Mr. Medina is called in. At his request my Lord is pleased to order the issue of 9651l. 3. 2 to Mr. Brydges out of loans to be made by said Medina on the Half Subsidies &c anno 1708, whereof 4720l. 18. 7 is to be in part of the order for 894272l. 3. 6 for the 40000 men and the remaining 4930l. 4. 7 is in part of the order for 177511l. 3. 6 for the 10000 additional men: the said total sum being to be paid over to Medina to complete the advance on his contract for bread & bread waggons in Flanders anno 1708: & is in lieu of the like sum which is to be detained by Mr. Brydges viz 7186l. 0. 10½ in tallies on Malt anno 1708 & 2465l. 2. 3½ in tallies on the Land Tax anno 1708 which tallies were lately issued to Mr. Brydges for this service; & which are now to be reserved for such other uses relating to the said 40000 men and 10000 men as my Lord shall direct. |

My Lord directs the issue of 1715l. 10 to Mr. Brydges on the order in his name for the extraordinary charges relating to the defence of Gibraltar; & is to clear the pay of the Officers belonging to that garrison from 24 Dec 1704 (according to an Establishment intended for them by the Earl of Galway) to 24 Dec 1706 (being the commencement of the Establishment of the said garrison); one moiety thereof to be placed to the account of extraordinaries anno 1705, the other moiety to the same of the year 1706: & is to be issued out of the Duty of 5s. on exports of white woollen cloth. |

Likewise 185l. 10. 8 to Mr. Howe [Paymaster of Guards & Garrisons]: out of Malt anno 1706: on the unsatisfied order in his name for Guards & Garrisons anno 1706: & is to satisfy respited pay of 46 men of the four Companies at New York from 25 Aug 1706 to 23 Dec following, which respite was removed by the royal warrant of 1706–7 March 24. |

General Erle is called in and Mr. Sloper & a memorial is read containing a demand of several sums amounting to 18779l. 13. 4. But in regard there is no money at present in the Exchequer applicable thereunto my Lord is pleased to direct that the Bank be desired to lend Mr. Brydges, on a deposit of Land Tax tallies, the sum of 10000l. at 5 per cent per an interest: the repayment to the Bank to be out of the money that shall arise at the Exchequer by the second payment to the first Annuity Act anno 1708: the said sum to be applied as follows as in part of the order for 586671l. 12. 6 for the established Forces in Spain & Portugal anno 1708 viz |

Upon reading a memorial from Sir Thomas Littleton, Treasurer of the Navy, representing the great occasion there is for 20000l. for the following uses, to wit, 5000l. for bills of exchange & 15000l. for carrying on the pay to the lost ships my Lord Treasurer agrees that if the Bank will lend this sum upon a deposit of Land Tax tallies [anno 1708] my Lord will take care to repay the same, if desired, at the end of 3 months from the time of advancing thereof: with 5 per cent interest. Sir Henry Furnese agrees that for the supply of the King of Spain & Forces in Catalonia he will furnish his bills or letters of credit for Genoa & Leghorn to the value of 40000l. at 60 pence sterling per crown, the value to be [re]paid [to him] out of the second payment by the East India Company; and the Paymaster [of the Forces Abroad or his deputy] is to be directed to take care that whatever these crowns make out in Catalonia [by way of exchange into Spanish currency] the advantage is to be charged [reckoned] for the Queen's benefit. |

[My Lord directs] 50000l. to be raised by the Treasurer of the Navy on the Land Tax tallies in his hands for this year's service, at 5 per cent interest [the tallies] to be assigned to the persons advancing the money [& the interest to accrue] from the day they actually pay same to his hands: and the said money is intended to be applied to the payment of wages to ships now under sailing orders & to the Marines.
