William Lowndes to the Navy Commissioners. It is represented to the Lord Treasurer by the Commissioners for Sick and Wounded that it will be of great service and encouragement to the undertakers for the Hospitals of [at] the great ports to be paid one year further, whereby they may be brought equal with the [undertakers in the] small ports. Please assign 10,000l. to Thomas Savery, the Treasurer for Sick and Wounded, out of Land Tax tallies and orders anno 1709 in the Navy Treasurer's hands as imprest for said services. The Lord Treasurer agrees that 5 per cent. interest shall commence thereon
“from the date of their being so assigned” [probably means from the date of their assignment by Savery to the undertakers]. “This payment his Lordship was induced to direct because [of the assurance given him that] the Commissioners for Sick and Wounded are to take care that the said tallies and orders be not disposed of [in a manner] so as to be discounted to the prejudice of the public credit.” Hereof 6,000l. is to be charged to the head of Wages and 4,000l. to the head of Victualling. Same to the Customs Commissioners. Notwithstanding his repeated orders about hastening the arrears of the Duties on Coals granted 1698 and 1703 [granted by the Act 9 Wm. III, c. 13, and continued by 1 Anne, St. 2, c. 4] the Lord Treasurer finds that loans remain unsatisfied thereon, at great interest. What is the cause of the delay of clearing the registers of the said loans “since his Lordship understood that the warrant which he signed to you 24th June 1708 [sic for 24 Nov. 1708, see supra, Calendar of Treasury Books, Vol. XXII, p. 446] was to have been effectual for that purpose.” |

My Lord Treasurer is very well assured that (notwithstanding Mr. Stanhope might not have notice of it when he wrote his letter) a considerable sum of money for the Army was actually arrived with the Fleet: and though his Lordship doth very much approve of the great care you always take to supply the Army in Spain in any emergency and will see that the bills you have drawn for that purpose shall be duly accepted and paid yet he is fully persuaded you need not draw any more bills than what you shall have done before receipt hereof.
