April 21. Royal warrant for the establishment of the [General Officers as follows of the English] Forces in the Low Countries and parts beyond the seas as from May 1 next : viz. a Lieut. They are to draw bills for same on Charles Fox. My Lords will enable Fox to comply therewith to enable him to pay the equivalent into the Exchequer on their respective account. April 24. Royal brief to the officers and ministers of New Forest, warning them on their peril not to obstruct Treasury warrants to Phillip Ryley, Surveyor General of Woods, Trent South, for marking and felling trees in said forest both for the service of the Navy and for raising money for fortifications. King's Warrant Book XV, p. 323.
Royal warrant to the Clerk of the Signet for a privy seal to authorise Elias Ashmole to put in execution his office (of or as Comptroller of Excise to which he was appointed 1661, April 3) not only [as far as concerns the Excise] within the city of London and Bills of Mortality, but also to the Country [Excise] vouchers as by the royal warrant of 1674, Dec. 23, which so enlarged his said office : which power has since been renewed and continued to the present time and the King thinks it fit and necessary that same be so continued. Ashmole is therefore hereby to put his said office in execution upon the vouchers which are or shall be transmitted to the Excise Commissioners from all the counties of England and likewise upon their books of accounts relating to that [Country Excise] Duty. For the better carrying on of this service four extraordinary deputies or clerks are to be continued with an additional allowance of 100l. per an. to him and 400l. per an. to said deputies : and payments hitherto made on such additional allowances are hereby approved. Same to same for a same for allowances as follows to be made in the account of Sir John Guise, kt., late Colonel of a Regiment which was raised for the King's service at his first landing in the West of England. In his said account Guise voluntarily charges himself with several sums received on account of said Regiment between 1688, Nov. 12, and Jan. 6 following, viz. 232l. 12s. 0d. from Jacob Vander Esch ; 50l. from Sir Jo[h]n Trenchard ; 1,006l. from Richard Tooth, collector of Excise at Bristol and Gloucester ; 76l. 10s. 0d. from Richard Cox, Receiver General of Hearthmoney in co. Gloucester ; and 15l. out of the revenue of the Wine Licence Office. The total charge amounts to 1,380l. 2s. 0d., and against this he craves allowance of 1,388l. 6s. 8d. by him paid to the officers and soldiers of said Regiment for 56 days, 1688, Nov. 12, to Jan. 6 following. Thereupon the Earl of Ranelagh has certified that the pay of said Regiment (consisting of a Col., Lieut. Col., Major, five Captains, eight Lieutenants, 8 Ensigns, 16 Serjeants, 24 corporals, 16 drummers and 400 soldiers, chaplain, adjutant, quarter master, chirurgeon and mate) for said time amounts to said 1,388l. 6s. 8d. and that said Regiment was placed on the establishment of the Army from 1688-9, Jan. 1, from which time they have been paid by the Paymaster of the Forces : so that said Guise has paid to said Regiment six days' more pay than ought to have been paid, amounting to 148l. 15s. 0d. ; the same having been paid by him before he knew they were to be placed on the establishment, and it is impossible for him to deduct the same, having long since quitted the Regiment and several of the officers and soldiers being changed. The King being well satisfied of the truth of said allegations hereby allows the whole of said 1,388l. 6s. 8d., notwithstanding nonproduction of such formal warrants, receipts or other vouchers as are requisite by the strict rules of the Exchequer. Further, Guise is hereby to be allowed 45l. for his charges in passing the said account. Further, the respective receivers and others who paid sums as above to said Guise are hereby to be pro tanto discharged in their respective accounts. Ibid, pp. 325-7.
Royal warrant to the Treasury Lords to give warrant to Philip Ryley, Surveyor General of Woods, Trent South, Thomas Wilshaw, esq., and the master builder and assistant builder at Portsmouth to fell 300 of the best oaks in New Forest for the service of the Navy : the offal to be sold and an account hereof to be rendered before the auditor for co. Same to Mr. Fox and Mr. Coningsby [Paymasters of the Forces in Ireland] to stop out of the pay of the Forces in Ireland from Jan. 1 last a farthing a day for every non-commissioned officer and private and to apply said deductions towards the pay of the officers and servants attending the several hospitals which the King has ordered to be established in Ireland for the said Forces, according to such establishment as shall be made thereof, and for providing the furniture, utensils, medicines and diet for the sick and wounded soldiers and all other expenses relating thereto. A distinct account of the said deductions is hereby to be kept and if for any year it exceeds the charge the surplus is to be answered and made good to the said Forces proportionably. Ibid, p. 339.
Royal warrant to the Earl of Ranelagh, Paymaster General of the Forces [England], to make out debentures and to send same to the King [for signature] for the pay of the Regiment of Foot lately commanded by Sir Charles Littleton [viz. for the period] from 1688, Nov. 1, to the last of February following, computing same as complete according to the establishment, notwithstanding any defect or want of muster rolls for said time ; and further to include in the said debentures such further sums as you have paid to said Regiment on account of subsistence from 1688-9, Mar. 1, to the time of their being disbanded. The said bill is mislaid and cannot be found. My Lords desire you to draw a new one for the like sum on the Treasurer of the Ordnance payable as aforesaid. Ibid.
Same to Mr. Charles Fox, enclosing (a) infra relative to the settlement and maintenance of three new Hospitals in Ireland. You are to furnish such sums for the service thereof as the Lords Justices of Ireland and the General of the Forces there shall from time to time appoint.
Appending : (a) Order of the Committee for the Affairs of Ireland. dated Kensington, 18 April inst. The King having this day given directions that the Lords Justices of Ireland and Monsieur Ginckell, Commander in Chief of the Forces there, do cause three hospitals to be forthwith settled for the Army during the next campaign, it is hereby ordered that the Treasury furnish the Paymaster of the Forces in Ireland from time to time with such moneys as shall be necessary for the settlement, maintenance and carrying on of the service thereof.

Appending : (a) memorial [sic for memorandum] concerning the chirurgeons and their mates in relation to their pay. By order of the 20th inst. to Monsieur Ginckle the King has directed that especial care be taken that able chirurgeons and chirurgeons' mates be provided by the Colonels and be obliged to give their personal attendance in the Army : for whose encouragement it is ordered that their full pay be paid them from time to time as the rest of the Army shall receive their subsistence. This is not intended to excuse the chirurgeons and their mates from paying the poundage and other incident deductions.

Treasury reference to the Excise Commissioners of the petition of Samuell Cotgrave, shewing that he and Peter Cotgrave about seven years since became bound to Charles II for Benjamin Cotgrave, collector of Hearthmoney, and that they are now sued thereon for some Hearthmoney arrears not accounted for : therefore praying a discharge of their bond. Royal letter to the Lords Justices of Ireland to give order for payment of the fees of 200l. and 100l. per an. to Sir Robert Southwell, kt., as Principal Secretary of State in Ireland. (This letter replaces the identical letter of Mar. 16, supra, p. 1064.) Out Letters (Ireland) VI, p. 59.
Same to same and to Baron de Ginckel, Commander in Chief of the Forces in Ireland, to observe the following rules and directions in paying and applying the moneys transmitted into Ireland by Charles Fox : viz. : (1) that two months' pay be paid to such of the Commission officers of the several Regiments in Ireland upon the English, Dutch or Danish establishments as have not already received it in England ; (2) that an account be stated of what shall remain in arrear to such officers and that such as shall desire it may be assigned for payment by debenture on the Irish forfeited lands, which debentures are to be delivered to the proper hands of every such officer ; (3) that the subsistence be satisfied from the time of the last payment thereof made since Jan. 1 last and so [to be] continued according to the late Regulation ; (4) that the Artillery, hospitals and such of the French Reformed officers as are or shall be allowed by his Majesty or the Commander in Chief, and other necessary contingencies and expenses of the Army be provided for out of this or any other money as shall be agreed on by the said Lords Justices and Commander in Chief. My Lords have considered yours of Mar. 18 last concerning an allowance of 100l. per an. for cleansing the street and public pavings before Whitehall etc. and carrying away the soil thereof, being in reply to mine of Mar. 3 last, supra, p. 1043. They think it reasonable that said sum be paid to the housekeeper of Whitehall or his deputy for one year only from Lady day last according to the directions of the late Act of Parliament in that behalf, except the rubbish of building and paving which is to be removed by the parties that make it. It is to be paid quarterly by the Cofferer as an extraordinary of the Household. You are desired to see the work performed. Ibid.
