As a matter of importance I am to acquaint you that by several letters from the Earl of Galway my Lord has always understood that though the troops in Spain were mustered as full yet that no more was paid or intended to be paid to them than for their effectives only, and that the savings by non effectives were applied to fortifications & other the most pressing & extraordinary services. Nevertheless my Lord Treasurer now finds that divers bills have been drawn on Mr. Brydges for fortifications & also for the full pay of the troops.
