Feb. 11. Royal sign manual for 500l. to John Chetwind, Envoy Extraordinary to the Duke of Savoy: for his extraordinary charges & expenses in attending the said Duke during the last campaign. William Lowndes to Mr. St John, Secretary at War, enclosing a memorial [missing] of Moses de Medina Esq with an account of the money which he demands to be advanced on the contracts signed by him for and on behalf of Sir Solomon de Medina Kt for furnishing bread and bread waggons for the service of her Majesty's Forces in the Low Countries in the year 1708, amounting 24651l 3. 3. The Lord Treasurer desires you to peruse the said account and, if it be rightly stated, that you will forthwith prepare the necessary warrant to be signed by her Majesty to authorise James Brydges, Paymaster to the Forces Abroad, to pay the said sum of 24651l. 3. 3 to Sir Solomon de Medina for bread & bread waggons for her Majesty's Forces in the Low Countries anno 1708. [The royal warrant here ordered appears above, p. 131, under date Feb 10. If these dates are correct then the royal warrant itself must have been deliberately antedated.] Out Letters (General) XVIII, p. 393.
Feb. 11, 12 and 16. Treasury reference to the [Principal] Officers of the Works of the petition of David Lance, plaisterer, praying the place of Master Plaisterer vacant by the death of John Groves, petitioner having been for several years employed in that service in her Majesty's works at Windsor & Hampton Court.
The like reference of the petition of Chrysistome Wilkins praying for the said employment.
The like of the petition of Robert Wetherilt for same employment, he having been employed as a plaisterer in Greenwich Hospital & in many other eminent buildings.
The like of the petition of John Combes, plaisterer, for same employment, he having been plaisterer at Berkeley House & St James's whilst her Majesty was Princess but “was amongst others set aside upon her Majesty's accession to the throne by reason of the continuance of other workmen on that Establishment.” Reference Book VIII, pp. 310, 311.
Feb. 12. Money order for 500l. to Mitford Crowe, Capt. General & Govr in Chief of Barbados & several other Islands & Places in America, for 3 months to Feb 9 inst on his allowance of 2000l. per an for his support & in lieu of all presents from the Assemblies of the said Islands. Order Book VII, p. 109.
William Lowndes to the Customs Commissioners. On your report on the London merchants' petition ut supra p. 129 the Lord Treasurer is of opinion that some persons should be appointed to take care of passing certificates and debentures for the merchants. You are to propose such persons & their salaries. Out Letters (General) XVIII, p. 393.
Treasury reference to the Commissioners for Sick & Wounded of the petition of Sir Martin Westcomb praying payment of 285l. 7. 0 for disbursements in his late Majesty's service as Consul at Cadiz, for which the Commissioners for stating the Accounts of the Sick & Wounded in the late war made him out 3 several bills for 95l. 2. 4 each “but he not being in England at the time nor knowing any such bills were ever made out is now told by the said Commissioners that he hath elapsed his time of payment”: therefore praying consideration in view of his sufferings at Cadiz & present circumstances. Reference Book VIII, p. 292.
Same to the Excise Commissioners of the petition of John Richardson shewing that he had been for 38 years an accomptant in the Hearth-money, at the expiration of which [Duty] he was appointed Accomptant General [of said Duties] at 200l. per an to recover the arrears and complete the accounts thereof, which he perfected in 2¾ years and caused 20000l. of arrears to be brought into the Exchequer which his predecessor in 1690 reported to be no more than 13775l. 3. 5¾: and for this service petitioner was appointed Accomptant General of the Salt Duty at the commencement of that Duty; & that through his great industry he projected a method both for settling the accounts & detecting frauds, to the advance of that revenue by several thousand pounds per an; that he discovered the great fraud of Mr. Slyford to the Excise Commissioners and being rather rejected than encouraged, upon Mr. Slyford's offering him large bribes he discovered it to Mr. Harley, then Speaker [of the House of Commons] and the Commissioners understanding that he had acquainted him therewith have discharged him from his employment & he has been 6 years out & cannot obtain recompence or a hearing in his own defence: therefore prays that his allegations may be examined. Feb. 12 and 21. Samuel McClellan, Lord Provost of Edinburgh, to Treasurer Godolphin. I have, for this city, received from the Customs Commissioners a book relating to the Revenue under their management. I am persuaded that the methods therein directed will be of great use & satisfaction to all fair trading merchants who naturally desire an easy access to the knowledge of the laws by which they are governed. This present is the more grateful as being a proof of your Lordship's favourable regard to the North part of Great Britain and upon the convention of the Boroughs I shall endeavour to perform my duty in declaring our obligations to your extensive goodness. With pleasure I have embraced all opportunities for assisting the Managers of the Queen's revenue & to the utmost of my power shall study to promote concord & tranquility. (Treasurer Godolphin's letter of reply is dated Feb 21 acknowledging the appreciation. I do particularly thank you for the assistance you have given in all to the Managers of the Customs.) Warrant by Treasurer Godolphin to the Receipt to take in 640000l. in contributions for purchase of annuities not exceeding 40000l. per an as from 1708 March 25 at the rate of 16 years' purchase (being 160l. for every 10l. annuity): all in accordance with the Act now passed 6 Anne c. 39 for sale of Annuities: of which total the sum of 540000l. is to be for supply & 100000l. is to be reserved for discharging the quarterly payments to grow due on said annuities to 1710 Sept 30: the said contributions to be payable in 4 instalments on March 26 May 26 July 26 & Sept 25 next.
