Treasury reference to the Postmasters General of the petition of Tho. Samson, shewing that he attended six months with a complaint against Mr. Geo. Serle, the Post Office Accomptant, and that he [petitioner] hath improved the Post Office revenue above 60l. per an. and therein expended 450l. : therefore praying to be relieved and his family's ruin prevented. Royal warrant to the Clerk of the Signet for a privy seal for a grant to Mathew Peckover, gent., of the sum of 119l. remaining in the hands of Sir Augustine Palgrave, bart., formerly sheriff of Norfolk, being seized by him on the goods of Edward Pearce of Whitlingham, co. Norfolk, who was outlawed 1690-1, Mar. 22, at the suit of said Peckover on a plea of debt. King's Warrant Book XVI, pp. 322-4.

The Treasury Lords to the Lords Commissioners of the Great Seal. The Excise collectors for cos. Anglesea and Carnarvon have made several complaints that there are very few Justices of the Peace appointed for those counties and they have desired that Francis Buckley of Llangefni may be inserted in the Commission of the Peace for co. Anglesea and — Coytmore of Coytmore, Richard Kiffen and John Williams in that for co. Carnarvon. We desire you to insert them in the next Commissions. Ibid.

Henry Guy to the Auditor of the Receipt to issue 9,283l. 12s. 8¾d. to Charles Fox and Lord Coningsby on any unsatisfied orders in their name for the service of the Forces [lately in Ireland] : to be issued out of loans to be made by said Fox on credit of the East India goods duties : and to be paid to Baron Rechteren to clear to Dec. 31 last the Regiment under his command. Same to same to take care that all such loans as the citizens [of London] or any others are willing to make at the Receipt on credit of the borrowing clause in the Poll Act be received of them accordingly ; and that all guineas that shall be lent thereupon be received at 22s. each until further order. The Treasury Lords to the Lord Lieutenant, Ireland, enclosing a petition [missing] of the Bishop and clergy of the diocese of Limerick to the Queen, setting forth that the churches of the city of Limerick are so very much ruined by the late wars and themselves so impoverished that they are not able to rebuild or repair same, and praying that what they can discover of the estate of John Leonard, late of the said city, merchant, who is become a forfeiting person, may be granted them towards such rebuilding and repairing. Please inform us if the enquiry to be made by the General Commission of the Forfeitures in Ireland is like to take up any considerable time. If so, the Queen will declare her pleasure in this particular before the return of the said commission. Out Letters (Ireland) VI, p. 202.

Same to the Postmasters General of the petition of James Vickers, master of the pacquet boats employed between England and Ireland, shewing that the Grace dogger pacquet boat, wholly belonging to petitioners, was lately seized by two privateers in the Bay of Dublin ; that they took everything out of her ; that he redeemed her for 50 guineas and that she will cost 100l. to equip : therefore praying to be reimbursed. Henry Guy to the Revenue Commissioners, Ireland, enclosing a presentment [missing] from the Customs Commissioners [England] touching your corresponding with them and giving them an account from time to time of all ships arriving in Ireland with tobacco and the quantities they import. Appending : said petition to the Queen, shewing that he had a patent from Charles II for life of an office [of second clerk of the Crown, Ireland] and was the first in Ulster, if not in Ireland, who was forcibly expelled, without cause objected, by Lord Deputy Tyrconnel ; that in all the commotions in Ulster and dangers at Derry he had a very large share of irreparable sufferings and losses ; also he had a great burthen of business in all the regular actions and proceedings in that Province and would have done more good if people there had followed his advice after taking it ; that as an officer of the Crown he proclaimed their Majesties at Londonderry almost in the face of the Irish rebels when they were coming to besiege it ; that since the reducement of Ireland he is justled out of his patent office by a prior reversionary patent of Denny Muschamp, esq., [who] "with some few others as is said have engrost most of the patent offices of that kingdom" ; being now reduced to a low condition he prays a grant of some of the King's private lands in Ireland or an estate in fee in the small fishery of Brundruise, a rivulet in the confines of Donegal and Leitrim, with a grant of the flotsam, jetson and lagon and great fisheries on the sea coast of cos. Donegal and Londonderry whereof the Crown never had 5l. these 500 years.

Henry Guy to Mr. Fox. My Lords have directed 10,000l. as above, p. 1808, to you in guineas at 1l. 2s. 0d. each for the Regiments of Col. Hales and Col. Foulkes, now going to the West Indies. You are not to pay said gold to said Regiments at a less rate than 1l. 1s. 9d. each, "and so much as the loss shall amount to by so doing is to be allowed you by her Majesty's warrant to be obtained for the same." Same to the Auditor of the Receipt to issue 285l. 4s. 7d. to the Earl of Ranelagh upon any unsatisfied orders in his name for the service of the Forces : to be issued out of loans to be made by said Earl on credit of the East Indies goods duties : and to be paid over to the assigns of Sir Theo. Same to the Customs Commissioners to direct the Customs officers in the several ports to seize a great Dutch flyboat called the William, Capt. Noll commander, sailing with Englishmen and Bandiera and coming from the Mediterranean, and to detain her till further order, if any such vessel should arrive : in accordance with the request of Secretary the Earl of Nottingham. The Treasury Lords to the Lord Lieutenant, Ireland. We received some time since two reports from the late Lords Justices on the petitions severally of the Earl of Bath and the Countess of Devon. We referred these back to them July 6 last on the said Earl's exceptions to the certificates on which said reports were founded. Please report thereon after hearing counsel on both sides. Treasury warrant to John Knight, Customs Cashier, to pay John Ady and Henry Ballow, Deputy Chamberlains for joining tallies in the Exchequer, 40l. 1s. 0d. for their fee of 2s. per 1,000l. on 400,576l. 9s. 0d.
