May 11. William Lowndes to the Customs Commissioners to report on the enclosed representation [missing] in the name of one Capt. John Edwards touching the collusive practices of privateers and the abuses in the disposing of wines taken by them. Out Letters (General) XIX, p. 185.
Same to Mr. Spencer Compton. It is the Queen's pleasure that Capt. Crow ("whose petition [missing] I send you enclosed") should have some relief in his present necessitous condition. Please examine into his allegations and report what is fit to be done. Ibid.

Same to the Attorney General of the petition of Daniel Peck shewing that his estate and effects (extended for a Salt Duty debt) having not yet been sold the [Salt] Commissioners have agreed to his having his liberty on condition of paying the debt on the 25th March 1711: that upon stating the said account he is charged with 170l. 14s. 0d. for interest "to that day" and with 432l. 0s. 2½d. law charges and is required to give a release of errors: therefore prays that he may be discharged on payment of the principal money due at date and a reasonable part of law charges. Same to Mr. Dodd and Mr. Warters of the petition of Mark Bingham shewing that he was employed by said Dodd and Warters, officers of the Admiralty, as their agent for London and Rochester and that greatest part of his time has been taken up by continually taking care of all ships that came into the river and particularly the Lord High Admiral's share of the Vigo booty, without receiving any satisfaction: therefore praying some reasonable reward. May 12. William Lowndes to the Customs Commissioners concerning keeping separate accounts for and bringing in the arrears of the funds for making good certain Deficiencies. By the Act of 1 Anne, c. 7, for making good Deficiencies and for preserving the Public Credit, the following Duties and Impositions are continued from 1 July 1706 to 1 Aug. 1710 viz.:
the subsidy of Tonnage and Poundage.
the Impositions on wines, vinegar, tobacco and East India goods.
the Additional Impositions.
the Duties on whale fins.
Please take care that all the officers of the Customs concerned be very exact in keeping an account of the moneys payable under the abovesaid Act which shall come to their hands from and after the 31st July 1710, separate and apart from the moneys due for the same Duties which by another Act of 5 Anne [6 Anne, c. 27], are continued from that date to 1st Aug. 1712 for other purposes: and that in the returns from the outports to the Receiver General of Customs in London they distinguish their money accordingly, so that the said Receiver General may pay the same into the Exchequer separately for the respective uses to which they are appropriated. All officers are to use their best diligence in hastening in the said arrears. As soon as possible after the last day of July 1710 you are to send an account of the sums standing out upon bonds or otherwise on the said Duties and Impositions. William Lowndes to James Brydges, Paymaster of the Forces Abroad, to assign 50,000l. in loans on Land Tax anno 1710 to such persons as will be willing to advance at par thereon or as will not dispose thereof at a discount to the prejudice of the public credit; being the 50,000l. issued to you Feb. 22 last in such loans as in part of 1,126,035l. 16s. 2d. granted for the service of the Troops in Spain and Portugal anno 1710. The said sum is to be applied to the subsistence of the said Forces. Warrant by Treasurer Godolphin to the Customs Commissioners for an additional allowance of 10l. per an. to John Pearce, waiter and searcher at Manningtree, on the Establishment of the port of Harwich, he having only 20l. per an. salary and 10l. by incidents for keeping a horse and the business of his station being much increased since the river Stour is made navigable pursuant to the late Act of Parliament [4–5 Anne, c. 2].

Treasury reference to Mr. Dodd and Mr. Warters of the petition of Richard Deacon and Thomas Trevers, mariners, shewing that they left their wives and families in Holland and came here and caused the ship Susanna Maria to be seized which was condemned and sold May 4 inst. for 63l.; that coming upon the said service their goods are all lost and they have attended seven months at their own cost: therefore pray some reward for their service. May 13. Warrant by Treasurer Godolphin to the Surveyor General of Crown Lands for a particular of a piece of ground in Whitehall in order to a lease thereof to the Duke of Richmond.
Prefixing: said Surveyor General's report on said Duke's request, praying a lease thereof free to repair and build on, and (in case Whitehall be rebuilt) to have compensation for such building up to 3,000l. "and if her Majesty would have no new buildings erected there" then praying to have a grant of the house which was the Duchess of Richmond's. But Richmond House now being employed for her Majesty's service he desires a report as to the first request only, which is for the old buildings, yards and garden which he is now in possession of by her Majesty's favour and the passages leading to and from the same, on part of which he would build a new house to live in fronting towards the Privy Garden and [would] repair and support the kitchen and other offices and buildings already erected for his accommodation. The premises ought to be resumable to the Crown in case Whitehall Palace comes to be rebuilt. There must be a reserve rent of [at least] 20l. per an. to answer the Civil List Act [1 Anne, c. 1]. Same to same of the petition of Eupham Johnstoun (sister of James Johnstoun Esq.), Martha Johnstoun et al., shewing that for these four last reigns they had pensions from the Crown founded in equity as will appear by the several grants; that they have received debentures for what was in arrear [thereon] at the time of the Union; but since the Union they have had neither money nor debentures, though those pensions are all they have to subsist on: therefore praying that same may be continued and paid. Warrant by Treasurer Godolphin to Sir John Talbott, the surviving Trustee for sale of Fee Farm Rents of the Crown, to rectify the misnomer of Edelington for Edmonton in the contract dated 1672 Aug. 29 with Joseph and Nathaniel Hornby (who by indenture dated 1673 March 26 assigned to the petitioner herein Dr. Richard Blackbourn, Dr. of Physic), for a sale of a fee farm rent of 5l. 4s. 9d. charged on a grant by Edward VI. 7 March 1549–50 to William, Earl of Pembroke, of certain messuages and lands in Edelington and Tottenham, parcel of the late Priories of St. Helen's [London] and Clerkenwell.
Prefixing: (1) Report by Auditor Thomas Jett dated 1708 Dec. 10 on the case. It appears by several enrolments that Edelington and Edmonton are both one and the same place, "but I apprehend that in the writing over the particulars in order to the said Trustees' conveying and selling the said rent there was an omission of Tottenham."

Royal warrant dated St. James's to Treasurer Godolphin for payment of 500l. per an. to the General Assembly of the Church in Scotland: out of land rents and casualties in Scotland applicable to the Civil Government there: as a suitable allowance for defraying the charges of their church affairs and the salaries of their officers: to commence as from 24 June 1709: being granted upon several memorials in behalf of the General Assembly representing the allowances formerly made to them "by us and our royal predecessors." For the future the said allowance is to be esteemed as part of the Establishment of salaries and allowances in Scotland. Out Letters (North Britain) II, p. 169.
