and setting apart 100l. of the fund of 230l. per an. as follows
for the supply of the yearly deficiencies which may happen in the
revenues of the University of Glasgow: to wit by applying the 130l.
thereof as follows, viz. 90l. for the support of a Professor of
Civil Law, and 40l. for the support of a Professor of Physic:
and the remaining 100l. per an. to be reserved against any deficiency that may hereafter happen in the funds or revenues of
the said University. It is the Queen's pleasure that a state
of the revenues and expenses of the said University be at the
end of every year transmitted to the Lord Treasurer so that
if no deficiency shall happen or if there shall be an overplus of
the said 100l. per an. more than shall suffice to make good the
deficiency the Queen may direct the application of “it” [the overplus] to such uses of the said University as she shall think most proper:
all by reason that it has been represented to the Queen in behalf
of said University that Wm. III. granted to it 300l. per an. out of the
rents of the late bishoprics there; whereof 230l. was to be for payment
of the debts of the University until fully satisfied and the remaining
70l. per an for maintaining four Bursars in Divinity at 10l. sterling
yearly each for the first three years and 40l. the fourth year at a
foreign University of the Protestant religion: and after payment
of the debts of the University the whole sum [of 230l.] was to be
applied for such uses in the University as should be appointed by Wm. III.: which said gift was confirmed by the Parliament of Scotland: and the debts of the said University being now discharged
it is prayed that the Queen would allow 100l. of said 230l. for the
supply of the yearly deficiency of the revenue to prevent their falling
under debts as formerly, and the remaining 130l. for the abovesaid
Professors of Civil Law and Medicines for which there are no funds:

the privateers, but in danger of being taken. We consider the reestablishing proper sloops or smacks at this time to be the more
necessary in regard we have frequent accounts of vessels laden with
French and other goods lying or hovering on the coast only with
an intention to run their cargoes and likewise the insults often made
upon the officers who oppose those evil practices, several instances
whereof have been laid before the Lord Treasurer. Having taken
first into consideration that part of the coast of South Britain which
lies nearest to France, we propose an establishment of four vessels
as follows, the sloops to be changed from time to time from one station
to another and the stations to be altered as the Commissioners shall
find necessary for the service. |
