William Lowndes to James Brydges. By the last mail from Lisbon the Treasury Lords are advised that the 100,000l. is paid which Sir Henry Furnese did propose on Nov. 20 last to furnish at Lisbon. My Lords direct you forthwith to assign to said Furnese so much more of the Malt tallies and Land Tax tallies remaining in your hands for his satisfaction as will complete the said 100,000l. In assigning same you are to take care that the interest accrued thereon to the 13th inst. be reckoned to said Furnese as so much principal. As soon as possible you are to lay before my Lords an exact account of all the orders so assigned to him and of the interest thereon to the end that the Auditors may charge you [with so much interest]. My Lords have read your letter of the 14th inst. with copy of one from the Admiralty Lords to you to solicit for money for the superannuated officers of her Majesty's Navy, who are about 3½ years in arrear. Please send my Lords a list or certificate of the names of the persons to whom such arrears are due, what their pensions are and what is due thereon to each. Out Letters (General) XIX, p. 339.
Same to Josiah Burchett, Secretary of the Admiralty, to move the Admiralty Lords for the discharge of Anthony Morris who is pressed on board her Majesty's ship Phœnix; he having come over from Ireland in order to detect several abuses and injurious practices committed by the merchants and masters of ships there, prejudicial to the revenue. Take care that the accounts of the sums imprested for the charges of the Lords of Justiciary since the Union be duly made up and passed: no account thereof having yet been rendered: "and if any sums are craved to be allowed therein more than what you conceive yourselves sufficiently authorised to allow please represent the same to us in a report, to the end we may lay it before the Queen." William Blathwayt to William Lowndes to lay before the Treasury Lords "my letter concerning Mr. Byrd's accompts transmitted from Virginia in order to a privy seal, according to the directions of the late Lord Treasurer." In the meantime, having received news from Virginia of the death of Col. Dudley Diggs, my Deputy in that Colony, and having a very good character of Philip Ludwell, Esq., likewise of her Majesty's Council there, I have prepared a deputation for him in the usual form; which [post] he being willing to accept I desire you to present the said deputation to the Treasury Lords for their approval. April 19. William Lowndes to the Navy Treasurer. The Treasury Lords some time since ordered 167,000l. into your hands out of Contributions for the Lottery anno 1711 to redeem tallies and orders which had been by you deposited with the Bank of England to secure advances by them. Out of the said tallies my Lords now find that 27,000l. on Candle Duties anno 1710 can be disposed of for money upon the [condition or] advantage of having interest allowed thereupon with such retrospection as may be equal to an allowance of 1¾ per cent. from the days the respective moneys shall be advanced to you. My Lords approve of your disposing the said tallies accordingly and direct you to apply as follows the money thus to be raised: viz.

Walter Butler shewing that he has been obliged to sell his own estate to pay 2,300l. principal money and interest money to creditors of Visct. Royal warrant dated St. James's to the Clerk of the Signet for a privy seal for passing the accounts of Robert Walpole, appointed by letters patent dated 1709–10 Jan. 21 to be Treasurer of the Navy, notwithstanding that any preceding accounts of former Treasurers of the Navy are not passed and declared: and therein to charge the said Walpole with such supers and imprest bills [belonging to the accounts of former Treasurers of the Navy] as have been cleared within the time of the said Walpole's accounts and whereof he shall have received allowance therein. Same to the Clerk of the Signet for a privy seal for an allowance of 1,200l. a year to Walter Douglas as Captain General and Governor in Chief of the Leeward Caribbee Islands, as well for his support and maintenance in that employment as in lieu of all presents or gifts from the Assemblies of the said islands: the said allowance to commence from 11 April 1711, but from that date until the date of his arrival in the said Government only a moiety of said allowance is to be paid to him, and his other moiety is to be reserved and made payable to the Lieutenant Governor or Commander in Chief of said islands during said Douglas's absence as Governor in Chief: all pursuant to an order of Wm. "and because [or in order that] such other directions as are already ordered by letters [of direction] to you [the Auditor of the Receipt] to be paid at stated times out of the said Lottery money may not be delayed when they become payable by reason of the issues hereby appointed for the Bank, their Lordships are pleased to direct that in all issues which shall be made out of the said Lottery money at and after the said respective stated times of payment the sums now unsatisfied upon the said letters [shall] have preference." April 20. William Lowndes to James Brydges, Paymaster of the Forces Abroad. Mr. Sloper has represented to my Lords that having discoursed with the claimers of about 101,117 pieces of Eight (part of the cargo of the two Genoese ships at Port Mahon which they offer to deliver to her Majesty upon a deposit) concerning the prices of the said pieces of Eight, he finds they choose rather to have tallies and orders deposited in Court until the matter be determined than to ascertain the price now, and that the said tallies should be redeemable upon paying them the value of the said dollars if the cause be determined in their favour. His Lordship has in a particular manner recommended to my Lords that Sir James Jeffreys may not be made a sufferer for such his zeal to the public. What is proper to be done towards discharging the contract which he has entered into for the said service ? Ibid.
