Dec. 21. T. Harley to the Postmasters General. My Lord Treasurer is acquainted that a deduction of 10d. is made out of one month's pay of every seaman employed in the pacquet boats towards a fund for smart money on account of such [pacquet boat] seamen wounded or killed in the said service. You are to inform my Lord when the said deductions first began, by what warrant they are made, how much thereof has been applied and to whom; in what manner the said money is accounted for and what balance now remains and in whose hands. You are also to give my Lord an account of what money has been paid or applied out of the Post Office revenue for the said smart money, pensions or bounty money in aid of the said fund. The like of a same dated Sept. 27 last to same for the delivery to Richard Marriot, Keeper of the Private Lodgings and Standing Wardrobe at Hampton Court, of details as follows to an estimate of 102l. 10s. 0d.: viz. 220 yards of matting; 51 yards of crimson ingrain silk lyor for sashes; 120 yards of green silk lyor and 14 tassels [loaden] with lead; a close stool with Russia leather for Mrs. Masham; a large table, bedstead, feather bed and bolsters, a thick checqured mattriss; three large blankets: twelve large walnut tree cane chairs packt up in mats; a standing bed and green stuff furniture for the La[dies of the] Bedchamber and Women [of the same] in waiting; two pieces of green paragon for curtain for servants' beds. Dec. 21. Subscription by Treasurer Oxford for the execution of a Lord Chamberlain's warrant dated Sept. 27 last to the Master of the Great Wardrobe for the delivery to Henry Lowman, Housekeeper and Wardrobe Keeper at Kensington, of a fine down bed, three fustian quilts and one Holland quilt: to an estimate of 30l. Thomas Harley to the Customs Commissioners, Scotland, to report on the enclosed extract [missing] of the Earl of Leven's letter advising that the appointing some particular places for ships to perform their quarantine in Scotland would contribute very much to the ease of the officers. William Lowndes to the Attorney General enclosing the draft [missing] of an Instrument to adjust stock for the use of the public in the South Sea Company; with the observations of the Directors of the Company concerning the same. You are to let my Lord Treasurer have your opinion thereon as soon as conveniently you can. The second privy seal mentioned in the Directors' observations (and in which it is [by them] conceived there may be a proviso not to subscribe the whole sum mentioned in the Instrument till the whole capital shall be adjusted) is not yet prepared. My Lord Treasurer also desires your opinion whether the charge of the Commissions and [of] taking the subscriptions thereupon may not be satisfied out of the Public Stock. Dec. 22. Treasury reference to the Customs Commissioners of the petition of Anne Mary de Zislerin, widow of Col. John Ulrie [shewing that being] a native of Switzerland, having been educated in the Romish religion and having an inward affection for the Protestant religion and for her Majesty's Government [she] came over and made her abjuration in London in Dec. 1710 and that she brought with her from Holland eight pieces of lace containing about 90 yards, a very inconsiderable quantity of spices, a pound of tea and two silk handkerchiefs no part whereof was designed for sale, the total value being 7l. 16s. 4d., but same are seized at Harwich by one Leachley, an officer of the Customs: therefore praying restoration, she being a poor widow and an utter stranger to the laws of this kingdom. T. Harley to the Auditor of the Receipt. The Lord Treasurer is informed that 150l. is or shortly will be paid into the Exchequer from the forfeited estate of the late Lord Griffin. You are to issue same to complete the 300l. order in the name of William Ryder whereof one moiety was satisfied in January last. Ibid.
Letter of direction for 1,342l. 5s. 8d. to Spencer Compton: out of Civil List moneys: by 13 weekly payments from this day: and the whole is to be applied by him to defray charges about the Lottery anno 1710, which [money] is to be made good again to her Majesty out of the overplus of the funds of the said Lottery. Treasurer Oxford to the Lord Lieutenant of Ireland. The Excise Commissioners have represented to me that Mr. Culliford, who receives on the Military List of Ireland a pension of 250l. per an., is indebted to her Majesty in 100l. and that they have no prospect of obtaining the same unless it be stopped out of the said pension. If you have no objection please give directions herein so as the said debt may be satisfied without further delay. Out Letters (General) XX, p. 76.
Dec. 24 William Lowndes to Mr. Whitfeild. My Lord Treasurer is informed that Col. Arnot, who was specially appointed to be the Paymaster of the Forces on the late Expedition to Canada, hath (out of the money put into his hands for that service) paid and applied sundry sums to and for the pay and subsistence of many of the Officers and soldiers of the Marine Regiments that were on the said Expedition. In order that the accounts of the said Regiments may be kept entire, my Lord directs you to pay to the said Arnot all such sums as appear by authentic vouchers to have been so paid by him for the service of the Marines and to take from him thereupon the said vouchers for your own discharge. Same to the Auditor of the Receipt. The Lord Treasurer directs that the Tellers and the rest of the officers of the Receipt do attend in their respective offices this afternoon and every day this week (Xmas day excepted) for despatch of the public business. Ibid.
T. Harley to Mr. Brydges. My Lord Treasurer has read the report from you and Mr. Granville on the memorial of the supernumerary Officers of Col. [Henry] Desney's [Disney's] Regiment. He thereupon directs you to pay 100l. 13s. 0d. to the said Officers pursuant to her Majesty's warrant in that behalf and to place the same to the account of moneys granted for Officers en second. Ibid.
Treasurer Oxford to John Huggins, High Bailiff of Westminster. "It having been represented by Sir William Fazakerley [Receiver General of Land Tax for the County of Middlesex and the Cities of London and Westminster &c.] that there is unpaid on the two first quarters of this present year's Land Tax in the city of Westminster the sum of 21,920l. 9s. 9d. as by the enclosed particulars [missing] I must earnestly recommend to you the same and that you will forthwith give such directions therein that the public may not longer suffer by the delay, [nor] the services for which the said Tax was given be further disappointed nor the said Receiver be hindered [from] paying in the money, the not performing whereof has lately been represented in Parliament as a very great mischief. I desire also an account of your proceedings herein and bid you most heartily farewell.

Dormant warrant from Treasurer Oxford to Henry Ferne, Cashier of Customs, to pay the fee or salary of 52l. per an. to James Tate as a Queen's waiter, London port, being the office granted to him by letters patent under the great seal of Great Britain bearing date 9 Oct. 1711. Treasury reference to the Barons of the Exchequer, Scotland, of the petition of four Messengers at the Receipt of the Exchequer shewing that they are directed to circulate her Majesty's Proclamations through England and Wales: that after the Union they did for some time circulate her Majesty's Proclamations and Orders in Council through Scotland and had paid to them out of the Hanaper 30l. for each Proclamation and Order of Council: that as the said allowance increased [swelled] the charge of the Hanaper they were directed upon issuing any Proclamations under the great seal to transmit a sufficient number of copies to her Majesty's Solicitor at Edinburgh to be by him disbursed in Scotland, for which service they have only been allowed 12l.: that in pursuance of said order they have transmitted sufficient numbers of copies of several Proclamations and Orders to "the Solicitors" at Edinburgh to be by them dispersed in Scotland, "but they would not be prevailed on to undertake that service nor be at the expense thereof, so that petitioners were forced to do the same" and the said service had been neglected had it not been for the petitioners, in which they were at great expense: therefore praying directions how the Proclamations shall be disposed of in Scotland for the time to come and to be paid for those dispersed by them "according to the allowance that was first made which at the rate of 18l. for each circulation amounts for the whole to 468l." Dec. 24. Report by William Blathwayt to Treasurer Oxford on the representation from the Commissioners of Trade on the petition of Berkeley Seymour, son of the late Col. Seymour, Governor of Maryland. I find by the nearest computation that one moiety of the Duty from the ships in Maryland at the time of the death of the late Col. Seymour, Governor of that Province, which would have accrued to him in case he had survived, did amount to 400l. or thereabouts. I have nothing to object to her Majesty's pleasure being signified to the President of the Council [in Maryland] that he account with the petitioner's attorney or agent for the moiety of the 9 pence per hogshead according to the Representation of the Commissioners of Trade; and that the President or Commander in Chief of the said Province do order the officers of the revenue to return particular accompts of the revenue of that Province from the time of Col. Seymour's death, and continue the same quarterly for the future, which they have lately neglected to do, "the due performance thereof being absolutely necessary for your Lordship's constant information and approbation of such accompts." Dec. 26. Letter of direction for 25,111l. 2s. 2½d. to James Brydges, Paymaster of the Forces Abroad: out of Contributions on the Act [9 Anne, c. 16] for raising 2,000,000l. for the service of the year 1711: and is intended to be paid over to Sir John Lambert and others for their bills for [on] Turin payable at 60 days for 106,6662/3 Crowns at the rate of 56½ pence sterling per Crown of 82 sols each, money of Piedmont: and is to answer the ordinary subsidy to the Duke of Savoy for two months ended Dec. 3 inst. William Lowndes to Mr. Granville [Secretary at War] to prepare a royal warrant to authorise the payment to the Officers of the Regiments (whether here or abroad) who were taken prisoners in Spain of so much as their subsistence to the 22nd Oct. last amounts to: but with a clause that the said money is to be charged to the said Regiments upon account only so that it may be afterwards placed to the proper heads according to the circumstances of each Regiment: all in accordance with the report from the Comptrollers of Army Accounts on the memorial of Mr. Brydges touching said subsistence. Dec. 26. Treasury reference to the Customs Commissioners of the petition of John Banfeild of Cork shewing that he gave into the hands of one Anderton at Bristol 100l. which Anderton carried on board the Hannah brigantine of Cork, but being informed that it was contrary to law immediately contracted with a goldsmith to furnish him with pistoles for the said money, but before he could perfect the said contract and carry the pistoles on board to have exchanged them for the said 100l. it was seized: therefore praying that he may not suffer for his ignorance but that the money may be restored to be exchanged for pistoles to be shipped for Cork. Dec. 27. Letter of direction for 803l. 3s. 7¾d. to Charles Dartiquenave, Paymaster of the Works: 700l. thereof for Henry Wise for 1711 Xmas quarter on his allowance for keeping the Royal Gardens and plantations and 103l. 3s. 7¾d. for same for the underkeepers &c. of St. James's Park. Dec. 28. Warrant by Treasurer Oxford to James Brydges, Paymaster of the Forces Abroad, to assign and transfer to the clothiers of her Majesty's Subject Troops in Flanders 83,934l. 16s. 3d. of South Sea Stock according to lists or certificates signed by yourself and attested by the Comptrollers of the Accounts of the Army: the same to be paid in three instalments of 27,978l. 5s. 5d. each, the one forthwith and the remaining thirds on Feb. 28 next and June 28 next: the said sum being the amount due to the said clothiers for the offreckonings of the said Troops from 22 Aug. 1710 to Dec. 22 1711.

Dec. 28. William Lowndes to Mr. Granville [Secretary at War]. Some weeks ago my Lord Treasurer acquainted you that money was ordered upon account of raising recruits for the Regiments abroad, and desired that notice might be given to the Officers to repair to the Pay Office to receive it for that purpose. My Lord desires you to attend him to-day by 12 o'clock at farthest with an account in writing of the directions that have been given to the said Officers for making their said recruits and as near as you can how far they have proceeded therein, with your opinion what further orders may be necessary or conducive to the better carrying on that service. Same to Mr. Brydges [Paymaster of the Forces Abroad]. A good while since my Lord Treasurer directed a sum of 20,000l. to be applied for the furnishing a magazine of forage for the Forces in Flanders. He directs you to attend him here to-day by 12 o'clock at farthest with a report in writing of the accounts you have received from your Deputies of the payment or application of the said moneys to that use. On the 11th July 1696 the late Master and Chaplains of the Dissolved Hospital of the Savoy demised a moiety of the messuage to Mary Ibbotson. By another lease which has been laid before me dated 1695 June 28 the said Master and Chaplains granted to Henry Staynton (guardian and trustee for Ann Hill and Mary Hill) the other moiety, which moiety now rests in the said Wickham. Neither of the said leases specify the consideration money nor the extent of the land "which method appears to have been the parctice of the said Master and Chaplains and seems intended to conceal from others as much as in them lay the true value of the Hospital estates; which in some measure happens in this case and will in all others of the same kind until the records, books, rent rolls, surveys and other evidences relating thereto be recovered into the hands of the proper officers for her Majesty's service. Wherefore I humbly hope your Lordship will be pleased to give your commands that the same may be forthwith delivered to me by them in whose custody they now are. I have received a certificate under the hands of the minister and churchwardens of the parish of Wighill wherein the premises lie, that the whole of the said two moieties is by estimation 24 acres" and it is frequently flooded and the grass and hay spoiled or carried away by water and the rent value is not above 10s. an acre, which is paid for the like land next adjoining, and the Land Tax charged thereupon amounts to 48s. By a report of the late Agents for Taxes dated 1709 Aug. 27 to the late Lord Treasurer [Godolphin] grounded on an [private] Act of Parliament of 7 Anne, c. 19, it appeared that petitioner's father sustained a great loss by the returns of money and there had been raised out of his estate 4,768l. 17s. 0d. which was paid into the Exchequer and the estate was charged with a debt of 1,200l. besides what was due to the Crown and that petitioner's mother and several children were to be maintained out of what remained: and by petitioner's care he had reduced his father's debt to 3,492l. 12s. 7d. in prosecution of which he had expended 1,200l., wherefore the said Agents recommended a composition of 600l. for the said balance. As petitioner has been at further expense in passing another Act of Parliament [private Act 9 Anne, c. 2] to rectify the mistake in the former Act we have no objection to the said composition.
