1. A representation from the Customs Commissioners dated 26 April 1707 that the Queen's learned Counsel might be consulted what directions were to be given concerning foreign goods imported into Scotland before the Union and brought from thence after the 1st May 1707. |

2. The Lord Treasurer's order of reference 29 April 1707 to the Attorney General and Solicitor General on a paper containing several queries made by the Customs Commissioners about merchandise from Scotland. |

3. The report dated 5 May from the Queen's counsel thereupon; and the Lord Treasurer's warrant dated 6 May to the Customs Commissioners pursuant to the said'report. |

4. A petition of several Scotch merchants to the Queen in Council setting forth that they had brought divers quantities of their effects in wines etc. from Scotland by permits, which [effects] were seized; and praying her Majesty to give directions for the unloading and delivery thereof. |

Appending: Supplication to the Queen from James Wallace and Robert Sinclair, supercargo and master of the ship Industry of Leith, with concourse of the merchants of Glasgow, owners thereof, shewing that by casualties of wind etc. they could not bring their brandies to Scotland before May 1; an advice boat was therefore sent with orders to discharge her from landing in Scotland but the same storm which drove the ship into the mouth of the Clyde prevented the advice boat from reaching the ship. Thereupon the ship and cargo were seized by Sir John Shaw of Greenock. On a trial in the Exchequer we superseded defence rather on the legal ground that we had our clearance from a lawful port and had not broken bulk nor touched ground in Scotland (being resolved with the first fair wind to carry the cargo to some foreign port) or upon ground of misfortune and ignorance but chose rather to throw ourselves on your Majesty's compassion. All the time of our ship's clearance and going off we were altogether ignorant of the laws of England which after the 1st of May because the laws of Scotland. We have not been in the least blamed for embezzlement and in time coming we for ever resolve to observe the laws according to the strictest rules of a regular and fair trade and the total loss of our ship would be ruinous to our poor families.
