Treasury reference to the Comptrollers of Army Accounts of the petition of Mary Easton shewing that her husband has been Paymaster of Col. Newton's late Regiment of Foot these four years and the Regiment owes him 600l., but the Col. and Mr. Merrill by a sham account bring a balance of 1,000l. against him, “and being informed that her said husband [sic? for the said Colonel] is to receive 600l. as a gift from her Majesty” therefore prays in his behalf that a stop may be put to the payment thereof till the Col. and his Agent have settled their account with him [her said husband]. Treasurer Oxford to the Sheriff of Cambridge. Thomas Richers, the Receiver General for your County, has received a considerable sum of public money and not answered same into the Exchequer. You are to give notice to the collectors concerned to pay to him no moneys of the 2s. Aid lately granted “and I will take care to appoint another Receiver General who shall speedily attend the receipt of the publique taxes within your county.”

Taylour (in the absence of the Treasury Secretaries) to the Commissioners for Inspecting the Public Affairs in Spain to report on the enclosed representation [missing] from the Victualling Commissioners about the bills of exchange payable to Sir William Hodges for value taken up by the Agent Victualler at Gibraltar; in which they represent Sir William's reasons how the advanced price in moedas (noticed in your letter of April 25 last) beyond what they might be worth at Lisbon is accounted to arise. Same by same to the Attorney General to non pros the informations against Abraham Franco of London, merchant, on his compounding by 150l. to the Queen and 150l. to the informer.
Prefixing: report by the Customs Commissioners. Petitioner was informed against by Thomas Roach for importing several great quantities of Italian silks in the Reall galley from Leghorn. Petitioner's statements are supported by his brother Gomezerra (Gomezarra). The information depends upon a single witness and the composition offered is the utmost that can be got from Franco. Ibid., pp. 58–60.
Treasury reference to the Surveyor General of Crown Lands of the petition of the Earl of Torrington shewing that on 13 Nov. 1661 Charles II. demised to Sir Charles Berkley and Sir Bernard Gascoin the tythe of the extra parochial lands of Bedford Level for a term now expired and during the term thereof the tenants paid about 4d. an acre as a modus or composition for the said extra parochial lands: that on the 14 May 1690 Wm. and Mary granted 10,000 acres of fen land in said Level to petitioner and his heirs for ever and all tythes, oblations, obventions and profits; of which 10,000 acres near 2,000 acres are deemed extra parochial land “which premises being at the term [sic for time] of said Earl's grant leased to several tenants at a small rent one Dr. Vernon procured a lease in his trustee's name of the extra-parochial tythes, who threatening the tenants with lawsuits for about five years past, their leases being near expiring, paid an unreasonable tythe. In the year 1712 the 29 March Dr. Vernon surrenders back the said letters patent to her Majesty, who granted the extra parochial tythes to Sir John Shaw, and he to be accountable to her Majesty for a moiety as should be recovered from these lands after deducting the charges and [of] lawsuits. By reason of such grant the said Sir John Shaw carries on a great many vexatious suits against the Earl of Torrington and others. What the Earl requesteth is that her Majesty would grant him her moiety of the said tythes.”

Taylour to the Revenue Commissioners, Ireland, to report on the enclosed petition [missing] of William Abraham Bodens, late Collector of Drogheda, setting forth the miserable circumstances of himself and family and his inability of lessening his debt: therefore praying the liberty of his person. Oct. 3. Same to the Commissioners for Disbanding the Marines “at Chichester in Sussex.” The Admiralty Lords have laid before my Lord Treasurer yours of Sept. 23 last relating to the Agent of Lieut. Gen. Holt's Regiment and his misapplication of the money which was ordered to subsist the Regiment for two months from April 25 last to June 24 last. My Lord Treasurer declares that the disbanding the said Regiment must not be retarded by reason of this misapplication. But nevertheless he desires you to examine the allegations and to report thereon. Out Letters (General) XXI, p. 37.
Same to Mr. Swift to lay before my Lord Treasurer next Thursday a state of the account of Col. Churchill's and Col. Goreing's Regiments whilst [they were] Marines. As it is necessary some immediate order should be given about passing the late Mr. Whitfield's accounts [as Paymaster of Marines] and applying the remaining moneys in his hands you are to give notice to Whitfield's executors to be here at the same time. Same to Mr. Moor. It is necessary that the Royal Regiment of Dragoons commanded by the Earl of Stair should be provided with forage for the ensuing winter. I enclose the estimate [missing] of the extraordinary charge thereof and the report from the Comptrollers of Army Accounts thereon. As my Lord Treasurer is not enabled to answer the sum which this service requires in advance (Parliament having made no provision for the same) my Lord desires you to take care that the advance money (computed at 9,780 guilders 15 stivers) be paid to the Earl of Stair on account of clearings to his Regiment until such time as the demand [for this extraordinary] be laid before the House of Commons and approved by them. Same to Mr. Burchett. The Treasury letter of May 26 last, supra p. 227, represented the case of Mr. Edmonds’ bills. He appears to have 8,000l. and upwards owing to him on bills drawn by the Commanders of her Majesty's ships from New England and New York. Notwithstanding said letter he still labours under the hardship of having his bills unpaid. I enclose his memorial [missing]. My Lord Treasurer desires to know, in case the Admiralty Lords are not pleased to give any directions about the said bills, who the Captains are that took up this money, what instructions thereto they had and which of them have passed their accounts and whether they are of substance sufficient to answer same. Oct. 3. J. Taylour (in the absence of the Treasury Secretaries) to Mr. Watkins. The Duke of Ormonde, in a letter received this day by my Lord Treasurer concerning dismissing the Troops of Holstein and the Walloon Dragoons, takes notice that provision is made for paying them only to 24 Aug. last, which said Duke alleges comes short of answering the Treaties and Conventions made for those Troops. I am to state in reply that the provision for their pay to Aug. 24 was made on July 30 last and that then also Mr. Brydges was directed to pay the Holsteiners two months’ further pay (reckoning 12 months to the year) for their return according to the 11th Article of the Convention in that behalf “and it is presumed that he has [paid] or is ready to pay accordingly.” Ibid., p. 39.

Oct. 3. Same to same of the petition of Henry Durley in behalf of Francis Collins of London, merchant, shewing that in May last Collins bought a small vessel at Gothenburg called the Diligence, Danish built, which had been taken and condemned as prize in the Court of Admiralty there, and loaded her with oak boards and trunnels, but on arrival in London she is seized under the Navigation Act: that petitioner conceives that “she is liable to seizure only upon account of the number of English men which every foreign ships are to have as part of their number, which were not to be had there”: therefore praying discharge of the ship on rewarding the seizer. Warrant by Treasurer Oxford to Francis Gwyn, her Majesty's Secretary at War, to prepare a royal warrant for paying 143l. to James Astry as Secretary to the Comptrollers of Army Accounts from the death of Gregory King 1712 Aug. 29 to Feb. 20 following the date of said Astry's commission of appointment as same, he having done the duty thereof in the interim.

Taylour (in the absence of the Treasury Secretaries) to the [Principal] Officers of the Works for an account of what remains due in the Office of the Works for wages, salaries and all other constant annual payments to 1713 June 24: and likewise of what is due for emptions, stores and work done to said time.

Christopher Tilson (in the absence of the Treasury Secretaries) to the Taxes Commissioners. In your report on Mr. Redshaw's petition you propose a reward of 60l. to him for his share in detecting the corrupt practices in charging and collecting the Duties on Houses in Cumberland and Westmorland. But as those practices appear to my Lord to be very flagrant and that it will be next to giving up the Duties in those two counties unless some course be taken against all those who have acted or assisted therein, he directs you to advise with the Queen's Counsel as to measures against the offenders. Oct. 5. Christopher Tilson (in the absence of the Treasury Secretaries) to Mr. Watkins. Baron Walef is pressing my Lord Treasurer under his present necessities which my Lord believes to be urgent. Please take the sense and opinion of the Duke of Ormonde what may be fitting for her Majesty to do towards his relief, and favour me with a line in answer to lay before my Lord to-morrow when he comes [to the Treasury]. Ibid.
Same to Mr. Blathwaite. I enclose a letter [missing] from Col. Spotswood, Governor of Virginia, acquainting my Lord Treasurer of a remittance of 880l. 7s. 5½d. coming from thence on account of quit rents. Please find out by whose hands the same is remitted and hasten the payment thereof into the Exchequer with all possible expedition. Ibid.
Treasurer Oxford to Sir James Bateman, Sub-Governor of the South Sea Company. Her Majesty has given directions for the assignment in form to be drawn up of the Assiento to the South Sea Company as also the benefit of the two licences under the respective Reservations: and for the further encouragement of that commerce her Majesty has allowed the use of her ships. She expects from me “whom the South Sea Company have done me the honour to choose their Governor” an account from time to time of the progress made towards carrying on that trade. I desire you to prepare forthwith an account (to be laid before her Majesty) of the cargoes you intend to send by the two ships of 600 tons each and also of the yearly ship of 500 tons. By this you will see her Majesty's zeal for carrying on the said trade and you may be assured of all my service. Ibid., p. 42.

The residue so arising by the sale is hereby to be paid into the Exchequer and you are to lay before the Lord Treasurer every fortnight an account of your proceedings herein.
