Aug. 1. Royal warrant dated Windsor Castle to the Clerk of the Signet for a privy seal for 20,000l. to Charles, Duke of Somerset, Master of the Horse; as imprest for the extraordinaries of the Stables. (Money warrant dated Sept. 16 hereon. This warrant Aug. 11.) (Money order dated Sept. 17 hereon. Same to Spencer Compton to pay to Francis Grognet 18 pence a day for the support of his son Isaac Grognet who is now become a lunatic and an insupportable burden to his said father: it being certified that the said Francis Grognet, a French minister, was serviceable to the Troops of the Allies in their march into Piedmont in 1692 and that being banished out of Switzerland for the same at the instance of the French King's Ambassador there Wm. III. granted him an allowance of 5s. a day which ceased at the death of Wm. III. whereupon the Queen granted to his said son a brevet for Ensign in the late Col. Money warrant for 230l. 11s.d. to Alexander Chocke gent., whereof 80l. 11s.d. for the bill of expenses in the office of the Commissioners appointed to state the debts of his late Majesty King Wm. III, to wit from 1708 June 8 to Dec. 25; and 150l. for the salaries of said Chocke as chief clerk therein and of John Nixon and Charles Lowndes as under clerks therein.

Aug. 1. Letter of direction for 1,000l. to Mr. Compton: out of Civil List moneys: to be by him paid to John Miller, one of the Cashiers of the Bank of England, who is appointed by the Commissioners for collecting moneys for the poor Palatines [to act as their Treasurer]. Disposition Book XX, p. 28.
Warrant by Treasurer Godolphin to Robert Walpole, Secretary at War, to prepare a royal warrant for paying the Captains of the four Companies at New York 703l. 3s. 0d. for the twopences which have been deducted from their personal pay for the offreckonings of every defective man on the muster rolls of their respective Companies from 25 Dec. 1703 to 23 Dec. 1707: to be paid out of the money saved by the respits on the said four Companies: and likewise (out of the same savings) to pay 302l. 2s. 0d. to a chaplain, surgeon, storekeeper, armourer, gunner and four matrosses established at New York, to clear them on their respective allowances from 1703 Dec. 25 to 1707 Dec. 23: it appearing from the report as follows that the fund out of which they should have been paid (to wit the profit of exchange on money remitted to New York for the said Companies) fell short of answering their said allowances within the said time by the said 302l. 2s. 0d.
Prefixing: report by J. Howe [Paymaster General of Guards and Garrisons] and Thomas Broderick [as one of the Comptrollers of Army Accounts] on the representation of Sir Jeffrey Jeffries in behalf of Capt. Mathews and other three Captains of the said four Companies complaining of hardships relating to the said Companies. It appears by the agent's certificate that 78l. 2s. 3d. has been charged to each of the said Captains for arms sent to New York for the use of their Companies, which Sir Jeffrey Jeffries alleges the Captains affirm were not delivered to them, being kept by my Lord Cornbury as stores for the citadel. If proved by authentic certificates this item should be allowed. The sum of 312l. 9s. 0d. has been stopped on account of it.
On examining the accounts of the said Companies we find that 3,515l. has been deducted out of their pay as respits between 25 Dec. 1703 and 23 Dec. 1707. Of this sum there has been removed by several warrants for levy money and pay of recruits the sum of 1,676l. 10s. 0d. “which being no relief to the Captains in relation to the twopence a day per man deducted from their personal pay for the offreckonings of every man defective on the muster rolls, which their distance from England makes it impossible for the Officers to complete as their men die or desert” we think they should have the same allowance of the neat offreckonings of their respited men as was granted in the like case to Brigadier Handasyde's Regiment, out of the savings by respits. This amounts (without deduction) to 703l. 3s. 0d. for the said time for these Companies.
It further appears by the Agent's certificate that there is an establishment for a chaplain, surgeon, storekeeper, armourer, gunner and two matrosses amounting to 1l. 2s. 2d. a day, who are not provided for by the establishment of the Companies but are to be paid out of the [gain by the] exchange on the remittances to New York. The [said exchange] allowance of 10 per cent. from 1703 Dec. 25 to 1707 Dec. 23 falls short of paying this establishment by 302l. 2s. 0d. There is no other fund for paying these persons, who do duty at New York. They may be paid out of respits. Warrants not Relating to Money XX, pp. 421–2.

The Lord Treasurer has since repeated his directions to Mr. Morrice to use all means and opportunities to send up the money. Letters are now come from General Stanhope acknowledging the arrival of 60,000l. and by letters from Mr. Le Fever dated Lisbon 16–27 July last my Lord Treasurer is advised that 20,000 Moydas [moedas] were put on board the Dutch Admiral's ship] for Catalonia and the like sum was getting ready against Admiral Baker came in there; besides all which there will then remain in bills or money in Mr. Morrice's hands above 40,000l. of remittances long since made to him from hence for the Troops in Spain “which [balance] his Lordship hopes will arrive so timely as to put General Stanhope and yourself at ease as to the provision for those Forces.” (A similar letter of same date to General Stanhope.) Aug. 6. J. Taylour (in the absence of William Lowndes) to the Board of Ordnance. By your letter of the 5th inst. you inform the Lord Treasurer that the 50,000l. tallies on the Land Tax anno 1709 which were put into your Treasurer's hands Dec. 23 last can now be disposed of at par. In order to supply the pressing services of your office the Lord Treasurer agrees to your disposing 20,000l. thereof at 5 per cent. interest commencing from the dates the money shall be advanced. The same is to be placed to the account of Land Services [of the Ordnance] anno 1709. On your sending to the Lord Treasurer the tallies with the assignments thereon warrants will be given to the Exchequer for paying the interest accordingly. Ibid., p. 33. The Lord Treasurer takes notice of the great charge the Queen is at in a commission so very numerous as is appointed for the relief and subsistence of the poor Palatines and of the slow steps that are made towards settling or disposing of them or any numbers of them in such manner as may soonest lessen or put an end to the expense thereof. Appending: (a) petition of Capt. James Plunkett praying payment of an arrear of 156l. 13s. 4d. for his personal pay in the Marine Regiment late under the Marquess of Carmarthen in which he served from 1690 to 19 May 1699 at which time it was broke; that he was two years in the Straits where he was extremely troubled with the flux; was 18 months in the West Indies with Admiral Nevil and was there seized with the plague and in his absence the Lieutenant who had the management of petitioner's Company received levy money for recruits and made away with the same, ran him[self] much in debt and went off, so that at his [petitioner's] return he was obliged to raise the Company anew at his own charge and being oppressed with debts and sickness he was obliged to part with his Company to discharge his impatient creditors and has been for eight years under the hands of physicians: therefore prays payment of the above arrear.
