Henry Guy to the Customs Commissioners to open at Warwick House in Holborn the goods of Don Emanuel Coloma and his family, who is coming hither from Holland with the character of Ambassador from the Court of Spain. Out Letters (General) XIII, p. 143.
Same to Mr. Knight [Customs Cashier]. Mr. Blathwayt [as Auditor of the Plantations] has presented to my Lords the enclosed account [missing see supra, pp. 1081-5] stated by him of the duty of 14d. per ton for ships coming from the Province of Maryland in one year ended 1690, Aug. 22, and of the 2s. per hogshead on tobacco exported thence in the said ships, being payable by the laws of Maryland ; whereby it appears that 1,730l. 19s. 0d. is due from the masters of 26 ships mentioned in the enclosed list of ships [supra, pp. 1084-5], which came from Maryland before 1690, Aug. 22, without entering or clearing with the Naval Officer there and for which no duty bills have been remitted.
You are to call upon the masters of the said 26 ships and to receive from them the said sum of 1,730l. 19s. 0d., which, with the value of two bills delivered to you or [your predecessor] Mr. [Thomas] Fox by Mr. John Coode and Mr. Kenelme Cheseldyne, Agents of Maryland, for 49l. 6s. 0d., drawn upon Richard Marsh and John Rose and to be in like manner received by you, is to remain in your hands until, upon returning [to my Lords] an account of your proceeding herein, you receive my Lords' directions for the disposal of the same.
I send you likewise enclosed a list [missing] of divers bills of exchange drawn upon several merchants for the impost of the moiety of the 2s. per hogshead and powder money arising in Maryland, supra, p. 1323. For these bills you are to call upon Mr. Pagen, merchant, and give him an acquittance for same and thereupon receive the value from the said merchants : and to return the like accounts thereof as above with all speed.

The Treasury Lords to the Commissioners of Accounts. We have received yours of the 24th ult., containing several queries relating to secret service moneys. In answer thereto we must desire you to be referred to our letter of the 21st ult., supra, pp. 1313-4, giving you an account of the method whereby the secret service money has usually been issued, whereof we have no otherwise cognizance than that the Chancellor of the Exchequer (who happened to be out of town when we wrote our [said] last letter) by the King's direction does use to examine the acquittances and see that the same do answer the sums contained in the schedules or lists which his Majesty signs from time to time for allowing the payments of this kind, but without our knowing for what uses those sums have been so issued, which we think it no part of our duty to inquire into ; and must therefore refer you (in case you desire any further satisfaction) to the proper persons therein concerned. Henry Guy to the Customs Commissioners, enclosing a memorial [missing] from the Commissioners of Transports concerning some beds, tobacco, brandy etc. put on board for the use of the soldiers [recruits] of the Duke of Bolton's Regiment [who are] going to the West Indies. I have read to my Lords your report of July 9 last on the Navy Commissioners' memorial concerning some beech being marked and privately sold in New Forest by the woodward there, some whereof were fit for the Navy. My Lords direct that no sale be made of any timber in the said forest for the future upon any warrant whatsoever but in the presence and with the assistance of a purveyor or other officer belonging to the Navy. Same to same of the petition of Edward Randolph, praying to be employed as surveyor in riding the coast of America, which is near 2,000 miles in extent. The said Commissioners are to examine "the petitioner's fitness for the employment desired and if they have no objections to present him to their Lordships." Ibid.
Treasury warrant to William Harbord, Surveyor General of Crown Lands, for a particular of premises as follows, with a view to a grant to Edward Lloyd, esq., of a moiety of the reserved rent of 20l. per an., together with [a grant of] the whole arrears thereon.
Prefixing : note of the report, dated Sept. 21 last, from Sir Geo. Treby, Attorney General, on Edward Lloyd's petition, referred ut supra, p. 1288. I find that Charles I, by great seal dated 1625, May 8, granted to Sir Edward Villiers, kt., and his heirs certain lands called Malescott, alias Maylescott, in the Forest of Dean, co. Gloucester, under a reserved rent of 20l. per an. to the King. By privy seal of 1676, July, Charles II released to Edward Villiers, esq., all arrears of the said rent grown due before 1676, March. Inasmuch as it appears to me that the said rent is not in charge with the Auditor or Receiver [General of Crown Lands] for co. Gloucester, it is manifest that same has been concealed from the Crown for some considerable time and I conceive their Majesties have a good title thereto and to all arrears thereof accrued since 1676, and may grant petitioner said arrears and a moiety of said rent for his charge and trouble in discovering the said concealment.

Same to Phillip Ryley, Surveyor General of Woods, Trent South, to fell 4½ loads of timber, not fit for the Navy, in Wakefield Walk in Whittlewood Forest and so many dotards as may raise 91l. 12s. 0d. for the purpose of building and repairs as follows : all by reason that William Ryder, Lieutenant of said Forest and Master Keeper of said Walk, has petitioned the Treasury setting forth the absolute necessity of building a watch house and stable on the Great Lawn for the preservation of their Majesties' deer and to prevent the frequent coursing used of late by the deer stealers on horseback and further praying the repair of the tiling and drains of his lodge ; on which petition said Ryley reported Sept. 14 last that the forest has of late been much infested with frequent coursing by deer stealers and that the building the watch house will cost 50l. 18s. 0d. and the said tiling and drains will cost 28l. and 12l. 14s. 0d., making a total of 91l. 12s. 0d., besides 4½ load of timber. Oct. 5.] [Treasury authorisation by way of subscription to] a warrant dated Sept. 23 last from the Earl of Dorset, Lord Chamberlain, to Sir Francis Lawley, Master and Treasurer of the Jewel House, to prepare and deliver for their Majesties' service six standing branches "of silver with four sockets in each branch, to be set upon stands in the Gallery at Kensington." Oct. 6. Royal warrant to the Attorney or Solicitor General for a grant, to contain an indenture of lease of the lotteries to John Angier et al. as follows : said indenture to be between the King and Queen of the one part, John Angier of the Middle Temple, esq., Mich. Cope, Thomas Ashenhurst, Richard Gough, Francis Ellekar and Carey Perin of London, gentlemen, of the other part ; and witnessing that in consideration of 2,100l. [to be] paid by them before the sealing hereof and in consideration of a further 2,100l. to be hereafterwards paid by them, the King and Queen grant to them the sole use and exercise of the Lottery called the Royal Oak Lottery and all other lotteries whatsoever in England, Wales and Berwick, with all powers etc. [as in the preceding grant to Mr. Williams, supra, pp. 1174-5], and as from 1691, Michaelmas, for one whole year to take the profits thereof to their own use, they paying at Lady day next the abovesaid further sum of 2,100l. without allowance of interest thereon : and with power to them to open, erect, use etc. the said Royal Oak Lottery and other lotteries as above in any place in England, Wales and Berwick except in places of worship : with power to depute Commissioners, officers etc. : with prohibition to anyone else to erect such lotteries : with clause for reassumption in case of failure of payment as herein : and further with covenant on their part to keep true and fair accounts and to suffer same to be viewed etc. from time to time : and with a covenant on the part of the Crown for such allowance of deductions as the Treasury Lords shall think fit, if the revenue of the premises be diminished by plague or intestine war or fire or by Act of Parliament. Same to same for a great seal for a grant to Charles Nicholas Eyre, esq., of the office of Constable of Harleigh [Harlech] Castle, co. Merioneth, with the Castle Yard and Castle Green there and the annual fee of 50l. to be paid him by the Receiver of [Crown Revenues in] North Wales, and the profits of the market in the town of Harleigh and of the fair held there on the feast of St. Andrew yearly for three days, with the tolls, pickage and stillage [stallage] of the said market and fair, and all fines and amerciaments of the Court of Pyepowders belonging to the same : all during pleasure and as amply as Sir Evan Lloyd, bart., Cornelius Manley or any others did formerly hold the same. Henry Guy to the Excise Commissioners. In December last, supra, p. 909, my Lords recommended to you Charles Frith to be collector of Excise, co. Chester. He is yet unprovided for and you have not offered any objections to him. Why have you not complied with my Lords' recommendation? Out Letters (General) XIII, p. 147.

I have read to my Lords your report of Sept. 14 last on the petition of Thomas Stevenson of London, merchant, concerning his bonds for wines imported in May, 1689, amounting to 649l. 6s. 9d., which are now standing out against him by reason that the King owes him a greater sum on account of the transport service. You are to forbear putting said bonds in suit against Stevenson or his sureties till my Lords give further direction therein. Ibid, p. 152.

I am to assure you at the same time that the money due to the Yards before the said year 1691 shall be taken care of effectually in the next payment, "it not being possible for their Lordships to provide for the payment thereof out of this money which is strictly appropriated by Act of Parliament for the service of this year." Oct. 9. Royal warrant, under the Queen's sign manual, to the Clerk of the Signet for a privy seal for a grant to John, Archbishop of Canterbury, of the part of the sede vacante arrears of the temporalities of the Archbishopric of Canterbury as follows : said privy seal being addressed to the Treasury Lords and to John Knight, "who is appointed to examine, state, audit or determine the accounts of the revenues of the Archbishopric of Canterbury and of divers bishoprics for such time or times as the temporalities thereof did lately remain in our hands," and to Ralph Snow, who was appointed Receiver of the said revenues of the said archbishopric for the said time. The said archbishopric became void by the deprivation of William Sancroft and for that cause the temporalities thereof were in the King's hands from 1689-90, Feb. 1, to 1691, July 11, at which time by a great seal the temporalities were restored to John, now Archbishop of that see. The Queen being disposed to give to said present Archbishop the said temporalities between the feast of St. Andrew the Apostle, 1690, being Nov. 30 last, and the said 11th of July last, does hereby grant him the same ; the items thereof being as follows : viz. : 358l. 16s. 10d. for Tenths appropriated for the year ended at Christmas last ; 235l. 19s. 6½d. for divers rents yearly, half yearly or quarterly, and grown due at the said Christmas last, and also 10 quarters of oats grown due at same time for the year then ended, valued at 6l. or thereabouts ; the said Christmas profits being in all 600l. 16s. 4½d. ; and 20 quarters of wheat, valued at 21s. per quarter, making 21l., which became due at Candlemas day last, and sundry rents or payments amounting to 17l. 13s. 5d., then also due : and 40 quarters of barley, valued at 10s. 6d. per quarter, which became due on Feb. 14 past, commonly called Valentine's day : and certain rents which became due at Lady day last, to wit 908l. 8s. 3¼d. of rents in money, four [40] quarters of wheat at 21s. per quarter, 42l. If any of the above said profits chance to be paid into the Exchequer, the same shall hereby be issued to the Archbishop without accompt : and if any lands, goods or chattels be extended for any of the said rents or profits the same are hereby to be delivered over and assigned to the said Archbishop. Finally, the account which Ralph Snow is to render of the sede vacante revenues of said Archbishop is hereby to end at the feast of St. Andrew, 1690.
