Feb. 1. Treasury reference to the Comptrollers of Army Accounts of the report by Mr. Walpole, as Secretary at War, on the petition of Capt. Andrew Bisset, ut supra, Calendar of Treasury Books, Vol. XXII, p. 205. Reference Book VIII, p. 297.
Money warrant for 1,000,000l. to James Brydges, Paymaster of the Forces Abroad: as imprest for the Forces Abroad and for Subsidies to the Allies: as by the privy seal of Jan. 31 last. (Money order dated Feb. 1 hereon with a later Treasury warrant dated 1711 June 1 hereof.) Treasury warrant to the Receipt to take in loans on Malt anno 1711 as by the Act for the Duties on Malt [9 Anne, c. 3], to an amount not exceeding in the whole 650,000l. including any principal money remaining unsatisfied on the 26 January last of Loans on Malt Duties granted 7 Anne, c. 3, from 23 June 1709 to 24 June 1710, which unsatisfied loans are to be first transferred to the Register of Loans under the present 1711 Act. Treasury reference to the Stamps Commissioners of the petition of William Hunt, Zach. Mountford, William Stepney, Thomas Pilgrim and John Wyatt, sureties for Anthony Boys, late distributor and collector of stamps in Cos. Herts., Beds., Cambridge and Essex, who is lately broke, considerably indebted to her Majesty upon his collection and is now a prisoner at Newgate at her Majesty's suit; petitioners praying stay of process till Michaelmas term next to enable them to raise the money. Same to John Manley, Surveyor General of Crown Lands, of the petition of Loyd Bodville of Bodvan for a lease of the ferry called South Crooke on the river Menai in North Wales as was granted to Owen Hughes by patent dated 1679–80 Feb. 14 "he having a right as executor to the last lessee by his wife," the grant being desired at the old rent of 4l. 10s. 0d. per an. without fine by reason the house is much out of repair. Feb. 3. William Lowndes to the Navy Commissioners to assign payment of 17,000l. to Walter Whitfeild, Paymaster of Marines, out of the 150,000l. tallies and orders on Land Tax anno 1711 directed to the Navy Treasurer Jan. 19 [15] last, supra, p. 135: to be upon account for subsistence and two thirds pay [of the Marines]: Whitfeild is first to give a written assurance to the [Navy] Treasurer that the said tallies and orders so to be assigned to him (with all interest thereon from dates thereof) shall not go to market at a discount or be disposed of to the prejudice of the public credit. Feb. 3. William Lowndes to James Brydges, Paymaster of the Forces Abroad, to take 60,000l. in bills from Sir John Lambert et al., [exchange] remitters, at 2½ usance on Amsterdam and at sight on Antwerp at 10 guilders 6 stivers current money and to give to them in repayment for same 30,000l. in tallies on the Land Tax 1711 (out of such tallies and orders as were issued to you at the Exchequer on or about 19 Jan. last [supra, p. 145] on the said Land Tax and ranking payable after 1,300,000l. registered thereon), and 30,000l. out of the first money ("after the Bank") that shall arise by the intended Lottery: together with the interest due on the said tallies and orders from the date thereof. Letter of direction for 16,000l. to Harry Mordaunt, Treasurer and Paymaster of the Ordnance: half thereof for land service and half for sea service to be performed by the Office of Ordnance: to be issued out of any loans remaining in the Exchequer on the Land Tax 1711. Ibid., p. 44.
Same for 15,405l. to James Brydges, Paymaster of the Forces Abroad, 15,000l. thereof out of loans to be made by himself on credit of Land Tax anno 1711 and 405l. out of loans remaining in the Exchequer on the same credit: the said 15,000l. being for the service of the said Forces and the 405l. is intended to be paid over to 30 serjeants on ensigns' pay with Lieutenants' commissions for three months in advance on their said pay from Jan. 1 last according to the Establishment at that behalf "to enable them to embarque." Feb. 3. Letter of direction for 2,100l. 17s. 6d. to Prince Charles of Denmark [ut supra, Calendar of Treasury Books, Vol. XXIV, p. 547], whereof 806l. 17s. 5½d. is to be issued out of rent of Hackney Coaches and 1,294l. 0s. 0½d. out of money paid into the Exchequer by the executors of Sir Edward Seymour for the balance of his accounts as late Treasurer of the Navy. William Lowndes to the Customs Commissioners for a certificate of all the money remaining in the hands of Sir John Shaw or any other persons for the Duty on Prizage Wines, distinguishing how much thereof incurred before 8 March 1701–2 and how much since. Out Letters (General) XXI, p. 299.
Treasury reference to the Agents for Taxes of the petition of Walter Pateshall et al., [Assessment] Commissioners of the Land Tax within the town and liberty of Shrewsbury, setting forth that in 1693 said town and liberty was charged for real and personal estate with the sum of 3,164l. 4s. 11d., in which sum the allotment of Up and Down Rossall, Skelton, Oxon, Onslow, Woodcot, Horton, Muckmeal and Gorsehill in the liberty of the said town was charged with the sum of 234l. 5s. 0d. but, by misfiguring, the duplicate returned into the Exchequer in that year the said sum was made 238l. 5s. 0d.: therefore pray, in regard it is now too late to apply to Parliament for a redress, that process may be stopped until next session of Parliament to procure a clause for taking off the said 4l. Same to Mr. Brydges and Mr. Granville of the petition of the Captains of the Regiments of Earl Orkney, Lieut. Gen. Webb, Lieut. Gen. Macartney, Lord Hertford and Brigadier Godfrey for an allowance to their respective Regiments to enable them to complete their Companies which are very thin and suffered very much at the seige of Aire. Ibid., p. 444.
Same to same of the petition of Col. Pococke praying that his Regiment (which now consists but of 12 Companies of 59 men and 2 serjeants per company) may be made up to 13 Companies of 60 men and 3 serjeants each "as he alleges the other Regiments in Flanders are" Ibid.
Same to same of the petition of the Officers of Dragoons serving in Flanders alleging that the great deduction out of their pay on account of forage does reduce each trooper's subsistence to 2 stivers a day: therefore praying that her Majesty may bear the extraordinary charge of forage which otherwise must lie upon the Officers, which by the length of the last campaign and the great loss of horses they are not able to bear. Treasury subscription for the execution of a Lord Chamberlain's warrant dated 1710 Aug. 2 [to the Master of the Jewel House] for chapel plate, detailed (two little flagons, a chalice, a "patent" and Receiver to take the offerings), for her Majesty's chapel at Jamaica for Lord Archibald Hamilton: to an estimate of 80l. Warrants not Relating to Money XXI, p. 30.
Feb. 3. The Treasury Lords to the Barons of the Exchequer, Scotland, signifying the Queen's approbation of the list or schedule of the distribution proposed by the said Barons, of her Majesty's Charity for half a year ended at mid-summer 1710.
The said list amounting to 1,000l. is not entered in detail but was underwritten by the said Barons as follows: "This contains a list of such persons as we humbly apprehend are fit objects of her Majesty's charity; wherein are contained all the bishops that are living, those persons that were entitled to charitable pensions either by privy seals or by letters from her Majesty to the late Lords of the Treasury, such indigent people as were in the Charity Roll before the Union; and such other persons as have been recommended to us as very great objects of charity." Feb. 4. Treasury warrant dormant to the Postmaster General to pay to John, Duke of Argyle his annuity or yearly pension of 3,000l. as by his grant of Jan. 23 last. Money Book XXI, p. 11.
Feb. 5. Same to Spencer Compton to pay 200l. to Margaret, Countess Dowager of Cassilis, as royal bounty. Ibid., p. 9.
William Lowndes to the Stamps Commissioners forthwith to appoint Thomas Seward of Dorchester to be a distributor of stamps loco—Williams.

Treasury reference to the Secretary at War of the petition of Sir Richard Temple praying that his Regiment of Dragoons (which at present consists but of six Troops of 60 men each with Officers) may be augmented to the like numbers [as] of other Regiments serving abroad, the better to enable them to do duty with the other Troops. Reference Book VIII, p. 444.
Same to the Comptrollers of the Accounts of the Army of the petition of John Thurston shewing that he has by direction of the Government for many years received the pay of the late garrison at Newfoundland and has discharged that trust faithfully; that there being several clamourous demands of the soldiers on him he prays that same may be referred to some proper examination to prevent his suffering in his reputation. Ibid.
Same to Mr. Brydges and Mr. Granville of the petition of Earl Rivers, General Lumley, Lieuts, Gen. Withers, Wood and Ross and the rest of the General Officers that served in Flanders, alleging that they have received short of the usual pay from the dates of their respective commissions the sums mentioned in a schedule thereto [missing], amounting in all to 12,709l. Same to same of the petition of the Officers of Lieut.-Gen. Erle's Regiment alleging that by warrant of 1709 July 15 her Majesty ordered each English Regiment that served that year's long campaign and the year before should have 203l. 12s. 0d. allowed them on account of stoppages and to provide themselves with necessaries for the next campaign: therefore praying payment of said allowance, to which this Regiment is entitled equally with the others. Feb. 5. Treasury reference to Auditor Jett of the petition of Henry Stevens shewing that he has been for many years steward of the Courts of the Honour of Ewelme, Co. Oxford, and elsewhere, part of the late Queen Dowager's estate; therefore praying to be continued therein with the annual fee of 2l. 13s. 4d. and the other usual allowances. Ibid., p. 447.
William Lowndes to Baron Scroop, Baron of the Exchequer, Scotland, and the Attorney General [Scotland] enclosing a letter from the Customs Commissioners, Scotland, desiring military assistance for their officers to countenance them in the discharge of their duty. Please report your opinion thereon as well with respect to the circumstances of affairs in Scotland as to the legal part thereof, whether it is proper to give particular directions to her Majesty's Troops there to aid and assist the Customs officers.
