J. Taylor (in the absence of William Lowndes) to James Brydges, Paymaster of the Forces Abroad. Mr. Francis Stratford had a quantity of her Majesty's tin consigned to him at Hamburg and agreed to advance 12,500l. against it and was instructed to remit the same to your deputy [Mr. Sweet, Deputy Paymaster] at Amsterdam to be by him paid to the King of Prussia on account of 3 months' subsidy for the 8000 men for Savoy. As the said remittance has been made accordingly you are to immediately repay into the Exchequer the 12,000l. directed yesterday [Oct. 3] as money received by John Anstis on account of the tin as above: to the end the Queen may be reimbursed the value remitted to said Mr. Sweet and that the persons who have lent money on the tin may have their interest and principal duly repaid to them. Warrant by Treasurer Godolphin to the Surveyor General of Crown Lands for a particular of the chapel in the Savoy made use of by the Congregation of the High German Lutheran Protestants, including the cellar under the same and the little room at the south end thereof and chamber over, sometime belonging as a vestry to the said chapel; and to rate same in order to a lease thereof in trust for the said Congregation for 50 years at 5l. 7s. 0d. per an. rent with covenant that the yard on the south west side be preserved from being built on so as to obstruct the light of the said chapel and for removing the shed built by Mr. Addison about 14 years since adjoining to the north east side and now made use of for a brewhouse, in order to prevent disturbing the performance of divine service there, as the noise thereof very much disturbs the same on all working days.
Prefixing: said Surveyor's report on the petition of the minister etc. of said congregation ut supra Tr. Cal., Vol. XX, p. 293. The premises, belonging to the late Hospital of the Savoy, were forfeited to the Crown at the Revolution, having been possessed by Jesuits and other forfeiting persons. That which was so forfeited to the Crown was the remainders of several terms formerly granted by the Hospital to divers persons [to wit] of the scite of said Hospital viz. in certain rooms to William Philips gent at 5l. rent for 40 years which expired in 1700; the Sisters' Kitchen at 7s. rent to James Lapley for 40 years expiring about this time; other rooms or lodgings to John Kirke and Anne his wife for 40 years expiring in 1714 at 5l. per an. rent; rooms or lodgings to John Pilkilton at 10l. rent for 40 years expiring in 1723.
In 1695 Charles (after Sir Charles) Isaac petitioned for a grant of the premises and then immediately Thomas Addison petitioned for same as discoverer and [he Addison] having delivered over the chapel and minister's house to these [German] petitioners and promised to continue the same to them during such term and on such conditions as he [Addison] could obtain the whole from the Crown, Sir Charles Isaac by writing under his hand did declare he would not obstruct him in his said lease “and thereupon I rated a lease to said Addison at 590l. continuing the rents to the Hospital or at 440l., deducting 150l. for the chapel and for Lapley's tenement now the Minister's house”. Addison refused a lease at the said rate “and upon consideration that the premises were much injured by the violence of the people in the Revolution and that a considerable part thereof was used for a laboratory [for the Apothecaries to the Army] and other part by a sutler and the privilege taken away which very much lessened the value of the remainder and that he had paid [in] arrears of rent to the Hospital (part whereof became due when the premises were made use of for a prison) and in law charges the sum of 191l. 15s. 0d. I thought it not unreasonable to agree with him for 200l. which yet Mr. Addison thought too dear in regard he was to secure his title from the Crown by inquisition, to the charge of which no respect was then had, so that he did not agree thereto nor pass his lease. But by a copy produced to me signed by Mr. Wilmer, Deputy Registrar of the said Hospital, I find Mr. Addison did obtain from the Master and Chaplains of the said Hospital in consideration of a certain sum of money not therein expressed a lease of the Hall commonly called the Sisters' Hall (but converted to other uses) and seven chambers over with the room and casements of the same, a gallery and one chamber under the said seven Chambers and a garden with a little yard to lay wood in which were therein mentioned to have been in the possession of Mr. Phillips or his under tenants, which lease is dated 4 March 1699–1700 before the term (abovementioned to be forfeited by the Jesuits) expired and was yet made for a term of 40 years to commence from the day before the date.”
About the year 1702 the Lord Keeper upon a visitation declared the said Hospital to be dissolved for want of members and the same has since been in the Crown and Mr. Addison has kept possession of the houses &c. in the Strand aforesaid but by what further title than the sign manual in 1692 appears not. He now claims that his lease of 1699 (which only passes what Phillips had, to wit the rooms used for a laboratory and some rooms over it) from the Hospital extends to the Chapel and to divers other buildings, the best part of the whole premises; but it remains still very doubtful. His lease is not of due force, its extent being not known and it having been granted to commence when the premises were under forfeiture to the Crown. He has no pretence to obstruct these petitioners in what they desire and what he formerly gave them possession of. The chapel and minister's lodgings are an ancient tenement of 7s. per an. rent. Letter of direction for 25,000l. to James Brydges, Paymaster General of the Forces Abroad: out of Contributions for Annuities anno 1706: and is for extraordinary services of the war not provided for by Parliament: and is to answer to Sir Theodore Janssen his bills for 103,448l. Crowns 10 sols at the rate of 58 pence per Crown of 82 sols each, money of Piedmont, payable in Turin at 60 days date from Sept. 23 last for the service of the Duke of Savoy. Carmarthen &c. now out of lease; in order to a lease thereof to John Howse for 31 years on a fine of 50l.; taking care to except therein the tenement called Coed Maddock in Ethineock, Co. Carnarvon.
Appending: (1) Two reports by Auditor S. Godolphin dated 1703 July 30 and Aug. 10 on the petition of said Howse. The said reliefs and escheat lands were granted 1670 Sept. 26 to Richard Jones; the moiety of the town of Kilkennis is granted to Edward Davies 1661 July 23rd and 1686–7 Feb. 9.; the tenement in Nantwrog called Sychnant lying within the Commote of Ardudwey Co. Merioneth was granted to Humphrey Hughes 1682 July 26; the cottages and mill, parcel of the escheat lands within the Commote of Uchervey Co. Carnarvon were granted to Edmund Glynne 1663 June 20; likewise in the collection of Castellan a tenement called Coed Kenlas to John Butler and several tenement lands and mills in Pembroke, Brecon and Carmarthen to John Lewis 1666 July 5.
