Present: Lord Torrington, Mr. Wallop, Mr. Baillie, Mr. Micklethwaite. Mr. Sloper's memorial [as] from the Earl of Lincoln [Paymaster of the Forces] is read for settling at what rate of exchange the demands for the Munster and Saxe-Gotha Battalions shall be paid, the same by the Treaties [relating to the employment of the said Troops] being stipulated for in Holland money. My Lords agree that this demand shall be answered out of the tallies of sol in the Earl of Lincoln's hands for Annuities of 4 per cent., and that Sir Mathew Decker, the acceptor “thereof” [of the bills of exchange in Holland for the said payments], shall have [by way of repayment] the said Annuity [annuity subscription tallies with accrued interest thereon] from the date of the said tallies, and in consideration thereof [i.e. of the said interest] and of the [existing market] discount of [on] the said Annuities Sir Mathew Decker agrees to accept the payment of the said demand at the rate of 10 guilders 12 stivers to the pound sterling. [Direct the] Auditors of Imprests to attend on Tuesday. Mr. Sloper presents another memorial, pursuant to his Majesty's pleasure signified by the Secretary at War, that one serjeant, one corporal and 20 private men be disbanded out of each Company of the three Regiments of Guards and two entire Companies out of each of the other Regiments of Foot in the Kingdom; 10 men and one drum out of each of the remaining Companies and 10 men per Troop [out] of all the Horse and Dragoons in the Kingdom: for which number the usual demand for Bounty Money amounts to 3,824l. 19s. 4d. [My Lords on reading the said memorial direct the issue of the said sum] out of loans on Malt [anno 1717] remaining in the Exchequer and that the same be esteemed as part of 959,943l. 1s. 10½d. voted for Guards and Garrisons [anno 1717]. Mr. Sloper's memorial for their Lordships' directions at what rate of exchange the demands for the Munster and Saxe Gotha Troops shall be satisfied in sterling money. The Annuities to be issued with the interest accrued upon them to Sir Mathew Decker and in consideration of the discount he is to allow 10 guilders 12 stivers to the pound sterling for the whole sum within [or therein, i.e., in the said memorial] mentioned. The Board of Works' report about work done at the Exchequer. A warrant to be prepared for paying this sum according to the statements. Petition for the Duke of York and Prince Frederick's fees as Knights of the Garter. Referred to the Chancellor of the Garter. Memorial from the Excise Commissioners in Scotland for an additional salary to several collectors. Agreed to. Memorial from the Earl of Lincoln for 3,824l. 19s. 4d. disbanding men. Ordered out of loans on Malt. [Representation] from the Commissioners of Revenue in Ireland about the state of the Alnage Duty. My Lords direct a letter [to be sent] to the Commissioners of the Revenue in Ireland to pay to William Molesworth, Esq., the half year's profit of the Alnage Duty in that kingdom due to him at Michaelmas last according to the purport of his grant. An account of such Receivers of the Taxes who fell under the penalty of the high interest of 10 per cent. by the late Act for not passing their accounts before Michaelmas 1716 but have since cleared the same: together with the amount of principal and interest by them respectively paid. Read. An account of such Receivers of the Taxes who to avoid the charge of 10 per cent. in the late Act [1 Geo. I, st. 2, c. 36] did clear their account before March 1716: with the sums respectively by them paid into the Exchequer after the passing the said Act and the 29th day of Sept. 1716. Read. An account of such Receivers General of the Taxes as have not cleared their accounts pursuant to the late Act or brought in their tallies or vouchers whereby a computation of principal or interest can be made. Renew the former order to the Remembrancer that according to his duty he do make out process every issuable term against accountants in default. An account of such of the Receivers of the Taxes as have paid their respective balances for the years within mentioned but neglect to prosecute the passing of their accounts. Read. He acquaints my Lords that it being properly the business of the Warden of the Mint to prosecute coyners and he being out of town the directions lately given by their Lordships for prosecution of certain coyners cannot be complied with. He therefore desires their Lordships will direct the Warden's clerk and Jonathan Wilde to proceed in the said prosecutions and that an allowance of 15s. per diem to the clerk and 10s. per diem to the assistant [may be made? to which request my Lords agree and do order] that the said sums be placed to the account of the Warden, to be allowed regularly by the Auditors accordingly. Issue to the Paymaster of the Forces the sum of 3,000l. upon account out of loans on Malt now in the Exchequer; to be applied towards paying the four Battalions of the Troops of Brunswick Luneburg agreed by Treaty dated 21 August last to be taken into his Majesty's pay for replacing a like number of Troops of the States General which were to be employed in his Majesty's service upon occasion of the late intended Invasion. Present: ut supra. Mr. Freeman, member of Parliament for Hertford[shire], and the Agents for Taxes are called in. Mr. Freeman represents the difficulty the country [sic for county of Hertford] lies under by their not being satisfied who is the present Receiver [General of Taxes], there being three persons of the same name, two of which are securities for the person who is Receiver, viz. Jonathan Smart; which [confusion] has given occasion to several persons to refuse payment of the tax assessed upon them. [My Lords order the] Agents [for Taxes] to write to the [Assessment] Commissioners of the Land Tax in the country [county] to describe the person who is Receiver so as the country [county] may have no excuse for non-payment. Mr. Freeman likewise desires that since the sureties for the present Receiver, Mr. Smart, were sureties for [Thomas] Ashby, the late Receiver, who went away with 70,000l. not yet paid, the accounts of the late Receiver should be adjusted and the balance paid before any future receipts [appointments of Receivers] be made [in order] that the debt owing by them [the said sureties] to the Crown upon account of said Ashby be not [liable to be] made good by subsequent receipts [Receivers] in the country [county].
