Treasury reference to the Customs Commissioners of the memorial of Mr. Godfrey et al., shewing that the Europe, Capt. Robert Bennet, bound from London to Leghorn, and the William and Ann, bound from London to Genoa, have lain laden in the river bound on their voyages ever since Aug., 1688, waiting for a convoy, but by the neglect of the Custom House officers they are not inserted in the list of ships permitted to go with this [present] convoy ; therefore praying they may be permitted to proceed. Jan. 22. Royal warrant to the Clerk of the Signet for a privy seal to authorise the Treasury Lords to direct the Exchequer to take in loans on the Additional Aid of 12d. per £ at 7 per cent interest, levying tallies of loan and drawing orders of repayment, which are to be registered in course and to be payable out of such third of the proceeds of said Aid as is appropriated to such repayment of loans : all in accordance with the usual method of the Exchequer and with terms of the Act of Parliament [1 Wm. and Mary, Sess. 2, c. 5] granting said Additional Aid. King's Warrant Book XIV, pp. 315-6.
Same to same for a same dormant for payment to Col. Christopher Codrington, as Captain General and Governor in Chief of the Leeward Isles, of the salary of 700l. per an. : payable as from Oct. 26 last past out of the revenue of the Four and a Half per cent Duty within the said islands, in specie, calculating same "at the price current upon the place." Jan. 23. Royal warrant to Thomas Neale, Master and Worker of the Mint, for allowing and taking a remedy as follows in the coining of small silver moneys : all by reason that it is necessary for the service and good of the people that some quantities of small silver moneys be coined and such small coins cannot be sized or made with so much exactness in weight as the greater. It is therefore hereby ordained that for all groats and three pences coined a remedy in weight be taken and allowed of three pennyweight per lb. Troy over or under ; and for all twopences and pence of silver moneys a remedy similarly of four pennyweight per lb. Troy. King's Warrant Book XIV, p. 317.

Prefixing : (a) order of the King in Council, dated Whitehall, Jan. 28 [sic ? for 23], referring to the Treasury Lords the petition of the traders to Barbados, Jamaica and the Leeward Islands ; petitioners setting forth that said islands have always been supplied with great part of their provisions from England and Ireland and with all their clothing and utensils for making sugar from hence, and by the Act of Navigation cannot have anything from or send anything to any other part of Europe ; that since the stop of trade from Ireland they have not had any supplies from thence and few ships have gone from England in about a twelvemonth [past], whereby the said islands will be in great want of provisions, clothing and utensils for making sugar and of ships for bringing home their commodities, which will spoil in lying there ; that the Plantations were much impoverished by the heavy duties laid upon sugars in the late King's reign and by the loss of several ships taken this year by the French : and therefore praying that the ships designed [bound] for said islands which are already cleared out[wards] may be permitted to proceed on their voyages. Hereupon the King orders that the Customs Commissioners be directed to consider the list of ships that will be brought to them to-morrow by the Barbados, Jamaica and Leeward merchants, and to report whether any of them be fit to be stopped from their voyages.

(one half of which being deducted from said 250l. profits leaves said 106l. 13s. 4d.) : which salaries with the King's rent of 1,000l. reduce the clear profits of said grant to 300l. per an. on an average for many years past. Royal warrant to the Earl of Ranelagh [Paymaster of the Forces]. By the royal warrant of 1689, Mar. 6, we authorised you to pay by way of imprest to the Regiments and Companies which should embark for Holland what should appear due to them to 1689, Mar. 1, but if their muster rolls on the following April 1 should shew any defect in numbers, then deductions for the missing items should be made (from the April pay) as from 1688, Dec. 14. But now, by reason of the said Regiments going on board, they were not regularly mustered on the said April 1, so the said warrant could not have its effect. For the greater encouragement of the said Regiments it is hereby ordered that debentures be made out for their complete pay as from 1688, Nov. 1, to 1688-9, Feb. 28, according to the full numbers upon the establishments, notwithstanding any defect of numbers : that is to say for the Second Troop of Guards and Grenadiers ; the Royal Regiment of Horse ; Royal Regiment of Scots Foot Guards ; Royal Regiment of Fusiliers ; the Regiments of Foot commanded by Col. Charles Churchill, Col. Jno. Hales, Sir David Coliear, Col. Edward FitzPatrick, Col. Robert Hodges and Col. Francis D'O Farrell. And further, debentures are to be made out for their pay for two months, 1689, Mar. 1, to April 30, according to their complete numbers, notwithstanding any want of muster rolls ; deducting for such officers and men as shall be wanting in the muster roll of 1689, May 1. In making out the said debentures care is to be taken not to include the pay of any Roman Catholic officers belonging to the said Regiments for the months of Nov. and Dec., 1688, and also to except all whose pay was advanced by the late King before his abdication.
