April 1. Royal warrant to the Clerk of the Signet for a privy seal for 100,000l. to Francis, Visct. Rialton, Cofferer of the Household: as imprest for the ordinary and extraordinary expenses of the Household. (Money warrant dated April 10 hereon). (Money order dated April 7 hereon). Warrant by same to the Auditor et al. of the Receipt to observe the following rules, orders and instructions for the more regular and safe making and issuing of Exchequer Bills from time to time in accordance with the Act [6 Anne c. 21] lately passed for Continuing the Duties on Houses to secure a Yearly Fund for the circulating the said Exchequer Bills:
to wit that you the Auditor of the Receipt do cause indented bills from time to time to be made forth according to the form sent here with [missing] for such sums as the Lord Treasurer shall direct and that you sign the said Bills and cause them to be numbered and also sealed or marked with a portcullis: and that you cause books to be made of the cheques, indents or counterfoils from which the Exchequer Bills shall be cut, as well for trying the truth thereof as for keeping an account of the sums issued thereby, one part of which said books are to be kept in your Office and the other to be delivered by you to the Bank of England (which they are to redeliver when the said Bills shall be cancelled):
and you the said Auditor are forthwith to deliver over the Bills (which shall be directed to be made forth from time to time by warrants as aforesaid) to the 4 Tellers of the Receipt or some one of them, taking their receipts for the same:
and you are to keep an exact account in the nature of a comptrol whereby you are to charge the said Tellers respectively with the moneys which shall be contained in the Bills so by you delivered to them:
and you are to give in charge to the said Tellers that they do also cause to be kept a true account of all the Bills which they shall so receive from you and of their issuing, receiving back and delivering out the same according to the directions of the said Act. Ibid., p. 438.
Same by same to same to apply the receipts from and after 1706 Aug. 1 of 12d. per bushel on Salt granted by 7–8 Wm. III c. 31 towards the Deficiencies secured thereon by the Act of 1 Anne c. 7 (towards paying the principal and interest on Deficient Funds in the said Act mentioned): the said receipts having been reserved and kept in bank in the Exchequer since the said date by reason of some doubt whether the said Duty so incurring from the said date was applicable towards making good the said Deficiencies as by the said Act: and it being now well understood that the said Duties on salt should go and be applied towards making good the Deficient Funds mentioned in the said Act. Warrant by Treasurer Godolphin to Edward Wilcox, Surveyor General of Woods Trent South, to pay 94l. 15s. 8d. to Theophilus Westwood, underkeeper of Richmond Park, for work done in and about the said park; and to execute further repairs and alterations which are necessary there at the gates and posts etc. so torn by the late storms that there is no possibility of mending them: to an estimate of 190l.

Same by same to Sir John Talbot, the surviving Trustee for the Sale of Fee Farm Rents of the Crown, to contract and agree with Mary, Countess Dowager of Northampton for the use and behoof of Lionel Cranfield, Earl of Dorset and Middlesex, a minor, for so many of the said fee farm rents as shall suffice to reprise to him the like quit rents to the value of 339l. 5s.d. per an. contracted for by Charles, late Earl of Dorset and Middlesex but not enjoyable by him by reason of being either quit rents or copyhold rents herriotable and standing in charge as of a manor or in any other way.

Letter of direction for 1976l. 14s. 10d. to James Brydges, Paymaster General of the Forces Abroad, for the Elector Palatine; to complete the unpaid residue of 20,000 Crowns for her Majesty's moiety of the charge of a journey made by his Highness to Vienna in 1703 at the instance of her Majesty and the Allies for the good of the Common Cause: and is to answer the value of 8500 crowns or 81,500 guilders at 10 guilders 15 stivers to the £ sterling: and is to be issued out of arrears [of the year 1703] of branches of the service as follows viz. 49l. 6s.d. of prize money; 97l. 9s. 3d. of Plantation Duties; 30l. 2s. 5d. of the 25 per cent. on French goods; 9l. 15s. 0d. of the 5s. per ton on French ships; 395l. 4s. 5d. of brewers' forfeitures; 400l. of the rent of Hackney Coaches; 500l. of salvage money.

Royal warrant dated St. James's to Edward Nicholas, Paymaster of the Queen's Pensions and Bounties, to make no further payment on the 210l. per an. to Ann Frankland which was for the use and benefit of the Lady Frances Keightley and has been paid up to Xmas 1706: and instead thereof to pay the said sum as from the said date to Dr. Ralph Battle, Sub-Almoner, for the use of the said Lady Keightley. Warrant by Treasurer Godolphin to the Postmasters General to deduct no deficiencies on Mr. Edmund Dummer's contracts for the West Indies Pacquet Service out of the quarterly payments due to him thereon Jan. 25 last and the 25th inst., he having lost 2 packet boats last year and met with several other accidents and misfortunes which have disabled him for the present from complying with his contract. The full sum which was due to him at Jan. 25 last on his contract and what shall be due to him on the 25th inst. is to be paid him without any deduction for the deficiency [as by the clause of his contract] for making up to her Majesty the sum of 8000l. for the income of letters and freight of passengers to and from the West Indies: it being the opinion of the Postmasters General that if he be rigorously tied to his contract it would very much tend to ruin him. Royal warrant dated St. James's to the Duke of Ormonde, Lord Lieutenant of Ireland, for 12d. a day addition to the 18d. a day pension to Mrs. Mary O'Hara on the list of French pensioners in Ireland as from Xmas last, in consideration of her poverty and long sickness which hath run her much in debt. Same to same for 200l. to Lieut. Col. Samuell Boisrond as royal bounty and as in full satisfaction of the 173l. 18s. 1d. owing to him on account of pay in the last war and in consideration of his long and faithful service and zeal for the Government. Out Letters (Ireland) VIII, p. 441.
Same to same for a pension of 500l. per an. to Christopher, Lord Slane towards the support and maintenance of himself and family: as from Xmas last. Ibid., p. 442.
Same to same to pay not more than 6000l. towards the making and completing forthwith of the Barrack in Dublin for one Regiment of Foot as proposed by the Representation of March 25 last from said Lord Lieutenant concerning the barracks now building for 2 Regiments of Foot and 3 Troops of Horse wherein it appears that the said barracks were commenced at the desire of the Parliament of Ireland as by their Address at their meeting on 1704–5 March 22, assuring that the outlay should be made good at their next meeting: and the whole estimate therefor amounted to 21,527l. of which there has only been paid 3000l., voted out of the Poundage [of soldiers' pay] and 3516l. 16s. 0d. saved out of the yearly allowance of the barracks by good husbandry, so that 15,000l. remains to perfect the same and the Lord Lieutenant has proposed to continue with all expedition so much of the said work as may complete the barrack for one Regiment which may be got ready by June next and will amount to about 6000l., which will encourage the Parliament to make good what they promised in their said Address. April 7. Royal warrant dated St. James's to the Duke of Ormonde, Lord Lieutenant of Ireland, for payment to himself of 3500l. per an. for 10½ years from 1701 Sept. 29 as the rent for the lease by him to the Crown of the Prizage and Butlerage of wines in Ireland. Ibid., p. 445.
Same to same to insert on the Military Establishment of Ireland 80l. per an. for a Barrackmaster for the city of Dublin and 20l. per an. for an assistant to help to look after the coal, candle, bedding etc.: as from 1707 Lady day. Ibid., p. 446.

Royal warrant dated St. James's to the Lord Lieutenant of Ireland for Peter de Comberose's pension of 3s. a day to be paid to Margaret de Comberose (Combeerose) his wife, he having left it for the maintenance of herself and family on his going to Portugal with the Earl of Galway as Aide de Camp, with whom he continues to serve without any other preferment, and her husband being in Spain she cannot obtain regular certificates of his being alive, whereby she is deprived of the due payment of said pension. Treasury reference to the Comptrollers of the Accounts of the Army of the petition of Capt. Christopher Russell on behalf of her Majesty's Regiments of the first embarcation to Portugal, shewing that the Captains are only enabled by their non-effectives to recruit their respective Companies and make good the drafts from time to time, yet their non-effectives are respited and the Officers are further charged with the two pences on each man for the same: therefore praying the removal of said respits as is alleged to have been done for the Forces in Flanders, otherwise the Officers in Spain will not be able to provide necessaries to support them in the ensuing campaign.

Same to Auditor Harley of the petition of George Dodington and James Cressett shewing that in Feb. 1690–1 they together with one Richard Acton, now deceased, contracted to clothe 3 Regiments of Foot in Ireland, the money to be paid on production of certificate of delivery of the clothing: that the clothing was delivered and the money paid by 2 warrants under the hand of Queen Mary; that upon passing the accounts of Lord Coningsby and Charles Fox these warrants were produced to Auditor Done, yet he hath set the petitioners in super for the same: therefore praying that Auditor Harley in whose Office the said accounts, warrants and certificates are, may state the truth of this matter “that so the late Auditor Done's unjust proceeding may appear.” Reference Book VIII, p. 266.
