Treasury order to the Customs Commissioners to observe (a) infra.
Prefixing : Order of the Privy Council, dated Whitehall, Sept. 10 inst. The Committee of Trade and Plantations have this day represented to this [Council] Board that they find on discoursing with the merchants concerned in the West India trade that there is an absolute necessity of permitting more ships to go to the Plantations this year than will be ready by the 15th of this month, at which time the convoys are ordered to sail from the Buoy in the Nore. It is therefore this day ordered in Council that the time of sailing for the convoys bound to Barbados, the Leeward Islands and Jamaica be prolonged until the 13th [sic for 30th] Sept. inst., and that all ships may have leave to clear out for Barbados, Leeward Islands and Jamaica until that day and no longer, giving bonds as has been directed. After the said 30th of Sept. the Customs Commissioners are to prepare an exact list of all ships, with their tunnage and number of seamen, which are gone or are going out to the Plantations since July 1 last to the said 30 Sept., and to transmit same to this Board.

Treasury letters patent appointing John Knight, gent., to be Receiver General and Cashier of Customs loco Thomas Fox, deceased, until such time as a Receiver General and Cashier thereof shall be appointed by their Majesties under the great seal : with 1,000l. per an. salary : the various collectors etc. to pay their moneys to him, specially declaring the nature thereof and upon what particular branches same was received, and he to similarly give them acquittances, specifying the particular nature of the payments ; all to the end that the said Receiver may keep distinct accounts as required by his office. Henry Guy to the Earl of Ranelagh to pay 11,333l. 6s. 8d. to Sir Joseph Herne and Sir Stephen Evance to be by them transmitted to Genoa and Leghorn for the Emperor and Duke of Bavaria to complete 66,666l. 13s. 4d. for marching their troops to assist the Duke of Savoy : the said sum to be satisfied as follows, viz. 6,000l. by assignments of orders (with interest thereon) in your hands on the Wine Duties Continuing Act next after 404,171l. Same to the Paymaster of the Works to pay to Capt. Studholm the 220l. directed to you, supra, p. 1299, being to complete the estimate of the charge of repairing the roads from St. James's Park to Kensington through Hyde Park. Ibid.

In answer to yours of this day's date, my Lords assure you that unless you pay the entire sum of 5,000l. into the Exchequer by the 21st inst., which is the utmost day of grace, they will not only re-assume the grant of the Lotteries but also prosecute you for damages. Same to the Customs Commissioners, enclosing a memorial of Monsieur D'Allon (D'Allonne), her Majesty's Secretary, concerning some things brought from Holland for her. Send them by an officer to Whitehall, to be opened at the Queen's lodgings and examined in her Majesty's presence.
Appending : said memorial, dated this day, concerning said goods (80 chairs and a great box or chest) come from Holland in the Providence, Magnus Mason master, and in the Mary, Hubert de Bray master, now in London port.

Same to the [Principal] Officers of the Ordnance for an account with all speed of all arms, ammunition and stores that have been sent over into Ireland for their Majesties' service ; and what part thereof is properly chargeable to the Army's account there : and likewise to forward to my Lords a duplicate of the establishment of the Train of Artillery. Same to the Commissioners of Transports and Capt. Shales and Mr. Abbott. The Lords Justices of Ireland have signified to my Lords that in stating the accounts of the Army it will be necessary to know the charge that has been upon their Majesties in the transports of the Army and [to have a decision] whether the said Army [in Ireland] is to be charged therewith or with any part thereof. Please forthwith send my Lords a true state of this matter. Ibid.

Royal warrant, under the Queen's sign manual, to the Clerk of the Signet for a privy seal for enstalling the First Fruits of Dr. Richard Kidder, as Bishop of Bath and Wells, viz. by three yearly instalments of 119l. 18s. 9½d., 119l. 18s. 9½d. and 239l. 17s. 6½d. from 1692, Sept. 1. Same to the Attorney or Solicitor General for a great seal for a grant to Thomas Neale, esq., of mines in Virginia as follows in consideration of good and faithful services : viz. : all minerals, mines and ores of gold and silver, lead, copper, tin, quicksilver or other mineral, mines, metals or ores appertaining to the Crown, whether already opened and discovered or not opened and discovered, within the Colony or Plantation of Virginia : with liberty to him and his agents to open, dig and take same wherever found and to make mouths, drains, levels, adits etc. and erect works for working : all for 31 years "from thence [date of this grant] next ensuing" ; he paying to the Crown one tenth clear of the gold and silver found and with covenant on his part to bring all gold and silver so found to the Mint in the Tower ; and also similarly paying a clear tenth of all lead, copper, tin, quicksilver, minerals, mines and ores whatsoever by him found and taken [to be paid] to such person as the Crown shall appoint to receive the same within the said Colony : he to covenant to keep fair accounts in writing of what shall be produced by this grant and to suffer same to be inspected from time to time by such person as the Treasury Lords shall appoint : and further to covenant to open some mine or mines therein and produce some profit to the Crown within three years of this grant. Treasury warrant to the Excise Commissioners to allow in account 125l. to William Feast, late collector of Excise in cos. Cambridge and Huntingdon ; it appearing that one Ambrose Smyth [being engaged in returning by bills of exchange the said Feast's moneys] drew bills on Anne Roman, one for 720l. payable to Charles Duncombe [Cashier of Excise] and the other for 500l. payable to Charles Bladwin, by order of Felix Calvert, esq., but the said Smith and Roman [both] failing there was only 95l. received on those bills, but by extents [a further] 500l. has been recovered and paid into the Excise Office, thus leaving 125l. still due on the first bill [and 500l. on the second]. The 595l. thus recovered is hereby to be applied towards the discharge of the first bill and the 125l. to be allowed as above, as Feast was in no fault either in drawing or returning the money upon that bill. The said proceeds are therefore not to be applied to the second bill of 500l., which does not appear to have been regularly remitted as the King's money [? and the same is therefore still to remain as a charge against Feast]. Treasury warrant to the Excise Commissioners to allow in account to the collectors of Excise the sums allowed by them to the gaugers of Excise for the said gaugers' assessments to the last Poll, "as the former taxes were," they being unable to pay ; and the collectors of Excise having allowed them the same, presuming it would be allowed, and now without the present warrant they cannot pass their accounts for the year 1690. Prefixing : (a) Order of the Privy Council, dated Whitehall, Sept. 3 inst., granting permission to the ship Port St. Mary Merchant, Geo. Fairfax commander, 150 tons, 16 guns, 24 English seamen, to be cleared forthwith in order to proceed on her voyage with the Barbados convoy or with the first convoy that shall go down the Channel : on the petition of Simon Clement on behalf of his correspondent, Robert Wilmot, merchant, of Port St. Marys in Spain : said ship being laden with a considerable parcel of "Hook" [Hoch] and bound to Port St. Marys in Spain to make provision of wines against the arrival of the convoy.

Carr imported, they being daughters of the late Consul in Holland and having small sums of money left them, laid out same in the said silks, being ignorant of the laws of this kingdom, where they are seized by one Nash as forfeit for being imported from Holland, the goods being appraised at 52l. 7s. 6d., and the officer being in compassion willing to compound by licence of the Exchequer Court, in which case the King's share will be a third, or about 17l., and the officer's part a third, and the proprietors will save the other third towards their charges. Same to the Excise Commissioners to stay process against John Cully and Robert Peirson, junr., and to set at liberty Robert Peirson, senr., the said Peirson, senr., and Cully being sureties of Peirson, junr., as late a collector of Hearthmoney, who is indebted 102l. 15s. 10d. to the Crown, it appearing that Cully is a messenger to the Penny Post Office and Peirson, senr., an aged man and altogether unable to satisfy any of the said debt, and Peirson, junr., is now on board the fleet. Royal warrant dormant to the Lords Justices, Ireland, to pay 100l. per an. to Thomas Coote, who has been employed by the Revenue Commissioners. Ireland, as the counsel and has assisted them in their law business ever since the beginning of their Commission without receiving any consideration for his trouble, and they conceive it better husbandry to ascertain [fix] him the allowance of 100l. per an. formerly allowed to his predecessors than to fee him on every occasion of consulting with him : same is to be payable from Christmas last during pleasure out of the revenues of Dublin port. Henry Guy to the Revenue Commissioners, Ireland, enclosing the petition of Gilbert Hutchinson. My Lords desire you to confer on him such suitable employment as he is fit for. Ibid, p. 92.
Appending : (a) Hutchinson's petition, shewing that he was a public brewer in Dublin for above 10 years, but since the Revolution had all his goods, to the value of 1,500l., seized by the Papists ; that after 18 months' imprisonment he made his escape hither and was employed as a gauger here in the London brewery [side of the Excise Office] above 18 months and has faithfully executed same and is now obliged to return to Ireland because his family is there.

The city of London has resolved to lend 200,000l. upon orders to that value reserved in your hands for payment of seamen's wages ; and a considerable part of the said sum is already in the Chamber [of London], which will be forthwith paid to you for the said use. The Treasury Lords desire you to go this afternoon to the Chamber of London with 50,000l. worth of the said orders with the assignments [ready endorsed] thereon and the tallies relating thereto, and to receive money upon the same from the Chamberlain [of the city of London] or the lenders. You are to adjust with the Chamberlain the times and proportions in which you are to bring to him the rest of the orders, assignments and tallies to complete the said 200,000l. and to take such care in this business daily that their Majesties' service may not suffer by any omission or neglect.

Treasury order to the Customs Commissioners to observe (a) infra.
Prefixing : (a) Order of the Privy Council, dated Whitehall, Sept. 10 inst., for preventing the embezzlement of naval stores. Upon reading this day at the Board a memorial from the Admiralty Lords of their being informed by the Navy Commissioners that several embezzlements of naval stores have been lately discovered at Portsmouth by the Navy Commissioners on the place and that there is reason to believe the same is practised at other ports, notwithstanding the care that is taken to prevent it, it is hereby ordered that the Customs officers at the several ports, and especially at such ports as are nearest to the King's yards, be ordered to search all ships and vessels for naval commodities, and where they find any with the King's mark to seize the same and send them into the King's stores and to give an account thereof to the Navy Commissioners in order to the prosecution of the offenders ; and also that they suffer no naval stores to be exported from any of the outports where their Majesties' yards are, until some of the officers of the said yards shall have viewed them to see that they do not belong to their Majesties : and that for the encouragement of the Customs officers to be diligent herein they be allowed one third of the value of the embezzled stores discovered and seized by them.
Further, it is hereby ordered that the same care be taken for all stores of or belonging to the Ordnance.
