Treasury warrant to Edward Harley and Thomas Foley, Auditors of Imprests, to allow only 232l. to Charles Bertie in his account as late Treasurer of the Ordnance, for answering the charge of brokerage and other expenses in disposing of a considerable sum in tallies.
Prefixing: said Foley's report on the memorial of Charles Bertie, son and executor of said Charles Bertie, late Treasurer and Paymaster of the Ordnance. His first craving of 232l. is for brokerage and other expenses in disposing of tallies to the sum of 92,806l. 7s. 11d. between 1 July 1702 and 30 June 1705 at 5 per cent. The accomptant alleges that some tallies in his hands at that time were sold at par and some at 20s. and some at 30s. premium with which he is charged in his accompts under the head of interest received on tallies. If it appears that he did actually sell the tallies for this 92,806l. 7s. 11d. the allowance of 5 per cent. for brokerage may be reasonable, such allowances having been formerly made by the Board of Ordnance to the accomptant's predecessor for loss in disposing of tallies.
His next craving is for 46l. 16s. 8d. for fees and disbursements for meat and drink at the examination and delivery of the accounts to the Board of Ordnance as well as to the Auditors. It does not appear what fees or disbursements have been paid on this occasion.
His last craving is for 50l. for coach hire for five years &c. We find that he had more than ordinary trouble in that time in answering the Auditor's queries and settling the final account, which was occasioned by the great infirmity of his then deputy, Mr. Edward Hubbald, through which many mistakes were made in charging and transferring imprests to the succeeding Treasurer of the Ordnance. Treasury warrant to Anthony Cracherode to pay 400l. to Robert Read to relieve his necessities and to recompense his great losses, sufferings and expenses by means of the riot and prosecutions as follows.
Prefixing: memorial by said Read shewing that for a considerable time he kept a public house in Salisbury Court in Fleet Street frequented by many neighbouring gentlemen, tradesmen and others who have taken all proper occasions to testify their zeal and affection to his Majesty and the illustrious House of Hanover; but many disaffected persons being enraged thereat have several times threatened to pull down his house and on the 23 and 24 July last a great concourse got together in a tumultuous manner crying out, “High Church and Ormond, no Hanoverians, no King George, Down with the Mug House”, and they attacked petitioner's house with so much violence that he received several wounds and he and another person were forced to fire their pieces in defence of the house and one Daniel Vaughan, the leader of the mob, happened to fall; after which petitioner was overpowered by the great numbers of the mob and forced to retire to his upper rooms and by barricades on the stairs and otherwise to defend himself, his wife and family from their fury till they were at length dispersed by his Majesty's Guards: that the lower part of his house was plundered and torn to pieces by the mob and petitioner lost all his liquors, furniture of his coffee house and stock of coffee, tea, chocolate, sugars &c., in which he had laid out his whole substance, and has been obliged to repair the damage to the house under the covenants in his lease: further he has been prosecuted with great rage for the pretended wilful murder of the said Daniel Vaughan, but was acquitted at the last Sessions at the Old Bayly: five of the rioters have been convicted of felony and two more, viz. John Nash and Daniel Delander, still await trial. Petitioner has already received 50l. from Visct. Townshend by the hands of the Treasury Solicitor. His losses amount to 292l. 9s. 1½d. Devon and Leicester which were the estate of Jos. Quash, late Receiver General for part of Devon, are seized into the hands of the Crown by virtue of extents; that petitioner has an extent in aid against the said Quash for 3,500l. to be paid next and immediately after the said Quash's original debt [due to the Crown] and [petitioner] obtained a grant from his Majesty of Quash's lands in Devon in payment of 800l. in discharge of the said Quash's debt; that about 1,230l. still remains due to the Crown from said Quash and his lands in Co. Leicester being found on inquisition to be of the value of 68l. Memorandum: “There was written and signed at the same time a letter to the Chancellor of the Exchequer's Secretary for an account of money allowed in Sheriffs' accounts for the same service:
and a letter to Mr. Cracherode [Treasury Solicitor] for an account of what sums he had paid [for the same service]: both letters of date with that above.” Out Letters (General) XXII, p. 140.
Same to the Board of Ordnance. In your answer to the representation from the town of Harwich about the damages done by the sea to lands purchased there for the service of the town [sic for of the fortification thereof] you have given the Treasury Lords your opinion that it's fit some speedy course should be taken to repair the said damages and prevent the like for the future. My Lords desire you to send down a proper person to survey what is fit to be done and to estimate the charge thereof so as such works may be speedily entered upon to prevent greater damage. Ibid.
Same to Mr. Burchett [Secretary of the Admiralty Lords]. I have read to the Treasury Lords the letter of the 21st inst. which came from you by order of the Admiralty Lords, relating to Mr. Bridger. The Treasury Lords do agree that his wages as Surveyor ought to be discontinued for the time mentioned in the said letter. And as the Admiralty Lords have therein proposed sundry Instructions to be observed by Mr. Bridger that may be useful for the public I am to acquaint you that by his Majesty's commission nominating Bridger to his said office he is to observe all instructions &c. from the Admiralty Lords “and as the said Instructions are what my Lords very well approve, so they [the Treasury Lords] desire that their [Admiralty] Lordships will charge him therewith.” Ibid., p. 141.
