Sept. 10 inst. The Committee of Trade and Plantations
have this day represented to this [Council]
Board that they find on discoursing with the merchants
concerned in the West India trade that
there is an absolute necessity of permitting more
ships to go to the Plantations this year than will
be ready by the 15th of this month, at which time
the convoys are ordered to sail from the Buoy in
the Nore. It is therefore this day ordered in Council
that the time of sailing for the convoys bound to
Barbados, the Leeward Islands and Jamaica be
prolonged until the 13th [sic for 30th] Sept. inst.,
and that all ships may have leave to clear out for
Barbados, Leeward Islands and Jamaica until that
day and no longer, giving bonds as has been directed.
After the said 30th of Sept. the Customs Commissioners
are to prepare an exact list of all ships,
with their tunnage and number of seamen, which
are gone or are going out to the Plantations since
July 1 last to the said 30 Sept., and to transmit
same to this Board. |

resolved to lend 200,000l. upon orders to that
value reserved in your hands for payment of seamen's
wages ; and a considerable part of the said sum is
already in the Chamber [of London], which will
be forthwith paid to you for the said use. The
Treasury Lords desire you to go this afternoon to
the Chamber of London with 50,000l. worth of
the said orders with the assignments [ready endorsed]
thereon and the tallies relating thereto, and to
receive money upon the same from the Chamberlain
[of the city of London] or the lenders. You are
to adjust with the Chamberlain the times and
proportions in which you are to bring to him the
rest of the orders, assignments and tallies to complete
the said 200,000l. and to take such care in
this business daily that their Majesties' service
may not suffer by any omission or neglect.
It is my Lords' pleasure that upon this loan or
advance you are to receive guineas at 1l. 1s. 10d.

Treasury order to the Customs Commissioners to
observe (a) infra.
Prefixing : (a) Order of the Privy Council, dated
Whitehall, Sept. 10 inst., for preventing the embezzlement
of naval stores. Upon reading this
day at the Board a memorial from the Admiralty
Lords of their being informed by the Navy Commissioners
that several embezzlements of naval
stores have been lately discovered at Portsmouth
by the Navy Commissioners on the place and that
there is reason to believe the same is practised at
other ports, notwithstanding the care that is taken
to prevent it, it is hereby ordered that the Customs
officers at the several ports, and especially at such
ports as are nearest to the King's yards, be ordered
to search all ships and vessels for naval commodities,
and where they find any with the King's mark to
seize the same and send them into the King's stores
and to give an account thereof to the Navy Commissioners
in order to the prosecution of the offenders ;
and also that they suffer no naval stores to be
exported from any of the outports where their
Majesties' yards are, until some of the officers of
the said yards shall have viewed them to see that
they do not belong to their Majesties : and that
for the encouragement of the Customs officers to
be diligent herein they be allowed one third of the
value of the embezzled stores discovered and seized
by them.
Further, it is hereby ordered that the same
care be taken for all stores of or belonging to the
Ordnance. |
