Give my Lords your opinion what is fit to be allowed to those officers for the time past and what officers you think fit to be continued [for getting in arrears of the late duties of Hearthmoney] and at what salaries. Prefixing : (a) Order of the King in Council, dated Kensington, Jan. 1 inst., to permit the Rebecca sloop, William Peartree master, with six men belonging to Jamaica and two foreigners, to proceed on her voyage home thither without giving bond to return ; the said sloop belonging wholly to Jamaica, where her owners do dwell ; she being arrived in London lately with her said crew and being "not proper for the European trade, but chiefly for fetching provisions and going from one island to another in America."

Treasury letters patent declaring that the various sums amounting to 100,000l. lent by Sir Henry Ashhurst, Sir J. Morden, Sir Sam. Dashwood, Sir Hum. Edwin, Sir Ste. Evance, William Strong and Jo. Foach, Excise Commissioners (to wit 25,000l. on the Temporary Excise, 25,000l. on the Hereditary Excise and 50,000l. on the 1,651,702l. 18s. 0d. Aid), have been lent for the supply of his Majesty's necessary and important occasions ; and for that reason it was agreed by the King that no direction should be given to the said Commissioners for the re-lending of the said 100,000l. towards the further repayment of the 600,000l. to the States General of Holland as might have been given under the terms of the covenant, ut supra, pp. 273-4, 594-5, whereby said Commissioners agreed to lend said sum for said repayment to the Dutch and upon being repaid same out of the Excise to re-lend it again and again for the same purpose for any period not exceeding two years from 1689, Michaelmas : which sum they did accordingly so lend before 1689, Christmas, and several other sums since, and were repaid same and have not re-lent same to the King for said purpose, but for other special services of the King. The covenant therefore above referred to is hereby to stand good as to continuing said Commissioners in their places until repayment of their advance, notwithstanding their nominal non-fulfilment of the abovesaid clause thereof. Jan. 3. William Jephson to the Treasurer of the Navy to pay 600l. forthwith (out of Navy money) to the Marine Regiments for their present subsistence ; as upon account of what is due to them for the time they served at sea. Disposition Book IX, p. 52.
Same to the [Principal] Officers of the Ordnance. In order to the making a state of the accounts of the Army in Ireland the Lords Justices there have desired a duplicate of the establishment of the Train of Artillery that landed there, together with an account of all moneys paid by you to the said Train ; and also an account of all ordnance, arms, ammunition and other habiliments of war sent to Ireland from England. Same to Mr. Harbord [as late Paymaster of the Forces, Ireland] to similarly despatch for the said Lords Justices an account of the provisions sent with the Forces to Londonderry for its relief before the Duke of Schonberg landed and how same was disposed of and how to be charged. William Jephson to Sir Rowland Gwynn [Treasurer of the Chamber] to advance 29l. to Mr. Chaplin, who is ordered to attend the King into Holland ; said sum being due to him on [messenger's] bills in the Office of the Chamber. Disposition Book IX, p. 52.
Same to the Navy Commissioners, enclosing a memorial of John Taylor, merchant, showing that his ship Prince Charles, Anthony Halrkes master, laden with masts and now at Portsmouth, is under seizure and praying for a noli prosequi therein, "as his Majesty in Council was pleased to direct about two months since." You are to certify the Treasury Lords hereon whether or not those masts were imported on contract with the Navy Board. Out Letters (General) XII, p. 434.
Same to Mr. Ryley to make a survey of all the woods Trent South, with the assistance of a purveyor or other officer of the Navy ; and to permit such purveyor to mark so many trees as may be fit for the service of the Navy ; and [thereupon] to certify the number of trees so marked and the charge of converting same and of the carriage thereof to the King's Yards : "and if for coming to the more certain knowledge of the quality of the timber in each place it shall be found necessary to bore some of the trees you are to permit the same to be done." Royal warrant to the Receivers and Paymasters General [respectively] of the Revenues and of the Forces in Ireland to take credit on "your" account for the sum of 782l. 12s. 7½d. as follows, representing several payments as follows made by order of the Lords Justices of Ireland for the King's immediate service. The present warrant is by reason that the King has not ascertained [fixed] any fund for payments to be made by letters of Concordatum to be passed at the Council Board for such uses.

Treasury warrant to the Receipt to take in loans upon the Act [2 Wm. and Mary, Sess. 2, c. 5] for continuing the duties on wines, vinegar and tobacco in accordance with the terms of the privy seal of the 8th inst., ut supra, p. 952 ; delivering out tallies of loan and drawing orders of repayment thereon in the usual manner with 8 per cent interest, payable quarterly : the said orders of repayment to be registered and paid in course : all as by the directions of said Act. The Treasury Lords to the Navy Commissioners. The officers of the Yard at Portsmouth have applied to be exempt from assessments to the several taxes granted to the King on their salaries or offices in the Yard. By Order in Council of July 18 last the King has left us to do therein as we see cause. We find that such officers have formerly had favour shown them in respect of such assessments. Prefixing : (a) Order of the King in Council, dated Kensington, Jan. 10 : made upon reading the petition of several merchants of Cork and Kinsale, said petition setting forth that although most ports in England have had some men allowed them [as crews of ships] to send to the West Indies, yet by the present embargo in Ireland there is no care taken for permitting any one vessel to sail from Ireland thither : and therefore praying that, in regard they have fitted out the ship Bourdeaux Merchant, Laurence Starman master, 145 tons, for Jamaica, she may be permitted to sail with 14 men thither from Kinsale. The King hereby orders that such leave be granted for said ship, on giving security to return directly from Jamaica to some port in England or Wales.
