Account of Marines presented. No. 91.

THE House being informed that Mr. Hind, from the Office of the Paymaster of the Royal Marines, attended at the door, he was called in; and at the bar presented to the House, pursuant to their Order,-An Account of the Establishment of the Royal Marines, with the Pay and Allowance of each Class, and a Statement of the Contingent Expenses of every kind; showing the total expenditure for the past year, on account of that Corps:- And then he withdrew.

The House being informed that Mr. Crafer, from the Treasury, attended at the door, he was called in; and at the bar presented to the House, pursuant to their Orders, -An Account of the quantity of Foreign Corn, Meal and Flour, stated in quarters, specifying each sort imported, in the year ending 5th January 1830.

An Account of the quantity of Grain, specifying each sort, imported from Ireland into Great Britain, for the year ending 5th January 1830.

Return to an Order of the House, dated the 8th day of February last, for an Account of the quantity of Foreign Corn, Grain, Meal and Flour imported into Great Britain and Ireland, in Foreign Ships, from the year 1827 inclusive; distinguishing each year, and showing the number of Ships, their Tonnage, and the number of Men employed in navigating such Ships; and, a similar Account of the Importations in British Ships.

Savings Banks. No. 92.

Return to an Order of the House, dated the 15th day of February last, for an Account of the monthly amount of the Sums paid in and paid out by the Commissioners for the Redemption of the Public Debt on Account of Savings Banks, from 1st January to 31st December 1828; and, a similar Account from 1st January to 31st December 1829, and continued to the latest period to which the same can be made out.

Stock purchased.

Return to an Order of the House, dated the 18th day of February last, for an Account of the average Rate at which the Commissioners for the Reduction of the National Debt have, in the year from 5th January 1829 to 5th January 1830, purchased the amount of £.2,599,728 of Three and Three-and-a-Half per Cent. Stock; showing the average rate of Interest which the Dividends of the said Stock will give on the amount of money expended.

Life Annuities. No. 93.

Return to an Order of the House, dated the 19th day of February last, for an Account of all Money received by the Commissioners for the Redemption of the National Debt, from the sale of Life or other terminable Annuities, under the Act of the 10th of His present Majesty; distinguishing the Money paid for Annuities for Life, from that received for Annuities for terms of years.

An Account of all Foreign Lead, whether in Pigs or otherwise, and Foreign Lead Ore, imported into the United Kingdom for the last five years.

Report Revenue Inquiry. No. 94.

The Twenty-first Report of the Commissioners appointed by the Acts of the 1st and 2d Geo. 4, c. 90, and 3 Geo. 4, c. 37, and continued by Commission under the Great Seal, for the purpose of inquiring into the collection and management of the Public Revenue arising in Ireland, and into certain departments of the Public Revenue arising in Great Britain.

Receivers General of Taxes. No. 95.

Mr. Crafer also presented to the House, pursuant to the directions of several Acts of Parliament,- An Account of the Salaries, Allowances, or other Emoluments, in any manner accruing to the several Receivers General of the Taxes, within the year ending 5th January 1830.

Public Debt. No. 96.

An Account of all Additions which have been made to the annual charge of the Public Debt, by the Interest of any Loan that hath been made, or Annuities created subsequent to the passing of an Act 27 Geo. 3, c. 13, as required by the 72d section of the said Act; and also showing how the charge incurred in respect of the same has been provided for in the year ended 5th January 1830:-And then he withdrew.

Ordered, That the said Accounts and Papers do lie upon the Table; and, except the Accounts relative to Grain, Stock purchased by the Commissioners for Redemption of the National Debt, and Lead, be printed.

Crommelin Harbour (Ireland) Bill, presented.

Lord Viscount Castlereagh presented a Bill for establishing and maintaining the Harbour of Port Crommelin, in the Bay of Cushenden, in the County of Antrim: And the same was read the first time; and ordered to be read a second time.

Cork City Election, determined.

Sir Thomas Baring, from the Select Committee appointed to try and determine the merits of the Petition of Francis Lyons and others, Electors of the city of Cork, in the county of Cork, complaining of an undue Election and Return for the said City, informed the House, That the Committee have determined;

That Gerard Callaghan, Esquire, was not duly elected a Citizen to serve in this present Parliament for the said City of Cork.

That the last Election for the said City is a void Election.

That the Petition of Francis Lyons and others did not appear to the said Committee to be frivolous or vexatious.

That the opposition to the said Petition did not appear to the said Committee to be frivolous or vexatious.

And the said Determinations were ordered to be entered in the Journals of this House.

Cork City Writ.

Ordered, That Mr. Speaker do issue his Warrant to the Clerk of the Crown in Ireland, to make out a new Writ for the electing of a Citizen to serve in this present Parliament for the city of Cork, in the room of Gerard Callaghan, Esquire, whose Election has been declared to be void.

Invernessshire Statute Labour Petition, reported.

Mr. Charles Grant reported from the Committee on the Petition of several Trustees for executing the Act for continuing, altering and enlarging the powers of so much of an Act of His present Majesty as relates to making effectual the Statute Labour in the shire of Inverness, and levying a Conversion of Money in lieu thereof, and otherwise regulating, making and repairing Highways and Bridges in the said shire; That the Petition is not within the Standing Orders relative to Turnpike Bills, the application being only for regulating the Statute Labour in the said county; and that they had examined the matter of the Petition; and the Report was brought up, and read.

Ordered, That leave be given to bring in a Bill for making and maintaining Roads, Bridges and Ferries; and for converting, regulating and making effectual the Statute Labour in the County of Inverness: And that Mr. Charles Grant and Mr. Robert Grant do prepare, and bring it in.

Petition in favour of Broomielaw Railway and Tunnel Bill.

A Petition of the Magistrates and Town Council of the burgh of Forres, was presented, and read; taking notice of the Bill for making a Railway and Tunnel from the Broomielaw Harbour of Glasgow, to communicate with the Canals and Railways passing by, or terminating at, the higher Levels, towards the North and North-east of the said City of Glasgow; and praying, That the same may pass into a Law.

Pickford Brook Road Bill, presented.

Mr. Dugdale presented a Bill for making and maintaining a Turnpike Road from Pickford Brook, in the Parish of Allesley, in the County of Warwick, to Canwell Gate, in the County of Stafford: And the same was read the first time; and ordered to be read a second time.

Dundalk Roads Bill, presented.

Mr. Leslie Foster presented a Bill for repairing and maintaining the Roads from the Town of Dundalk, in the County of Louth, to the Towns of Castle Blayney and Carrickmacross, in the County of Monaghan: And the same was read the first time; and ordered to be read a second time.

Macclesfield Water Bill, presented.

Mr. Egerton presented a Bill for better supplying the Inhabitants of the Borough of Macclesfield, in the Parish of Chester, with Water, and to establish the Rates payable for the same: And the same was read the first time; and ordered to be read a second time.

Ellesmere and Chester Canal Petition, reported.

Mr. Egerton reported from the Committee on the Petion of the United Company of Proprietors of the Ellesmere and Chester Canal; That the Standing Orders relative to Navigation Bills, had been complied with; and that they had examined the matter of the Petition; and the Report was brought up, and read.

New Ross (Wexford) Market Petition, reported.

Foleshill Poor Petition reported.

Rickmersworth Road Bill, presented.

Mr. Charles Pallmer presented a Bill for more effectually repairing the Road from the Town of Rickmersworth, in the County of Hertford, through the Village of Pinner, to or near the Swan Public-house at Sudbury Common, in the Turnpike Road leading from Harrow to London: And the same was read the first time; and ordered to be read a second time.

Market Harborough Road Bill, reported.

Mr. Legh Keck reported from the Committee on the Bill for more effectually repairing and improving the Roads from Market Harborough to Loughborough, and from Filling Gate to the Melton Mowbray Turnpike Road, in the County of Leicester; That the Standing Orders relative to Turnpike Bills, had been complied with; and that they had examined the allegations of the Bill, and found the same to be true; and had gone through the Bill, and made several Amendments thereunto; and the Amendments were read, and agreed to by the House.

Radstock Roads Bill, committed.

A Bill for more effectually repairing and otherwise improving several Roads from Radstock to Buckland, Dinham, Kilmersdon, Babingdon and Hallatrow, and from Norton Down to Norton Saint Philip, in the County of Somerset, was read a second time; and committed to Mr. Legh Keck, &c.: And they are to meet this Afternoon in the Speaker's Chamber.

Stonehouse Mill Bridge Petition, reported.

Louth Roads Bill, committed.

A Bill for more effectually repairing and improving the Roads from Saltfleet to the Head of the Canal in the Parish of Louth, from the West End of a Lane called Manby Middlegate, to the Waggon Bridge over the Canal at Alvingham Lock, from the West End of SouthHouse Lane to the North End of the Eau Drain, and from Louth aforesaid to the Town of Horncastle, in the County of Lincoln, was read a second time; and committed to Mr. Chaplin, &c.: And they are to meet this Afternoon, in the Speaker's Chamber.

Clyde Navigation Petition, reported.

Sir Michael Stewart reported from the Committee on the Petition of the Lord Provost, Magistrates and Council of the City of Glasgow, and other Parliamentary Trustees, for improving the Navigation of the River Clyde, and enlarging the Harbour of Glasgow; That the Standing Orders relative to Navigation Bills, had been complied with; and that they had examined the matter of the Petition; and the Report was brought up, and read.

Ordered, That leave be given to bring in a Bill to enable the Trustees for the Improvement of the Navigation of the River Clyde to purchase up certain Exemptions from the Rates payable on the said River and Harbour at Glasgow: And that Sir Michael Stewart and Mr. Archibald Campbell do prepare, and bring it in.

Berwick Light Dues Bill, presented.

Sir Michael Stewart presented a Bill for altering two Acts passed in the forty-sixth and fifty-fourth years of his late Majesty's reign, relating to the Northern Lighthouses: And the same was read the first time; and ordered to be read a second time.

Caithness Statute Labour Petition, reported.

Mr. Archibald Campbell reported from the Committee on the Petition of several Trustees for executing the Act for making effectual the Statute Labour, and for levying Conversion Money in lieu of labour in certain cases, and for otherwise regulating, making and repairing High Roads and Bridges in the county of Caithness; That the Standing Orders relative to Turnpike Bills and to Bills for County Rates for Scotland, had been complied with, except that the Lists of Assents and Dissents of Owners and Occupiers, were not lodged in the Private Bill Office previous to the presentation of the Petition, but it appeared to the Committee that this deficiency was caused by inevitable accident, and distress of weather; that on the 14th day of February, a letter, dated. 11th February, was received by Mr. John Spottiswoode, in London, the solicitor for the Bill, from Mr. Donald Horne, the agent for the Bill in Scotland, stating that the instructions for giving Notices to Owners and Occupiers, which he had sent to the country by the sheriff substitute of the county of Caithness, had been lost in his portmanteau, which was missing; that he has since received another letter from the said Mr. Donald Horne, dated the 17th of February, stating that he had on the 11th February sent fresh instructions to the country respecting the documents which were wanting, but that from the extent of the lines of road (extending over the whole county of Caithness, the most remote county in Scotland), some days would be occupied in obtaining them; and that by another letter from Mr. Horne, dated 26th February and received on the 1st of this instant March, it appears that there had been a heavy storm, and that the mails had been stopped; and that they had examined the matter of the Petition; and the Report was brought up, and read.

Ordered, That the Report be referred to the Select Committee on Standing Orders.

Peebles Statute Labour Petition, reported.

Mr. Archibald Campbell reported from the Committee on the Petition of several Trustees under the Act for repairing and amending certain Roads in the county of Peebles, and for better regulating the Statute Labour within the same; That the Petition is not within the Standing Orders relative to Turnpike Bills, the application being only for regulating the Statute Labour in the said county; and that the Standing Orders relative to Bills for County Rates for Scotland, had been complied with; and that they had examined the matter of the Petition; and the Report was brought up, and read.

Ordered, That leave be given to bring in a Bill for further regulating the Statute Labour, and repairing the Highways and Bridges in the County of Peebles: And that Mr. Archibald Campbell and Mr. Hay do prepare, and bring it in.

Dovor Improvement Bill, presented.

Mr. Trant presented a Bill to amend two Acts of his late Majesty for paving, cleansing, lighting and watching the Town of Dovor, and for removing and preventing Nuisances and Annoyances therein: And the same was read the first time; and ordered to be read a second time.

Dartmouth Bridge Petition, reported.

Sir Thomas Acland reported from the Committee on the Petition of several Owners and Occupiers of lands, tenements and hereditaments, and Inhabitants of the town and borough of Dartmouth, Kingsbridge, the town of Brixham, and the southern part of Devon; That the Standing Orders relative to Bills for building Bridges, and to Bills for making Turnpike Roads, had been complied with, except that no application had been made to Henry Holdsworth, Esquire, as owner and occupier of a certain slip of land, described and marked in the Plan and Book of Reference as No. 1, although he is stated in the Book of Reference as dissenting from the measure; but it appeared to the Committee that the Petitioners have now abandoned their original intention of taking, passing through, or in any manner interfering with the land of the said Henry Holdsworth; and that they had examined the matter of the Petition; and the Report was brought up, and read.

Ordered, That the Report be referred to the Select Committee on Standing Orders.

Petition against Dewsbury Road and Bridge Bill.

A Petition of several Owners and Proprietors of estates and others, Inhabitants of the township of Ossett, in the parish of Dewsbury, in the west riding of the county of York, was presented, and read; taking notice of the Bill for making and maintaining a Road from Dewsbury to Horbury Bridge, in the West Riding of the County of York, with a Branch Road therefrom; and praying, That the same may not pass into a law.

Ordered, That the said Petition do lie upon the Table.

Petition for deferring Limerick County Election Petition.

A Petition of Henry Young of Essex-street, in the Strand, in the county of Middlesex, Gentleman, was presented, and read; setting forth, That the Petitioner is the Agent in London of James Hewitt Massy Dawson, Esquire, who hath presented to the House a Petition, complaining of an undue Election and Return for the county of Limerick; that the 16th day of March hath been appointed by the House for taking the Petition of the said James Hewitt Massy Dawson into consideration; that the Petitioner, as such Agent as aforesaid, hath been instructed that all the material witnesses on behalf of the said James Hewitt-Massy Dawson, necessary to substantiate the facts contained in his said Petition, will be engaged as jurors or otherwise during the ensuing Limerick Lent Assizes, and therefore that they could not attend before the House so early as the 16th of March, without considerable public inconvenience, and that Mr. James Hewitt Massy Dawson is himself summoned and must attend as a Grand Juror both at Limerick and Clonmel at the ensuing assizes; that a Mr. T. Vokes, a police magistrate in the southern district of Ireland, who is a material witness on behalf of the said James Hewitt Massy Dawson, as fully appears on the said Petition presented to the House, is engaged in several prosecutions in Limerick, Cork and Clonmel, and could not attend the House until after the ensuing assizes, without very considerable injury to the public service in Ireland; that the assizes at Limerick commence on the 9th day of March instant, at Cork on the 24th of March instant, and at Clonmel on the 25th of March instant; that from these circumstances it will not be possible for the witnesses on behalf of the said James Hewitt Massy Dawson to be in London until about the 10th day of April next; and praying, That the House will be pleased to extend the time for taking into consideration the Petition of the said James Hewitt Massy Dawson from the 16th day of March, until some day after the 10th day of April next, or to such period as the House shall think proper.

Limerick County Election- Consideration deferred.

The House was moved, That the Order made upon the 19th day of February last, for taking into consideration upon Tuesday the 16th day of this instant March, the Petition of James Hewitt Massy Dawson, of Newforest, in the county of Tipperary, Esquire, complaining of an undue Election and Return for the county of Limerick, might be read; and the same being read;

Ordered, That there be laid before this House, a Return of all Issues in such Suits sent down for Trial at the Assizes at Hereford and Shrewsbury during those years.

Petition for repeal of Malt and Beer Duties.

A Petition of the Freeholders and Inhabitants of Shropshire, and others in Shrewsbury, was presented, and read; praying the House to take into immediate and serious consideration the necessity of a total repeal, or at least of a reduction of the taxes upon Malt and Malt Liquor, which now so severely press upon the agriculturists of this Kingdom, and are highly injurious to the poorer classes, depriving them of their national and nutritious beverage, and driving them to the use of ardent spirits, which tend to the destruction of their health and energies, and the demoralization of their principles and conduct.

Ordered, That the said Petition do lie upon the Table; and be printed.

Petition against Renewal of East India Charter.

A Petition of the Dock Company of Kingston-uponHull, was presented, and read; praying, That the House would be pleased to cause an impartial and efficient inquiry to be made into the privileges now exclusively granted to the East India Company, with a view to their final abrogation, and to the free and unrestricted intercourse of British subjects with all countries at amity with or belonging to His Majesty; and that the House would therefore direct that the requisite notice be given for the extinction of the monopoly of the said Company in the year 1834.

Ordered, That the said Petition be referred to the Select Committee on the East India Company's Affairs.

Petition for Reduction of Duty on Spirit Licenses.

A Petition of Joseph Sparrow, a Freeman of the city of London, and a Liveryman of the Worshipful Company of Vintners, was presented, and read; setting forth, That the Petitioner begs permission to state, that formerly a Wine and Spirit Merchant paid 5£. 4s. for a wine license, and 5£. for a spirit license per annum, instead of 10£. per annum for each license, which he now pays, and persons being, from the distressed state of the country, unable to purchase such large quantities of wine and spirits as they were accustomed to do, the above restriction becomes a very severe pressure upon the Wine and Spirit Merchants, and is much complained of by private consumers, as affecting them also; that he has had repeated orders within the last few weeks for small quantities of spirits, under two gallons, which he dared not execute, it being contrary to law so to do, a person having been lately fined a very heavy penalty for selling one gallon of each sort of spirits to a customer; stating the particulars of his case; and praying the House to take the same into their serious consideration, and to grant him such relief as in their wisdom they may see fit.

Petitions respecting Labourers Wages.

A Petition of Inhabitants of the parishes of Rowley Regis;-and, of Wombourne, in the county of Stafford, -were presented, and read; praying, That the House will adopt such means to compel the due payment of Wages in money only, and otherwise relieve the existing evils, in such manner as may be thought most expedient.

Acle and Yarmouth Road Petition, reported.

Mr. Rumbold reported from the Committee on the Petition of several Owners and Occupiers of lands, tenements and hereditaments in the several parishes, townships or places thereinafter mentioned; That the Standing Orders relative to Turnpike Bills, had been complied with; and that they had examined the matter of the Petition; and the Report was brought up, and read.

A Bill, intituled, An Act to authorize the Transfer of certain Balances in the hands of the Clerks of the Peace of the several Counties of England and Wales, on account of Lunatic Asylums Licenses:-And then the Messengers withdrew.

Petition for Free Trade in Beer.

A Petition of several Inhabitants of Chichester and its neighbourhood, was presented, and read; setting forth, That the Petitioners, being convinced that a Free Trade in Beer would prove of great benefit to the individuals engaged in it, and more especially to the Public, and that no sound reason could be adduced for subjecting this necessary of life to the poor to the influence of a monopoly system, now happily rejected or discountenanced with regard to all other commodities, have already five several times during the last six years petitioned the House (but without success) for an entire repeal of the Licensing Acts; that the Petitioners feel persuaded that if the same were completely repealed, the result would be the improvement of the quality of the beer generally sold, the reduction of its price, and a diminution of the number of public houses, which are in many cities increased by the joint effects of the great influence and great capital of wealthy monopolists, and that the revenue would be increased by the greater consumption of good beer; and praying the House to take the subject into consideration, and to provide such remedy to the grievance complained of as to the House may seem meet.
