Money warrant for 1,300l. to John, Duke of Argyll, for three months or 13 weeks 1711 Dec. 5 to March 6 last on his ordinary as Ambassador Extraordinary and Plenipotentiary to the King of Spain. Money order for 75l. to Sarah Slingsby for 1712 Lady day quarter on her annuity as a Maid of Honour: out of which she is to pay to Henrietta Maria Scarburgh, now wife of Sir William [sic for Robert] Jenkinson, bart. (whom the said Slingsby succeeded as Maid) so much as the said allowance comes to from 1711 Xmas to the day of said Scarburgh's marriage. (Letter of direction dated June 20 hereon.) Letter of direction for 796l. 10s. 5½d. to Charles Dartiquenave, Paymaster of the Works: to be satisfied by loans to be made by himself on credit of her Majesty's tin: and is to satisfy the like sum due to Anthony Vernatty for setting up and repairing and maintaining lamps in Westminster Hall and other places by order of the House of Commons for the accommodation of both Houses of Parliament in the years 1708, 1709 and 1710, as by bills examined by the Principal Officers of the Works. William Lowndes to the Customs Commissioners to report on the enclosed proposals [missing], from the Commissioners of Customs in Scotland, for the better securing the Duties on tobacco and to prevent the damages to the revenue by undue drawbacks and allowances for damaged tobacco. Same to the Comptrollers of Army Accounts of the petition of [James Brydges, Paymaster General of the Forces Abroad], shewing that the Earl of Galway when Commander in Chief of her Majesty's Forces in Portugal did, pursuant to her Majesty's pleasure, add a ninth Troop to the Regiment of Dragoons now commanded by Col. De La Bouchetiere, which Troop was mustered upon the 1st Aug. 1708 and were subsisted and clothed for [from] that time; but there being no establishment for the said Troop from the 1st August 1708 to the 22nd Dec. 1709 Mr. Brydges cannot allow their pay in the state of the [accounts of the] Regiment now prepared in the [Paymaster General's] Office, so that the subsistence and clearings of the said ninth Troop falls upon the other eight, which sinks their whole clearings: therefore praying authority for the pay of said Troop for said time. Same to the Customs Commissioners of the petition of Mary Matthew of London, widow of Jonathan Matthew, shewing that she is prosecuted for 500l. on two bonds given by him, and that she has made several assignments to the amount of 2,500l., which is more than sufficient to cover the debt: therefore praying stay of prosecution. June 2. Warrant by Treasurer Oxford to the Queen's Remembrancer for stay of process against James Brydges, Paymaster General of the Forces Abroad, on his accounts.
Prefixing: report by the Auditors of Imprests on the state of said Brydges' accounts. His accounts were delivered in to Xmas 1709: the first of them to Xmas 1705 was declared; the next account ending Xmas 1706 stopped only for a privy seal for passing same. The Committee appointed by the House of Commons to examine the nature of the payments intended to be allowed by the said privy seal have upon an examination thereof come to a resolution that they have no objection thereto. Treasury reference to Baron Scrope of the petition of Charles Hay, late riding officer in North Britain, shewing that he has received no salary or subsistence from the Customs Commissioners at Edinburgh since 1710 Sept. 29, whereby he is reduced to great poverty; therefore praying payment of his 50l. per an. salary to Lady day last "and the continuance thereof till provided for," and also payment of his extraordinary expenses amounting to 75l. 8s. 7d. June 3. Letter of direction for 1,000l. to the Countess of Abingdon as in further part of her order for 6,250l.: out of Civil List moneys. Disposition Book XXI, p. 274.
Same for 725l. 11s. 11d. out of Civil List moneys to Charles Dartiquenave, Paymaster of the Works, whereof 685l. 11s. 11d. is to be paid to Capt. Michael Studholme, Surveyor of her Majesty's Roads, to complete (with 400l. already paid) 1,085l. 11s. 11d. for works in and about her Majesty's private road leading through Hyde Park to Kensington as viewed and attested by Nicholas Hawkesmore and John Vaughan; and 40l. for the said Hawkesmore and Vaughan for viewing and measuring same. This sum is to be paid by 100l. a week from the 5th inst. Ibid., p. 275.
William Lowndes to the Attorney General to report on the enclosed representation [missing] from the Commissioners for Sick and Wounded on the case of several officers of that Office who are to be paid their debts in South Sea Stock, to wit touching the allowing them interest for the same to set them on the [same] foot with those who have dealt with the Navy, Victualling and Transport Offices. J. Taylour (in the absence of the Treasury Secretaries) to Mr. How [Paymaster of Guards and Garrisons]. The merchants who have Col. Vetch's bills to the amount of 15,390l. 14s. 0d., drawn for the subsistence of the Garrison of Annapolis since the taking thereof, have prayed my Lord Treasurer that same may be set on the same foot of payment with other bills which have been drawn from those parts on account of the late Expedition to Canada. Please report hereon to my Lord what sums have been already paid on account of the said Garrison, its numbers, the Regulations it is under and how the money paid has been accounted for.
Please also report on the enclosed petition [missing] of the officers and men doing duty at the Tower complaining of great hardships for want of their pay. Out Letters (General) XX, p. 201.
June 3. J. Taylour (in the absence of the Treasury Secretaries) to the Revenue Commissioners, Ireland, to lay before the Lord Treasurer an account what produce has been made of the forfeited lands, judgments, mortgages &c. which on the 24 June 1703 remained undisposed of by the late Trustees for the sale thereof [as by the Act 11–12 Wm. III., c. 2, the said unsold or undisposed remainder] being by Act of Parliament of 1 Anne [stat. 2, c. 18] vested in her Majesty for the uses in the former Acts concerning the same, subject to such orders and appointments as thereafter should be given therein by the English Parliament: from which date 1703 June 24 the Revenue Commissioners, Ireland, are directed to levy and collect all rents and profits thereof and arrears thereof and to pay same into the Exchequer of Ireland. June 4. Money warrant for 37l. 10s. 0d. to Richard Topham for 1712 Lady day quarter as Supervisor for digesting records in the Tower: being for himself and three clerks. Letter of direction for 10,000l. to James Brydges, Paymaster of the Forces Abroad: out of Contributions on the 1,800,000l. Lottery: and is to be paid over to Sir John Lambert towards his bills of exchange drawn from Spain for the subsistence of her Majesty's Forces prisoners there; according to an agreement with the said Sir John in that behalf dated Jan. 10 last. Taylour (in the absence of the Treasury Secretaries) to the [Principal] Officers of the Works to report on the enclosed estimate [missing] delivered to my Lord Treasurer by Michael Studholme, Surveyor of her Majesty's Private Roads, of the charge of repairing the Queen's private road leading to Fulham, amounting to 1,103l. 4s. 6d. June 4. Same to Mr. Brydges [Paymaster of the Forces Abroad] to report on the enclosed report [missing] from the Comptrollers of Army Accounts to the Secretary at War on several demands made by the Earl of Barrymore regarding his Regiment and the accounts thereof in 1703, 1704 and 1705. Ibid., p. 201.
Same to Mr. Burchett [Secretary of the Admiralty] to lay before the Admiralty Lords the enclosed petition [missing] from Lieut. Col. Cobham and others of the Marine Regiments for payment of 821l. 2s. 2d. out of money remaining in the hands of Mr. Whitfeild, late Paymaster of Marines, to make good respits which are called Quarter Respits, which have fallen as a charge on their personal pay: all to the end that the Admiralty Lords "who have power to direct the application of money saved by respits, may consider the case of the petitioners and do therein as to them shall seem meet." Same to Sir Roger Mostyn [Paymaster of Marine Regiments]. My Lord Treasurer notices that the demands for the Marine Regiments are very imperfect and irregular in that they do not express for what particular Regiments or Companies the same are made nor for what time the last subsistence or clearings were paid to them respectively, "which [data] his Lordship always expects should be laid before him with such other particulars as are proper for his information." He therefore directs that you forthwith require the respective Agents of the said Regiments to make up and adjust with you the accounts of their respective Regiments so that it may plainly appear how far same have been subsisted and cleared, because till that is done my Lord cannot think it proper to issue any more money to them. In your memorials for money for the said Regiments you are also to distinguish how much thereof is for Officers that have not served with their Regiments abroad for any part of the time for which the demand is made. June 5. Warrant by same to Spencer Compton, Paymaster of the Queen's Pensions and Bounties, to pay 20l. to Col. Charles Douglas as royal bounty. Money Book XXI, p. 500.

William Lowndes to the Comptrollers of Army Accounts to report on the enclosed memorial [missing] from Mr. Brydges, Paymaster of the Forces Abroad, desiring my Lord Treasurer's approbation as to the quota which the Regiments in Portugal, Foot and Dragoons, shall pay out of their subsistence towards the charge of bread and forage, "the Earl of Portmore refusing fully to determine that matter without my Lord Treasurer's concurrence." Same to the Secretary at War enclosing the memorial [missing] from said Mr. Brydges representing that several Regiments in Spain and Portugal are overpaid by reason many Officers who are prisoners and others who are here [in England] are returned in the list of effectives as present at their posts; and therefore proposing that the Commander in Chief be required to take care that no Officer be named in the list of effectives who is absent from his duty except such as shall be sick in the Hospitals or quarters in the country where their respective Corps are. My Lord Treasurer desires you to prepare proper instructions to be signed by the Queen for regulating this disorder and preventing the like for the future. Ibid.
Treasury reference to the Customs Commissioners of the petition of Hugh Briggs, Comptroller of Liverpool port, shewing that the bill money (a perquisite for making out merchants' entries) was always at Chester, Lancaster and Liverpool divided equally between the Customer, Collector and Comptroller, but from Lady day last the Collector at Liverpool took it all to himself without producing any authority for so doing: therefore praying his share of said perquisite. June 5. Treasury reference to the Customs Commissioners of the petition of Vandervort Kyrle of Hereford for a place in the Customs or as surveyor of window lights in Co. Stafford, he being objected against by the Commissioners for Taxes as a married man and above age for their service.

William Lowndes to the Navy Commissioners to make forth a [Navy] bill on the Navy Treasurer for paying 15,000l. to Sir Roger Mostyn, bart., Paymaster of the Marine Regiments: as imprest and upon account towards subsistence and paying debts in quarters and answering two thirds pay to such of the Marines as are on shore: assigning said bill for payment out of the 100,000l. lent or to be lent by the Bank of England on security of a deposit of 110,000l. in tallies and orders on Malt anno 1711 according to their agreement in that behalf the 5th inst [ut supra, p. 42]. Letter of direction for 1,632l. to James Brydges, Paymaster of the Forces Abroad: out of loans now remaining in the Exchequer on the Land Tax anno 1712: and is on account of the moneys payable to her Majesty's Hospitals in Spain and is intended to be paid over to William Lilly for medicines furnished to the Troops there. Same to Mr. Ferne [Customs Cashier]. Mr. Lowndes has received from you an account of the Transport Debentures which you received from Arthur Shallet in discharge of his wine Duty bonds pursuant to a warrant of composition. Please send my Lord an account how the money due on the said bonds was appropriated or to what uses it would have been applied if answered according to the true meaning thereof "that so the proper and necessary directions may be given for your subscribing the same into the South Sea Stock." June 8. Treasury reference to the Comptrollers of Army Accounts of the petition of Major General Handasyd, late Governor of Jamaica, where he had also the command of a Regiment of Foot, shewing that it was his care that in the musters of that Regiment no more were allowed than were actually effectives, that Officers were sent over to England to raise recruits as they were wanted for the Regiment, and it being her Majesty's direction that no more should be allowed than what appeared at the embarcation at Plymouth there was often very great diversion [of men] before that [embarcation] happened, which has brought the Officers under difficulties; that the recruiting Officers out of a zeal for her Majesty's service and in consideration of the constant mortality in that island did sometimes exceed the just number found to be wanting when they came over to recruit (though not what happened to be wanting at their return) and [the Officers] do therefore greatly suffer in having the whole levy money and subsistence of such supernumeraries charged upon their personal pay: further the Officers also lie under hardship in the respits of 8 pences on the non-effectives when only 6d. is allowed: therefore praying to be relieved in the premises and that the deduction of the pay of one man per Company out of the said Regiment as a provision for Officers' widows for the time past may be made good out of the moneys of the said Regiment. June 9. Warrant by Treasurer Oxford to Spencer Compton, Paymaster of the Queen's Pensions and Bounties, to pay 20l. each to Anne Wilkinson and Elizabeth Wilkinson, daughters of the Rt. Honble. Lady Vere Wilkinson, deceased. Money Book XXI, p. 501.
Same by same to the Directors of the South Sea Company to permit Thomas Micklethwaite, Treasurer and Paymaster of the Transport Service, to assign and transfer the sum of 75,250l. 3s. 1d. (being the sum, ut supra, p. 298, assigned to him by Charles Cæsar, Navy Treasurer, in pursuance of the Lord Treasurer's warrant of May 31 last) to such and so many persons and in such proportions as shall from time to time be specified in lists from the said Micklethwaite: the said sum in stock being intended to pay bills registered in course upon contracts made for the Transport service before 29 Sept. 1711. Treasury reference to the Commissioners for Arrears of Taxes of the petition of William Palmer, Richard Benson, Abraham Murcott and Fisher Holyoake, securities for John Andrews, deceased, late Receiver General of Taxes for Co. Warwick, shewing that there was an arrear of 11,000l. due from Andrews at his death, which the petitioners reduced to 5,800l. by sale of his estate and by 1,000l. of their own moneys; that there remains unsold of said Andrews' estate lands of the value of 255l. per an., which will be more than sufficient to cover the residue of said debt; but petitioners were obstructed in the sale thereof by the heir at law refusing to join therein: therefore praying stay of process against petitioners.
