A Message was brought from the House of Commons, by Charles Howard Esquire; who returned a Bill sent down from hence, for restoring the Earl of Arrundell to the Dukedom of Norff.; to which the House of Commons have consented.
Bill against planting Tobacco in Engl.

The Question being put, "Whether this Bill shall pass as a Law?"

Message to H. C. with Bills.
A Message was sent to the House of Commons, by Mr. Brampston and Mr. Hobart;
To deliver to them Four Bills, and to desire their Concurrence therein:
1. The Bill for naturalizing Watcher.
2. The Bill for naturalizing Bedells.
3. The Bill against planting of Tobacco in Engl.
4. The Bill for restoring Mr. Radcliffe to his Estate.
Bill for repairing the Highways, &c.
ORDERED, That the Committee concerning the Bill for mending the Highways do meet To-morrow Morning, at Nine of the Clock.
Sir G. Hamilton's Bill.
The Earl of Dorsett reported the Bill concerning Sir George Hamilton, as sit to pass, with some Amendments; which were read Twice, and Agreed to; and ORDERED That the said Bill, with the Amendments and Alterations now read, shall be ingrossed.
Sir T. Grymes' Bill.
Hodie 2a vice lecta est Billa, "An Act for restoring Sir Thomas Grymes to his Estate."
ORDERED, That the Consideration of this Bill is referred to these Lords following; (videlicet,)
Their Lordships, or any Five; to meet this Afternoon, at Three of the Clock, in the Prince's Lodgings.
E. of Suffolk versus Peper, for scandalous Words.
This Day Alexander Peper was brought to this Bar, as a Delinquent, for speaking scandalous Words against the Earl of Suffolke, a Member of this House.
And John Parker and George Fenn, upon their Oaths, did say, "That the said Pepper, in March last, at The Rose and Crowne in Walden, said, That the Earl of Suffolke was a Fool and a Knave; and he did hear that the Lords would choose him of their House of Parliament; but he did hope they had more Wit than to choose such a Fool."
And also Thomas Renham and John Bunniard deposed upon Oath, "That the said Alexander Peper did, on the 18 Day of May last past, say in their Hearing, at Walden, That the Earl of Suffolke was a base stinking Fellow."
And Peper being commanded to make Answer thereunto, he denied the Words witnessed by Parker and Fenn; but to the Words witnessed by Tho. Renham and Bunniard, "he said, he did not speak those Words, but he might say, the Earl of Suffolke shewed himself so."
Peper committed.
Hereupon this House ORDERED, That Friday next, this House will take into Consideration what Judgement to give herein, and Precedents are to (fn. 3) be searched against that Time; and the said Peper shall stand committed to the Custody of the Gentleman Usher in the mean Time, until further Order of this House.
Bill for Relief of the Poor, and Punishment of Vagrants.
Hodie 1a vice lecta est Billa, "An Act for the better Relief and Employment of the Poor, and the Punishment of Vagrants and other disorderly Persons, within the City of London and Westm. and the Liberties thereof, and the late Lines of Communication."

ORDERED, That Thomas Hawskworth, who arrested the Lady D'acres, having submitted himself to her Ladyship, be released.
Bill for College Leases.
ORDERED, That Justice Browne and Justice Windham have Notice to attend and assist the Committee for College Leases, To-morrow in the Afternoon.
