THE House being informed that Mr. Parkhouse, from the Commissioners for investigating the debts of the late Nabobs of the Carnatic, attended at the door, he was called in; and at the bar presented to the House, p ursuant to the directions of several Acts of Parliament,- The Twenty-sixth Report of the Commissioners appointed under an agreement concluded on the 10th of July 1805, between the East India Company and the private Creditors of the late Nabobs of the Carnatic:-And then he withdrew.
Ordered, That the said Report do lie upon the Table; and be printed.

Report from Committee on Standing Orders.
Lord Viscount Althorp reported from the Select Committee to whom shall be referred all Reports from Committees on Petitions for Private Bills, in which it shall be stated that any of the Standing Orders of this House have not been complied with; and that such Committee do report their opinion thereupon from time to time to the House; and to whom several Reports, stating that the Standing Orders have not been complied with, were referred; That they had made a further progress in the matters to them referred, and had come to several Resolutions which they had directed him to report to the House; and the same were read; and are as followeth;
Dartmouth Bridge.
1. Resolved, That it is the opinion of this Committee, That, in the case of the Dartmouth Bridge Petition, in so far as regards the Land of Henry Holdsworth, Esquire, the Standing Orders ought not to be dispensed with.
Courtown Harbour and Railway.
2. Resolved, That it is the opinion of this Committee, That, in the case of the Courtown Harbour and Railway Petition, in so far as regards the application for the Railway, the Standing Orders ought not to be dispensed with.
Dundee Harbour.
3. Resolved, That it is the opinion of this Committee, That, in the case of the Dundee Harbour Petition, the Parties be permitted to proceed with their Bill.
Caithness Roads and Statute Labour.
4. Resolved, That it is the opinion of this Committee, That, in the case of the Caithness Roads and Statute Labour Petition, the Parties be permitted to proceed with their Bill, and do forthwith deposit the Lists of Owners and Occupiers, and Assents and Dissents, in the Private Bill Office.
Galway Dock and Canal.
5. Resolved, That it is the opinion of this Committee, That, in the case of the Galway Dock and Canal Petition, the Parties be permitted to proceed with their Bill, and do forthwith deposit the Estimate and Undertaking in the Private Bill Office.
New River Company.
6. Resolved, That it is the opinion of this Committee, That, in the case of The New River Company's Petition, the Parties be permitted to proceed with their Bill, and do forthwith deposit the necessary Papers and Documents in the Private Bill Office:-And that the Committees on the three last-mentioned Bills do examine, in the first place, how far such respective Orders shall have been complied with, and do report the same to the House, on the Report of each respective Bill.
The four last Resolutions of the Committee, being read a second time, were agreed to by the House.
New River Company Bill, ordered.
The House was moved, That the Report which was this day made from the Select Committee on Standing Orders relative to Private Bills, might be read; and the same being read;
Ordered, That leave be given to bring in a Bill to amend an Act of the twelfth year of King George the Second for improving the Navigation of the River Lea, and for enabling the Governor and Company of The New River the better to supply the Cities of London and Westminster, and the Liberties and Suburbs thereof, with good and wholesome Water: And that Mr. Astell and Mr. Vernon Smith do prepare, and bring it in; and that leave be given to present the Bill on or before Friday next.

Mr. Maitland presented a Bill for more effectually maintaining the Ferries and Passages across the River Tay, in the Counties of Fife and Forfar: And the same was read the first time; and ordered to be read a second time.
Petition for further Time for Hungerford (Westminster) Market Bill.
A Petition of several Persons, whose names are thereunto subscribed, was presented, and read; setting forth, That on the 19th day of February last, a Petition was presented to the House, praying for leave to bring in a Bill for incorporating certain Persons, to be called The Hungerford Market Company, and for establishing a Market for the Sale of Fish, Meat, Poultry and other commodities, and for other purposes; and that the Standing Orders of the House, necessary to be observed previous to the introduction of Bills of that nature, have been complied with; and that the subscriptions entered into by the aforesaid persons did not, until Thursday last, amount to a sufficient sum, in the Petitioners judgment, to justify their proceeding to obtain the said Act; and that in consequence thereof it has not been practicable to prepare the Bill within the time limited by the House; and praying, That the House, under the special circumstances above stated, will be pleased to enlarge the time for presenting the said Bill till this day se'nnight, or to such other day as to the House may seem meet.

Freeholders, Commissioners of Supply, Justices of Peace, and Magistrates of towns of the county of Renfrew;-of the Bailiffs, Principal and Common Burgesses and other Inhabitants of the town and borough of Eye;-of the Yeomen, Tenantry, Tradesmen and others of Send and Ripley, in the county of Surrey;-of the Owners and Occupiers of land and other Inhabitants within the hundred of Freebridge Lynn, in the county of Norfolk;-of the Gentry, Clergy, Freeholders and Inhabitants of the county of Salop;-of Ludlow;-of the Gentry, Clergy, Yeomanry and Tradesmen of the borough of Warwick and its neighbourhood;-and, of Owners and Occupiers of land, and other Inhabitants of the hundred of Eynsford, in the county of Norfolk,-were presented, and read; praying the House to take into immediate and serious consideration the total repeal, or at least a reduction of the Taxes upon Malt and Malt Liquor, which now so seriously press upon the agriculturists of this kingdom, and are highly injurious to the poorer classes, depriving them of their national and nutritious beverage, and driving them to the use of ardent spirits, which tend to the destruction of their health and energies, and to the demoralization of their principles and conduct.

Petitions against Renewal of East India Charter.
A Petition of the Provost, Baillies and Council of the burgh of Paisley, in Council assembled, was presented, and read; praying, That on the expiry of the Charter of the East India Company such measures may be adopted as shall, consistent with the safety of our Eastern Empire, secure to His Majesty's subjects an unrestricted right of trade with China and the East Indies, and full liberty of residence in India.

A Petition of the Mayor and Aldermen of the town or borough of Kingston-upon-Hull, in Common Council assembled, was also presented, and read; praying, That at the approaching termination of the East India Company's Charter, that baneful and pernicious monopoly may not be again renewed; but that the House will adopt such measures as may secure to this nation a free and unrestricted Commerce with the valuable countries eastward of the Cape of Good Hope, and also the power of settling and residing in those countries, under such regulations as to the House shall appear consistent with good government and the security of His Majesty's dominions in the East Indies; and further praying, That they may be heard by their counsel, agents and witnesses against the renewal of the said Charter.

Petition complaining of the mode of levying Public Cess (Ireland.)
A Petition of the Inhabitants of the townland of Ballyonetra, barony of Turhinachmy and county of Kerry, was presented, and read; setting forth, That the Petitioners are put to great distress and trouble generally from the pressure of the County Charges, which have increased within a few years to an enormous amount, and are still each year increasing; that in addition to this heavy burthen, a charge is made of nine-pence in the pound for the collection; that the Collector of the County Charge can call upon any person residing in the town-land for the full amount of the cess, and if it is not all collected on a certain day, that person is obliged to make up the deficiency; that the Petitioners humbly submit, that under the foregoing statement, the order may as well issue from the Treasurer of the county, and the amount of the cess paid in to him; that the heavy expense of baronial constables presses upon the Petitioners with an additional weight, which they can no longer endure; and praying, That the House will take their case into consideration.

Penitentiary (Milbank.)

Appointments in Public Departments.

Petition against Duty on Importation of Foreign Corn.
A Petition of Retail Dealers in N°6, or the Exchange District in Manchester, was presented, and read; setting forth, That the Petitioners have, for a series of years, been suffering from a diminution of the profits of their business, and are now, in consequence of the poverty of all classes of their customers (so far from being able to support their families out of those profits), scarcely able to pay the rents of their shops, and the heavy government and local taxes to which they are liable; that, despairing of any effectual relief while the industrious classes of the community are borne down to the ground by the effects of iniquitous monopolies and an enormous taxation, the Petitioners pray, That the House will entirely remove the Duties on the importation of Foreign Corn, and make a great and immediate reduction of the taxes.

Petition against Watching, &c. Parishes Bill.
A Petition of the Commissioners for executing the Acts for paving, lighting, cleansing, watering and watching the Streets and other public Places within such part of the parish of Saint Pancras, in the county of Middlesex, as lies on the west side of Tottenham Court Road, and for preventing Nuisances and Obstructions therein, and for obliging the Trustees for the care of the said Road to pave, repair and cleanse such part of the said Road as is therein described, was presented, and read; taking notice of the Bill to make provision for the lighting, watching, cleansing and paving of Parishes in England and Wales; and praying, That the same may not pass into a law as it now stands, but that the district comprised in the above-mentioned Acts of Parliament may be exempted from the operation of the said Bill; and that they may be heard by themselves, their counsel or agents, against the same, or the provisions thereof.

First Fruits (Ireland.)

East Retford Bill, reported.
Mr. Nicolson Calvert reported from the Committee of the whole House, on the Bill to prevent Bribery and Corruption in the Election of Burgesses to serve in Parliament for the Borough of East Retford, the Amendments which they had made to the Bill; and the Amendments were read, and agreed to by the House.
A Clause was offered to be added to the Bill, That Members returned for the Borough of East Retford shall make and subscribe a declaration that their Election has not been procured or promoted by Bribery, or by the influence of any Peer.
And a Motion being made, and the Question being put, That the said Clause be now brought up; it passed in the Negative.

A Bill for punishing Mutiny and Desertion, and for the better Payment of the Army and their Quarters, was, according to Order, read a second time; and committed to a Committee of the whole House for this day.

Mr. Secretary Peel reported to the House, That their several Addresses of the 1st, 2nd and 4th days of this instant March (that His Majesty would be graciously pleased to give directions that the Papers therein mentioned might be laid before this House) had been presented to His Majesty; and that His Majesty had commanded him to acquaint this House, That he will give directions accordingly.

Dundee Gas Bill (No. 2.), presented.
Mr. Hume presented a Bill to establish a Company for lighting with Gas the Town of Dundee, and places adjacent, in the County of Forfar: And the same was read the first time; and ordered to be read a second time.
Petition for further Time for Polloc and Govan Railway Bill.
A Petition of Alexander Henderson Macdougall of Parliament-street, was presented, and read; setting forth, That the Petitioner is employed in soliciting an application now making to the House, for a Bill for making and maintaining a Railway from the Lands of Polloc and Govan, to the River Clyde, at the Harbour of Broomielaw, in the County of Lanark, with a Branch to communicate therefrom; and that on the 26th day of February last, leave was given to bring in the said Bill; and that owing to divers unforeseen circumstances, the Petitioner did not receive from Glasgow the draft of the said Bill until the afternoon of Saturday last the 6th instant, and that immediately on receiving the same, he applied to the printer to get the said Bill printed, in order to be presented to the House this day; but, in consequence of the great length of the same, the Petitioner was informed it was impossible to get the same printed in time to be presented within the time limited by the House for receiving Private Bills, and that if the said Bill should be delayed to another Session, the parties interested will suffer great loss and inconvenience from such delay; and praying, That under the circumstances aforesaid, leave may be given to bring in the said Bill on or before Monday the 15th instant.

Ordered, That leave be given to present the said Bill on or before Thursday next.
