Feb. 17. Money warrant for 2500l. to Henry D' Nassau, Seigneur d' Auverquere, Master of the Horse to the King, as imprest for providing horses for the King for the year commencing 1699 Sept. 29. (Money order dated Feb. 19 hereon.) Money Book XVI, p. 17. Order Book V, p. 350.

William Lowndes to the Earl of Ranelagh to report on the enclosed petition [missing] of David Loches, Captain in Sir John Jacobs' Regiment, for removal of the respits on his pay for November and December 1694, being 75l. 4s. 8d., and for payment of a royal bounty of 50l. Feb. 17. Treasury reference to the Agents for Taxes of the petition of Geo. Hosier, Receiver General of the Quarterly Poll for Co. Salop in 1692, for refund of an overpayment in his account thereof. Reference Book VII, p. 451.
Treasury warrant to Thomas Newton, Woodward of the Forest of Whittlewood and Salcey, to fell stakewood in coppices as follows the same being of 21 years' growth and fit to be cut and felled this season: viz. Blackpits Coppice and Longhedge Coppice in Shoulbrooke Walk and Lady Coppice and Redmore Coppice in Wakefield Walk in Whittlewood Forest and Hanslopp Hollowes Coppice in John Stirk Walk in Salcey Forest. Treasury subscription for the execution of a warrant dated 21 June 1701 from the Earl of Jersey, Lord Chamberlain, to the Earl of Montagu, Master of the Great Wardrobe, to deliver to Sir Robert Sutton, Ambassador to the Emperor of the Turks, certain chapel furniture detailed: viz. a large Bible of imperial paper without sculpts richly bound in 2 volumes; 2 Common Prayer Books in folio and 6 in lesser folio; one altar cloth of tissue and velvet paned; 20 ells of fine diaper for cloths for the Altar and Communion Table; 10 ells of fine diaper for towels; 2 large surplices of fine Holland; one Cloth of State of crimson damask with His Majesty's arms embroidered thereupon; a great chair; two high stools; a foot stool; 2 cushions suitable all trimmed with gold and silver fringes and made up with cases of bayes; and a foot carpet of Turkey work. Feb. 18. Money warrant for 3000l. to William Smith, Paymaster of the Band of Gentlemen Pensioners, for half a year to Xmas 1700 for said Band. (Money order dated Feb. 20 hereon. Cornwall touching the neglect of the Surveyors of said Duties, wherein they propose Roger Bloys to be employed without salary but to have half the improvements he shall make in said Duties in a year. Treasury subscription for the execution of a Lord Chamberlain's warrant dated 1701 June 25 to the Master of the Great Wardrobe for the delivery of furniture, detailed, for the King's yacht the Katherine viz. for the Bedchamber, cabin, State room, the Gun room, and six officers' cabins being entirely on the lines of the furniture for the Fubbs yacht supra p. 140. Same to the King's Remembrancer to forbear process ad computandum against the late Commissioners for Transportation, they having promised that their accounts will be ready in 6 months.

Treasury warrant to the Lords Justices of Ireland to prosecute the recovery of the debt of 7155l. remaining on the foot of the account of Arthur, late Earl of Anglesey ended 1677 July 2 as Vice Treasurer of Ireland; according to the report of Charles Deering, Auditor General of Ireland. Feb. 23. Same to the King's Remembrancer to discharge the process of Distringas issued against Antho. Cracherode and Benj. Baylys who are set in super in the accounts of William Harbord late Paymaster of the Forces in Ireland, for moneys received in 1690 for the clothing of several Regiments: they having represented that they only contracted for the said clothing and received their money for the same. Feb. 24. Money warrant for 150l. to Henry Lowman and Mary his wife for half a year to 1700 Xmas on their fee or salary as Housekeeper and Wardrobekeeper at Kensington Palace see supra p. 149. Money Book XVI, p. 19.

Feb. 24. Letter of direction for 4006l. 6s. 4½d. to the Earl of Ranelagh out of loans on the late Votes [of Credit] of the House of Commons; 3206l. 6s. 4½d. thereof for 62 days' clearings to Feb. 24 inst. for the 4 Regiments of Horse intended for Holland viz. Major Gen. Lumley's, Col. Wood's, Brigadier Windham's and the Duke of Schonberg's and is in part of the Vote for Guards and Garrisons for 1702 and is for half pay of Officers: and the remaining 800l. thereof for subsistence of Lord Teviott's Dragoons to enable them to march. The above sum is in part of 700,000l. voted for 40,000 men for 1702. Disposition Book XVI, p. 30.

Treasury warrant to the Customs Commissioners to observe (a) infra.
Prefixing: note of an order in Council dated Feb. 19 for permit to the following vessels to proceed on their voyage to Barbados notwithstanding the embargo: viz.
the Prosperous Hannah, Richard Potts master, 200 tons 16 men;
the William and John, Henry Sutton master, 300 tons, 20 men;
the Henry, James Waldie master, 250 tons, 18 men;
the Tryon, Jo[h]n England master, 300 tons, 20 men, being laden with provisions &c. for the pressing necessities of the inhabitants [of Barbados].
The like for the Provinsall, Joshua Fugee master, 130 tons, 12 guns, 16 men, to proceed to Lisbon, being laden with woollen goods. Out Letters (Customs) XIV, p. 163.
Treasury reference to the Customs Commissioners of the petition of Marmaduke Bealing, one of the Gentlemen Ushers Quarter Waiters to the King, praying a grant of the office of Register of the Customs granted by Charles II to Daniel Ford and Jo[h]n Cook, the said Cook being dead and Ford willing to surrender. Reference Book VII, p. 452.
Same to same of the petition of Edward Done, late Surveyor of Chester port, shewing that 2 years since he was dismissed on a false information of Tyndall, the collector [of said port], touching a fraud by one Benyon, a merchant, to ship off turf instead of tobacco and so obtain the drawback; petitioner being cleared by affidavit of Benyon and there being complaints against Tyndall. Ibid.
Same to the Excise Commissioners of the petition of Michell Hall of North Shields, salter, for leave to compound a debt of 206l. 13s. 4d. owing to the King upon salt, he being in a low condition. Ibid.
Treasury warrant to the Victualling Commissioners to take in a number of small bills made out to George Row, one of the clerks of the Victualling, for short provisions, necessary money, freight &c. and to cancel same and to lodge same in the Victualling Office as vouchers for making gross or general bills in lieu thereof after comparison of same with the general bills made out in lieu thereof: this having been the practice ever since Phillip Papillon was Cashier [to the Victualling Commissioners]: all by reason that the Navy Commissioners think they cannot be justified in passing these bills in the [Navy] Treasurer's ledger until all the small bills have been compared and examined by the general bills made out in lieu thereof and cancelled by the Victualling Commissioners and lodged in their office as vouchers as aforesaid. Feb. 24. Treasury subscription for the execution of a Lord Chamberlain's warrant dated Feb. 23 inst. to the Master of the Great Wardrobe for the provision of furniture, detailed, for his Majesty's yacht William and Mary (being items similar to those for the Fubbs yacht supra p. 140). Ibid., p. 178.
Feb. 25. Money order for 30l. to John, Earl of Bath, for half a year to 1699 June 24 on the allowance to the 2 underkeepers of St. James's Park for their wages. Order Book V, p. 351.
Letter of direction for 120l. to William Roberts, Receiver of the rents &c. of Windsor Castle: being for the Mayor &c. of Windsor for 3 years rent of 30l. per an. to 1701 Sept. 29 for the mill and engine which raises water to the Castle. (Cancelled and replaced by a like letter of 1702 April 14.) Disposition Book XVI, pp. 31, 43.
William Lowndes to the Auditors of Imprests enclosing the petition [missing] of Mrs. Wynne, concerning the accounts of her late husband Dr. Wynne, Warden of the Mint. How is it that the said accounts have not yet been declared? Out Letters (General) XVI, p. 511.
Same to Sir Thomas Littleton, Treasurer of the Navy. The Treasury Lords desire that all tallies which shall from time to time be ordered for the Course of the Navy or Victualling be struck in 100l. tallies or under. Ibid. XVII, p. 1.

William Lowndes to Mr. Gilliver, Receiver of Crown land revenues for Co. Lincoln, for his answer to the complaint in the enclosed petition [missing] of Mr. Sion, rector of Barrowby concerning taxes stopped by you for a pension payable to him in right of his church notwithstanding he pays for the same [taxes] in his said parish as he has always done. Treasury warrant to the Customs Commissioners to pay 327l. 16s. 8d. to Richard Hosier, Inspector of Fines and Forfeitures, for an allowance of 4d. per £ for soliciting the sum of 19,670l. 9s. 9d. recovered on the compositions with the merchant importers of French wines from St. Sebastian in 1700. Same to the Receiver General of the Duties on Houses for Co. Gloucester to pay the salary of 80l. per an. to Walter Wyatt as Surveyor of said Duties. Ibid., p. 25.
Treasury reference to the Customs Commissioners of the petition of Mathias Partis for enlargement from his imprisonment in Carlisle Gaol for his 770l. debt to the King for tobacco Duty, his two ships and tobacco having been seized to a much greater value than the debt he owes. Same to same of the petition of Richard Marshall, collector of Whitehaven port, shewing that he has 2500l. in cash for which he cannot get returns nearer than Newcastle "which is 80 miles and there they will have 10s. per cent" and that the returns of his collection the cheapest way yet found will stand him in 120l. per an.; therefore praying some allowance for same as his salary is but 90l. for himself and a clerk. Feb. 27. Same to the Excise Commissioners of the petition of Edward Bently, late a collector of Excise in Cumberland for 17 years, concerning his loss of a letter case 15 months since containing Salt debentures to the value of 250l. for which he is suspended. Ibid.
Same to same of the petition of John Stevenson, collector of Excise; shewing that in August 1696 he returned 200l. by one Robert Watson of Whitby taking a note [bill of exchange] for same on one Ashby who was concerned in Victualling the Navy and to whom a very great debt was owing from the King, whereupon direction was given that the bill should be dormant; and that not knowing thereof petitioner returned a further 200l. by a bill of 100l. on said Ashby and of 100l. on one Smith and is now likely to be prosecuted for same.
