Aug. 21. Royal warrant, under the Queen's sign manual, to the Clerk of the Signet for a privy seal for 50,000l. to Richard, Earl of Bellomont, for the use and service of the Queen : without account other than such as he shall render before the particular officers and ministers of the said Queen. (For a money warrant in part hereof, see infra, p. 1291, under date Sept. 4. This warrant quotes the privy seal as being dated Aug. 31.) King's Warrant Book XVI, p. 3.
Same to same for a same for the building of 27 ships of war in accordance with the appropriation clauses of the Act for the Additional Excise [2 Wm. and Mary, Sess. 2, c. 10]. The said Act provided that the moneys arising therefrom and from the previous Act for an Additional Excise [1 Wm. and Mary, c. 24], after payment of the 600,000l. to the Dutch [which sum is appropriated inter al. against the said previous Act by the Appropriation Act of 1 Wm. and Mary, c. 28], there shall be appropriated 570,000l. for building and furnishing 27 ships of war, whereof 17 to be third rate of 1,100 tons and 80 guns and 10 to be fourth rate of 900 tons with 60 guns, and to be completed within four years from 1691-2, Mar. 25 : and a separate register of said moneys so appropriated is to be kept in the Exchequer until 1695, Nov. 18, and a third part thereof to be issued yearly for such building. The present privy seal therefore directs the Treasury (after the 600,000l. to the Dutch shall have been paid) to issue such third part yearly to the Treasurer of the Navy and the Treasurer of the Ordnance for such building and furnishing etc. until the sum of 485,744l., part of said 570,000l., shall have been paid to the Navy Treasurer for building and rigging and 84,256l. to the Treasurer of the Ordnance for guns etc. All the officers of the Exchequer, Navy and Ordnance to observe carefully the directions in the said principal Act. Treasury reference to same of the petition of Sir Tho. Dereham, Comptroller of Lyme Regis port, praying payment of his salary of 15l. 4s. 4d. per an. and the arrears thereon. Reference Book VI, p. 337.
Treasury warrant to the Surveyor General of Crown Lands for a particular of the messuage or tenement called Walton's Messuage, with eight acres of orchard thereto, in Old Windsor, in order to an extension of lease thereof to John Mitchell at the old rent of 4l. and fine of 20l., with liberty to him to rebuild the house thereon and to have such of the old elms as may be thought fit to be spared. Prefixing : (a) report dated June 10 last from William Harbord, Surveyor General of Crown Lands, on said Mitchell's petition, as referred to him Jan. 2 last, supra, p. 965. He alleges that the premises have been occupied by his ancestors for 200 years past. I find no survey thereof or of the Honor of Windsor expressing more than the rent. From perusal of petitioner's deeds I find that the messuage was granted by Queen Mary to Dorothy Wright for 31 years from 1556, Lady day, and by Queen Elizabeth 1568, April 17, to Robert Raunston and Freeman Young for 21 years in reversion and again 1568, Dec. 30, to Humphrey Mitchell for 21 years, and again 1590, July 7, to said Mitchell for 21 years ; and Charles I granted a further term of 31 years in 1635 to Will. Gwyn and William Loving, and in 1670 Charles II granted a like term to Tho. Windham, esq., which last two terms and those first mentioned were assigned to petitioner's predecessors. The premises consist of a large old decayed house, useless at present, and eight acres of orchard, and have been let for 12 years past at 8l. 10s. 0d. per an. The materials of the old house are valued at 122l. and Mitchell obliges himself to spend 200l. more on rebuilding the house with brick.
The other lands, called in the petition the three tenements, were granted 1624, June 29, to Anne Duke, with reversion to John Mitchell and Humphrey Mitchell (whereof the last life is in being), and again in 1635 to William Gwynn and William Loving. Petitioner has an interest therein for the life in being and 31 years after, so I cannot advise any extension of term therein, the same being already leased for a longer term than I can advise.
(b) A second reference of July 17 last to said Surveyor General to rate a fine.
(c) Said Harbord's report thereon, dated July 28 last, advising fine as above.
Royal warrant, under the Queen's sign manual, to the Lords Justices, Ireland, to issue such warrants, directions and orders as shall be necessary for the payment of the sum of 1,500l. as follows to the Mayor, commonalty and citizens of Londonderry ; viz. : part of the lands of the forfeited estate of the Earl of Antrim were lately set by the Revenue Commissioners, Ireland, to William Conolly, gent., as agent for the said Mayor and commonalty, for 1,356l. for one year to All Saints next and the arrears for one year before for 1,079l., as appears by the report of June 28 last from the said Commissioners to the Treasury Lords : and the Queen, considering the eminent services of the city in the defence thereof in 1689 and being informed that during that siege the Great Church, the Town Hall, School House, main guard house, gates and other public buildings were ruined or very much shattered and do now want to be rebuilt or repaired, is pleased for that purpose to grant them 1,500l., part of the 1,356l. and 1,079l. rents payable for the said lands so set as above. The Treasury Lords to the Revenue Commissioners, Ireland. The forfeited estate of the Earl of Antrim in the barony of Glenarm, co. Antrim, was set to persons in trust for the Mayor etc. of Londonderry for one year ending at All Saints next. You are to cause the same to be granted in custodiam or set to the said Mayor and commonalty for one year more from All Saints next at the same rent as paid for the present year. Ibid, p. 88.

Henry Guy to the Navy Commissioners, enclosing an abstract [missing] of moneys amounting to 282l. 9s. 9d. disbursed by several Collectors of Customs in the outports for purveying and impresting seamen for their Majesties' service, together with the Customs Commissioners' report [missing] on said abstract and on the account of William Lynstead, collector of Lynn, of moneys amounting to 139l. 0s. 6d. similarly disbursed by him. In their said report the Customs Commissioners allege that they cannot give credit in the collectors' accounts for such disbursements. They therefore desire that tallies on the Customs may be struck for the Treasurer of the Navy for the said 282l. 9s. 9d. and also for the said 139l. 0s. 6d. Prefixing : (a) Order of the Privy Council, dated Whitehall, Aug. 27 inst., to cause bonds in the form hereby approved to be taken from the masters of English ships and, further, two sufficient sureties accordingly, viz. for their not dealing with the enemy (except from ships bound to their Majesties' Plantations, for whom another [form of] bond is already directed [see supra, p. 1283]) : all by reason that on the 13th inst. the Treasury Lords were desired [by the Privy Council] to frame such a bond for merchants and other trading persons to hinder their trading with the enemy, and the said Lords have so prepared the form as above in consultation with the Customs Commissioners. And the Treasury Lords are hereby further to direct the Customs Commissioners to do their utmost to hinder foreigners from carrying to the enemy any coals, lead, copperas, naval stores or any contraband goods and to that end to cause all foreigners to enter into bond "under the condition likewise hereunto annexed" with two sufficient sureties.
