Oct. 11. Letter of direction for 26,613l. 17s. 3d. to Henry, Earl of Lincoln, on the unsatisfied order in his name as Paymaster General of the Forces: out of loans remaining in the Exchequer on credit of the Malt Duties anno 1717: and is intended for three months' half pay June 25 last to Sept. 29 last for the Disbanded Officers of the Land Forces and Marines and is to be taken as part of the 85,000l. granted for Half Pay Officers anno 1717. Oct. 11. Same to Mr. [Paul] Jodrell [Clerk of the House of Commons]. The Treasury Lords desire you to send hither for their perusal the two underwritten original Treaties which were laid before the House of Commons the last Session of Parliament: viz.

Oct. 12. Royal warrant dated Hampton Court to the Attorney or Solicitor General for a great seal for a grant to Prince Charles, brother to the King of Denmark, of an annuity or yearly sum of 4,000l. as from 10 April 1714: to be paid half yearly on the 10th Oct. and 10 April of each year “for and during the joint lives of us and the said Prince Charles”: the late Queen Anne having granted him the like annuity for the joint lives of her and the said Prince as her share towards compensating the loss and damage he sustained and should sustain in quitting (for the good of the common cause of her and her allies) all his pretensions to the Bishopric of Eutin; which grant became void by the death of the said Queen Anne. Henry Kelsall (in the absence of the Treasury Secretaries) to the Earl of Suffolk. The Attorney General has reported on Mr. Anstis's petition for his salary payable at the Exchequer as Garter King of Arms. Oct. 14. William Lowndes to the Salt Commissioners. The United East India Company have by their enclosed petition [missing] complained to my Lords of the deficiency of late years of the Duties on salt appropriated [by 9–10 Wm. III., c. 44] to the payment of interest for the money advanced by said Company to the Government. You are to report a state of this matter, with your opinion what is proper to be done to remedy same. Same to Alexander Spotswood, Lieutenant and Governor General of the Colony and Dominions of Virginia in America, to give warrant to the Receiver of the Quit Rents of Virginia to pay 250l. to Francis Kenedy “which we are graciously pleased to allow him in full recompense and satisfaction not only of his service and trouble in his expedition [as follows] but also of all charges, expenses and demands whatsoever on account thereof”: the Commissioners for Trade and Plantations having examined his case and pretensions with respect to his service and charge in going from Virginia to Carolina upon occasion of the Insurrection of the Indians in that Province; and have thereupon certified him as a person deserving to be recompensed for same and that he may be paid out of the Quit Rents of Virginia. Stanhope to the Customs Commissioners to send an officer tomorrow morning to the house of Count Volkra [Otto Christoph Count Volckra], Envoy Extraordinary from the Emperor of Germany, to examine his goods; he being on his departure in order to his return to Vienna. Treasury warrant to the Customs Commissioners to lay down the Dartmouth smack [the Customs smack at Dartmouth] and to discharge the Commander, mate and mariners from that service: and instead thereof to appoint several boats and an addition of officers on that coast as follows for the better guarding the same.
Appending memorial to the Treasury from said Commissioners dated Oct. 8 inst. In our presentment of Aug. 8 last we proposed laying down the smacks then in the service of the Customs at Poole, Fowey, Penzance and Padstow and the establishing an additional number of officers for the more effectual preventing illegal and clandestine trade in those parts. Your Lordships have since approved thereof. We had under consideration the other smacks in the service of the revenue with a view to further representation. Being informed of the frequent running of great quantities of prohibited and uncustomed goods on the coast of Devonshire notwithstanding the care and diligence of Capt. William Griffith, Commander of the Dartmouth smack whose district is from Plymouth to Portland, we directed him to lay before us a proposal for the better guarding that coast and referred same to the principal officers of Plymouth, Dartmouth, Exeter and Lyme. They reported that the said smack since her establishment in 1713 has made few seizures by reason her cruize is for the most part out at sea and she cannot stand near enough to the shore to prevent the running of goods, so that she has not answered her intent and in two years to 1716 Michaelmas the charge of her was upwards of 1,100l. Wherefore they proposed as above which we approve. We propose she be disposed of to the best advantage and in place thereof to establish boats and officers as follows, with able sailors, seeing that landmen or persons unskilled in any of the boats as follow would obstruct the service and endanger the lives of others.
Plymouth: a boat with a sitter and four boatmen at Arm River in Plymouth port. John Joplin, sitter at 35l. per an.; Richard James, Davenport Pasmore, Francis Lee, Richard Datten as boatmen to provide and maintain their boat at 30l. per an. each.
Dartmouth: a boat with a sitter and four boatmen to be established at Tar Cross or Stokenham in Dartmouth port. Same to the Attorney General. The Treasury Lords have received the following query relating to the registering assignments on orders which have not been subscribed for annuities [under the Act 3 Geo. I., c. 7]. They desire your opinion on the case so stated.
Appending. [said query]. “There being several orders in the Lotteries of the years 1711 and 1712 which have not been subscribed for annuities at Michaelmas 1717 and there being assignments on many of the said orders not yet registered, Query whether the said assignments may be registered in the respective Offices as usual.” Ibid.
Henry Kelsall to Mr. Carkess. In answer to yours of the 16th inst. (desiring to know the publique character of the Abbot Du Bois) I am commanded by Mr. Stanhope [one of the Treasury Secretaries] to acquaint you that he bears the title of Ambassador and hath credentials for the same though he hath not taken the same upon him.

C. Stanhope to the Customs Commissioners in Scotland. The Treasury have considered your representation relating to insults committed upon several officers of the Customs under you. They referred to the Attorney General your proposal to increase the number of boatmen and boats and to allow them to use fire arms for their defence. I enclose a copy of his report [missing] thereon. As to the increase of boatmen and boats my Lords desire to know if you can retrench any of the land officers towards supporting that additional charge if agreed to. They further desire you to prepare the Bill you propose for the more effectual preventing the variety of frauds committed to the prejudice of the Customs revenue under you, in order to its being laid before Parliament. Oct. 19. William Lowndes to the Excise Commissioners. I have received your account of the gross and net produce of the Hereditary and Temporary Excise for the three years ended 1 August 1717. My Lords desire you will speedily send me an account how much of the said nett produce (amounting to 736,469l. 19s. 0d. by your account) hath been paid into the Exchequer before 1 August last and how much since that date or is now remaining in the hands of your cashier or others, over and above the sperate and desperate arrears of about 2,180l. mentioned in your account. Treasury reference to Mr. Cholmley, the Surveyor General of Crown Lands, of the petition of William Wallis for a new lease of certain lands [to wit the forest or chase of Arkengarth Dale] in Co. Yorks, detained from the Crown and formerly [18 Feb. 10 Wm. III.] granted to [John] Hill and [Ralph] Hardwick, the Treasury Lords having agreed to move the King for him on the condition of his giving satisfaction to said Hill and his wife (who was executrix of Col.   • 1. It will be noticed that this letter of disposition makes an alteration in the previous letter of Oct. 10, supra, p. 604. The earlier letter only directed 20,000l. to the Navy and the remainder to the Forces. The present letter directs the whole sum to the Navy. The alteration implies a Treasury instruction to the Paymaster of the Forces to turn over to the Navy Treasurer 65,025l. 17s.d. in Malt tallies. As the Paymaster of the Forces was to receive back from the Navy Treasurer the like sum in 4 per cent. annuities these two Departmental accountants were in the same position as before towards the Treasury or the Audit Office as far as concerned the charge side of their accounts. But the discharge side of their accounts was altered so radically as to make it out of the question to pass the audit without production of some further authority either by royal warrant or by Treasury warrant.
