The proposals of Sir John Lambert [and] Mr. Milner, and one from
Mr. Chetwynd are opened, the first two for remitting 14,000l. to the
Garrison at Port Mahon and 10,000l. for the Garrison at Gibraltar;
the other containing an offer [or tender for the furnishing] of provisions for the said Garrison [of Gibraltar] at certain prices. |

Of the first two proposals Mr. Milner's dated London May 15
appearing manifestly to be most for the public advantage is agreed
to, viz. to supply in Port Mahon 14,000l. at an exchange of 54 pence
sterling per piece of Eight, and 10,000l. at Gibraltar at an exchange
of 52 pence sterling per piece of Eight: giving his bills payable at
sight for said sum [in return] for present money. |

[My Lord directs the Exchequer to] issue 5,793l. 3s. 6d. to the Navy
Treasurer: to be paid over to Sir Roger Mostyn, Paymaster of the
Marines; upon account for the subsistence of such of the Marines
as are on shore from the 24th Feb. 1712 to the 24th April 1713: [to
be issued] out of loans on Land Tax anno 1713. |

[My Lord directs the Exchequer to] issue 50,000l. to Mr. Brydges:
out of loans to be made by Matthew Decker, Esq., on Land Tax anno
1713: the same to be paid over to the said Decker for his bills of
exchange given March 27 last for the service of the Forces in the Low
Countries; upon payment whereof a deposit of 60,000l. in South
Sea Stock is [thereby to be] redeemed. |

Mr. Sloper [is] called [in] and presents a memorial [from Mr. Brydges,
Paymaster of the Forces Abroad], for the abovementioned 24,000l.
It is ordered to be issued to Mr. Brydges to be paid over to Mr. Milner
for his bills abovementioned [to wit for 14,000l. for Port Mahon and
10,000l. for Gibraltar]. |

[Write a] letter to the Customs Commissioners in Scotland to certify
the names of the several officers who acted in the Customs after the
Union by virtue of her Majesty's Proclamation, and what remains
due to them for the time they served respectively: and to certify
whether anything or how much is owing by them or any of them on

Mr. Brydges is called in with the clothiers of the Army; and his
memorial about the offreckonings for such Regiments whose muster
rolls are returned, amounting to 94,000l., was read. My Lord Treasurer
acquaints the clothiers that by the Act which continues the Commissioners for Stating the Accounts of the Army [10 Anne, c. 38, cl. 6]
the clothing and the accounts thereof is particularly directed to be
enquired into. Therefore Mr. Sloper is [by my Lord] ordered to
state the case upon the said Act and to attend the Attorney General
for his opinion before my Lord will make any issue of the public
money towards satisfying the clothiers' demands. |

Mr. Brydges' memorial is read about the bounty of 40s. a man
to be allowed to the Regiments in the Low Countries for recruits
delivered to them by the Commissioners of the Land Tax: and Mr.
Brydges thereby desiring that the demands made may be examined
and certified in such manner as shall be thought fit, my Lord is of
opinion that the several Regiments do (at their own expense) make
forth accounts of the particulars of their pretensions in such form
as Mr. Brydges shall direct, and that, if occasion be, the persons
that the Regiments shall appoint to state these accounts in the form
aforesaid may have recourse to the accounts returned by the Commissioners of Taxes to the Secretary at War and [similiter by] the
Receivers of the Taxes to the Auditors [of Imprests] here, of the
moneys paid by the said Receivers, out of Taxes, for recruits; and
upon this statement of accounts in case they be found true Mr. Brydges
is to lay memorials before my Lord for the sums that ought to be
allowed to the Regiments thereupon. |

[My Lord directs the Exchequer to] issue 2,520l. to Mr. Brydges
for the pay of the Governor and Staff Officers of Dunkirk to March 23
last; and 1,840l. 19s. 6d. upon account of clearings to the Forces
under his pay, being to be paid over to the widows of Officers who
lost their lives in her Majesty's service, to wit on their allowances

Mr. Brydges is called in. My Lord on reading his memorial agrees
that where the Regiments in the Low Countries do enter demands
in the [Paymaster General's] Office here for sums to be stop from
their subsistence abroad, in order to have it paid here [to their
dependents or attorneys], Mr. Brydges do make such stoppages
accordingly, taking care that before such stoppages be made he have
certificates or other testimonials from the Deputy Paymaster Abroad
that the sums so desired to be stopt here are left in his hands by the
said Regiments abroad; that so the remittances may be regulated
accordingly. |

Mr. Brydges' memorial is read for the pay of the General and Staff
Officers on the Establishment of [the British Forces in] Portugal
from 22 June 1712 to 22 Dec. following; and is ordered to be transmitted to the Commissioners for stating and determining the debts
to the Army [under 12 Anne, c. 3]. |
|
[My Lord directs the Exchequer to] issue 3,000l. to Mr. Brydges
for subsistence to the Regiments of Leigh, Wyn and Kane and for
bounty to the Officers and private men thereof who are now ordered
to be disbanded. |
|
Mr. Brydges lays before my Lord the opinion of the Attorney
General on the [Army] clothiers’ case about their offreckonings: and
the Attorney General giving it that my Lord may lawfully issue the
money for clothing, on all assignments adjusted and determined in the
manner specified in the case before the making the Act [10 Anne, c. 38]
appointing Commissioners to take accounts &c., and Mr. Brydges
acquainting my Lord that the sum of 96,174l. 3s. 11½d. (now demanded
by him in his memorial for offreckonings of such Regiments whose
[muster] rolls are returned to, or before, the 22 Dec. last) is due to them
on assignments adjusted and determined before the passing of the said
Act, my Lord Treasurer orders that the sum of 48,087l. 1s. 8¼d.
for one moiety of the said offreckonings be directed out of South Sea
Stock standing in the name of said Brydges [as for the public]; and
that the other moiety be paid out of some of the tallies [imprested] for the use of his office [of Paymaster] now deposited with
the Bank [as security for loan] as soon as they shall come to be
redeemed. |

The like [order is given by my Lord Treasurer] for Guards and
Garrisons. |

[My Lord directs the Exchequer to] issue 20,000l. to Charles
Eversfeild, Esq., Treasurer of the Ordnance: as in part of the sum

above proposal be issued to Mr. Brydges out of loans on Malt by
20,000l. a week; the first payment to begin to be made on Friday

Mr. Brydges in his memorial proposes that his Deputy in Flanders
may be directed to advance to the Regiments there the sum of 8,530l.
upon account of their pay until such time as the bounty money which
they are entitled to receive towards reimbursing the charge of recruits
be ascertained: to which my Lord Treasurer agrees. |

Mr. Brydges will write to Sir John Lambert and Mr. Milner to
give in proposals on Friday next for remittances to Port Mahon and

[Secretary at War] takes minutes thereof and is desired to attend
the Committee of Council therewith to-morrow morning at the
Cockpit. |

My Lord directs that tallies be struck on the Malt [Duties
anno 1713 under 12 Anne, c. 2] to complete the credit given thereupon
and that the proportions for the several Offices be adjusted again
