May 18. Henry Guy to the Excise Commissioners to pay into the Exchequer to-morrow the other 10,000l. of the loan made by you, "the subsistence of the Army in Flanders depending upon it." Disposition Book X, p. 114.
Same to the Auditor of the Receipt. On the 26th ult., supra, p. 1609, you were desired to pay 30,000l. to Sir John Banks and Mr. Duncombe out of the first moneys of the Quarterly Poll. Pursuant thereto you have already issued 14,150l. Bancks has now agreed that the remaining 15,850l. shall be unsatisfied until such time as a full 70,000l. be received in the Exchequer from the said Poll, and if the same be inconvenient to Alderman Duncombe, Banks has promised to pay Duncombe his proportion. You are therefore to satisfy said 15,850l. after said 70,000l. has been brought in. Ibid.

Same to Mr. Aaron Smith of the petition of Dorothy Swallwell et al., tenants of Visct. Preston's estate ; shewing that their leases being expired last year, and the estate being forfeited to the Crown, they very readily paid their rent to the Crown and were promised leases again from the Crown at their former rents, but that the said lands are taken out of their possession and let to others by Visct. Preston's bailiffs : therefore praying relief and for renewal of their leases. Ibid.
Same to the Customs Commissioners of the petition of the inhabitants of Pembroke, shewing that the Customs at Milford Haven are not considerable enough to answer the [bounty or] encouragement intended by the Act for the export of corn [1 Wm. and Mary, c. 12] : therefore praying that the said Customs may be supplied [reinforced] from the receipts of some other port or ports. Royal warrant dormant to Charles Fox and Thomas Coningesby, esqrs., Paymasters of the Forces late employed in Ireland, to pay Visct. Sidney the usual allowance or entertainment of 6,593l. 6s. 8d. per an. formerly given to the Lord Lieutenant or Lord Deputy of the Kingdom of Ireland : to be payable quarterly from Mar. 18 last : also so much money as the fees of the licences for exporting wool shall fall short of the annual income which the same produced by a medium of the last seven years of Charles II's reign according to the certificate of the Revenue Commissioners : to date likewise from Mar. 18 last. You are desired to reserve 250l. out of the loans on the three fourths of the Customs "and to supply [the equivalent of] it out of the above mentioned loan by the Commissioners of Excise."
The remaining 1,437l. 3s. 2½d. of the last mentioned branches of revenue is to be reserved on the three fourths of the Temporary Excise for my Lords' disposal.
Same to Mr. Squibb, Receiver General of First Fruits, to take especial care that no further payments be made to any persons out of the revenue of First Fruits upon any dormant warrants or letters which have been signed for quarterly or other constant payment of fees, salaries, annuities or pensions specified in such warrants or letters (except where tallies are already levied for the same) without first giving the Treasury Lords notice thereof. (The like letter respectively to the Excise Commissioners, Receiver General in the Alienation Office, Receiver General of the Customs, Postmasters General, Mr. Roberts as Receiver of the Honor of Windsor, for the revenues respectively under them : in the case of the letter to Mr. Roberts omitting the clause about tallies.) May 20. Treasury warrant to the Navy Commissioners to apply to wages of officers and seamen the 7,000l. "this day directed" ut supra, p. 1640, as by the appropriation clause of the Act for the second Twelve Months' Aid [3 Wm. and Mary, c. 5]. Money Book XI, p. 321.
Henry Guy to the Auditor of the Receipt to issue 13,000l. to Edward Russell on any unsatisfied orders in his name as Treasurer of the Navy : to be for the general service of the Navy : to be issued out of loans to be made by said Russell on credit of the Exchequer in general. Prefixing : (a) Order of the Queen in Council, dated Whitehall, May 16 inst., commanding that the following masters of ships, viz. Charles Carlill, Robert Thornton, John Ludington, Thomas Hawksworth, Matt. Burchinall and Thomas Chambers, appear at the Council Board on Monday, the 23rd inst., to answer the representation of the Governor of Landguard Fort that, contrary to the embargo and to the Queen's order for stopping all ships in the harbour of Harwich, several merchantmen bound for London sailed from thence on the 12th inst. at night, "in despite of the guns of the fort which were shot at them."

Henry Guy to the Lord Chancellor of Ireland. The grant of the late King's [James II's] private estate in Ireland, which was lately directed to be passed to me [Guy], Mr. Rochfort and Mr. Hutton in trust for the Crown, is not to pass in the manner as was directed. You are desired not to put the seal to it till you shall hear further from England concerning it. Out Letters (Ireland) VI, p. 151.
Entry of a Treasury caveat in behalf of Thomas Vincent against any grant to any other person of the office of Comptroller of Excise upon the death of Mr. Ashmole, until the King's pleasure be further known : the King having declared his pleasure 1689, Dec. 20, that said Vincent should have same in consideration of good services performed "and commanded it to be entered in the Minute Book at the Treasury." Caveat Book, p. 27.
The like caveat in behalf of Mr. How that no grant pass to Mr. Smith or any others of Dogg Fields etc. till notice be given to said How and he be heard thereon. Caveat Book, p. 27.
May 21. Henry Guy to the Customs Commissioners to write by this night's post to the collector of Bristol port to pay to the order of Charles Fox 1,997l. 1s. 10d. for a fortnight's subsistence to the Forces arrived or which are coming thither from Ireland. The collector is to draw bills on Mr. Fox and my Lords will take care that same shall be duly complied with. Out Letters (General) XIII, p. 284.
[?] Same to said Fox, apprising him of the above. Please immediately appoint some person to receive the money and acquaint the Customs Commissioners with his name. Ibid.
May 21. Treasury reference to the Excise Commissioners of the petition of William Vawser, shewing that he has been a prisoner for above two years in York Gaol for an arrear of Hearthmoney and that he "lives upon the basket" ; therefore praying to be discharged from his imprisonment. May 23. Henry Guy to the Auditor of the Receipt to issue 2,000l. to the Treasurer of the Navy out of the loan of 5,000l. made by Sir Stephen Evance on credit of the Exchequer in General. This sum is intended to be paid over to the Commissioners for Sick and Wounded. (Same to said Commissioners to apply same "for the present service.") Disposition Book X, p. 117.

Treasury warrant to Sir John Somers, Attorney General, to enter a noli prosequi to the information against the ship Greyhound, built at Shoreham in Sussex by Nicholas Barret, which ship said Barret brought thence to London with some sugars for which the Customs were there paid, but the ship was lately seized on this the first voyage she ever made for not being navigated with Englishmen : the same being an act of inadvertency on his part, he not being able to procure English seamen enough to navigate the ship and having compounded with the officer who seized same, on the value of the ship, which is appraised at 650l. Royal warrant to the Attorney or Solicitor General for a great seal for a grant to Seymour Tredenham of the office of Comptroller of the Coinage of Tin within the counties of Cornwall and Devon and also of Keeper of the Gaol of Lostwithiel ; loco Andrew Cory, gent., deceased, and as amply as Richard Bonython, Hanniball Vivian or the said Cory or any others heretofore. Henry Guy to the Lottery Farmers to forthwith pay into the Exchequer 261l. to clear your accounts to Lady day last. Disposition Book X, p. 117.

Appending : (a) petition of Robert Shaw, owner of the ship Swan of Ayr, shewing that said ship, coming from the West Indies, was driven in Lough Neally [? Swilly], near Londonderry, and the persons concerned in her cargo procured a cocquet by some indirect means as though she entered at Beaumaris, for which she was seized by Mr. Jemmet, collector of Londonderry, port ; and that the Revenue Commissioners ordered the discharge of the ship upon petitioner's "detecting" the matter and giving security to stand by the Treasury Lords' award.

Royal warrant to the Lords Justices, Ireland, to give all necessary orders for the effectual remitting, exonerating and discharging of all our loving subjects in Ireland from all arrears of Hearthmoney and quit rents which incurred or were due to the Crown at Lady day last : all by reason of the poverty of the said subjects in all parts of Ireland from what they have suffered in the late war. Report to the Queen from the Treasury Lords on the petition of Sir Bazill Firebrace and others, freighters and owners of the ship William and James, ut supra, p. 1636. In a former case of this kind concerning the Swan pink and her lading (which coming from the Leeward Islands was taken and carried into France) it was ordered by the King in Council that she should be permitted to be brought with her cargo into England and should be admitted to entry on payment of Customs on security that nothing but the cargo from the West Indies should be imported therein. If like lease be granted in the present case the duty on the Portugal wines will come to 2,000l. The Customs Commissioners therefore advise permission on similar security. We do not object thereto. Same to the Deputy Surveyor General of Crown Lands for a particular of certain houses in Suffolk Street [London], with a view to a lease thereof to Edward Russell, esq., for 99 years in reversion of the terms in being : without fine in consideration of his eminent services to their Majesties.
Prefixing : (a) note of said Russell's petition, as referred Mar. 11 last ; (b) report, dated Mar. 14 last, from William Taylor, Deputy Surveyor General thereon. The late Queen Mother's Trustees granted to John Harvey and Sir John Coell, in trust for the late Earl of St. Albans, all the bailiwick or manor of St. James's for several terms, the last whereof expired at Michaelmas, 1691. By indenture of 23 Sept., 1662, Charles II confirmed the said leases made by the Queen Mother and granted a further term of 29 years from 1691, Michaelmas, in the piece of ground, here petitioned for, called Suffolk Stable Yard, heretofore enclosed with a brick wall and containing about three acres, upon which several tenements are erected now called Suffolk Street. The interest as to this parcel was assigned to the late Earl of Suffolk and by him to divers other persons.
In 1679 the Surveyor General [Sir C. Harbord] made an estimate or survey of the whole manor of St. James's and certified that there were then standing on this ground about 60 houses, whereof the ground rents paid by the improvers were accounted 250. per an., and he then valued 50 of these houses upon the improvement at 20l. per an. each, or 1,000l. above the said ground rent, and the other 10 at 50l. per an., or 500l, above the same, making in all, with the said ground rents, 1,750l. per an.
I have viewed the premises and find them rather fallen than improved since 1679, so that the desired reversion cannot be valued at more than four years' purchase, or 7,000l.

The shop is against St. James's Wall, one storey 15 feet by 10 feet, not fit to be enlarged without damage to the house, "but not unuseful to the place if it continue a barber's shop as it is."
