trustee, during the Minority of any Infant, to grant other Building and Improving Leases; and for other Purposes in the said Act mentioned.

16. An Act for vesting certain Lands at Hadley, in the Parish of Wellington, in the County of Salop, devised by the Will of the Reverend Joshua Pulford Clerk, deceased, in Joshua Freeman and his Heirs.

17. An Act to enable the Reverend Edmund Hodshon, Rector of Spennithorne in the County of York, to exchange the Tythes of the Townships of Harnby and Spennithorne, for Lands in the Parish of Goverham, in the County of York, belonging to Mr. Willam Baynes, to be settled to the same Uses.

18. An Act for explaining, amending, and enlarging the Powers granted by an Act, passed in the Eighteenth Year of His late Majesty King George the Second, intituled, An Act for Sale of certain Leasehold Estates, late of Sarah Eaton deceased, and by her devised to the Provost, Fellows, and Scholars of Worcester College, in the University of Oxford; and for laying out the Money arising thereby in the Purchase of Fee-Simple Estates; and for other Purposes therein mentioned; and for indemnifying the acting Trustee or Trustees, appointed under the said Act, for having expended a larger Sum of Money than allowed by that Act; and for other Purposes therein mentioned.

My Lords and Gentlemen,

I cannot, in Justice to you, forbear to express My entire Satisfaction in your Conduct, during the Course of this important Session.

You have maintained, with a firm and steady Resolution, the Rights of My Crown and the Authority of Parliament, which I shall ever consider as irreparable. You have protected and promoted the Commercial Interests of My Kingdoms; and you have at the same Time given convincing Proofs of your Readiness (as far as the Constitution will allow you) to gratify the Wishes and remove the Apprehensions of My Subjects in America.; and I am persuaded, that the most salutary Effects must in the End result from Measures formed and conducted on such Principles.

The late Mark of your affectionate Attachment to Me and to the Queen, and the Zeal and Unanimity which accompanied it, demand My particular Thanks.

I have the Satisfaction to acquaint you, That, as well from the general Dispositions of other Powers, as from the solemn Assurances which I have received, I have great Reason to expect the Continuance of Peace, Nothing, on My Part, consistent with the Maintenance of the Honour and Interest of My Kingdoms, shall be wanting to secure the Publick Tranquillity.

Gentlemen of the House of Commons,

It gives Me much Concern, that the unhappy Disturbances in some of My Colonies have obliged Me to propose to you an Augmentation of My Army, and have prevented Me from compleating the intended Reduction of the Establishment of My Naval Forces. I cannot sufficiently thank you for the Chearfulness and Publick Spirit with which you have granted the Supplies for the several Services of the current Year.

My Lords and Gentlemen,

I have nothing to desire of you, but to use your best Endeavours to preserve and to cultivate in your several Counties the same Regard for Publick Order, and the same Discernment of their true Interests, which have in these Times distinguished the Character of My faithful and beloved People; and the Continuance of which cannot fail to render them happy at Home, and respected abroad.
