July 11. Treasury warrant to the Clerk of the Pipe, by virtue of the royal warrant of July 6, supra, p. 342, to prepare a grant to pass the great seal to Henry, Earl of Lincoln, of the third part (reserved to the Crown) of the clear yearly profits of the extra parochial tithes (in the Great Level, alias the Earl of Bedford's Level) mentioned in a grant to Sir John Shaw from the late Queen Anne.
Prefixing: particular made out by Auditor Sidney Godolphin of the said extra parochial tithes with the said Auditor's memorandum and ratal thereof by H. Cholmley, Surveyor General of Crown Lands. The particular in Latin is, briefly, as follows:
The tithes growing in the Level called the Earl of Bedford's Level between the metes and bounds following, viz. east leading a ponte et aggere de Stoake to Brandon Bridge super montana de Northwould, Methwold, Feltwell, Hockwood and Wilton, Co. Norfolk, and from Brandon Bridge usque ad finem de Warlington Load super flumen de Mildenhall super montana de Brandon, Wainsford Marsh, montana de Lackingheath, Eastwell Marsh, montana de Mildenhall; in the south leading from Warlington Load to Burwell Block super montana de Feckingham, Ilseham, Feedham, Sotham and Wicken in Co. and all the tithes arising in and from Sir John Mannson's Level in Co. July 11. Christopher Tilson (in the absence of the Treasury Secretaries) to the Auditor of the Receipt. The Treasury Lords desire that immediately after 850l. shall be satisfied to the Vice Chamberlain, T. Coke, out of the moneys applicable to the late Queen's Civil List debts, you issue 7,890l., ut supra, p. 342, to the Earl of Galway for so much due from the late Queen to him as Ambassador Extraordinary to the King of Portugal. “And I am to acquaint your Lordship that the moneys arisen and to arise by the sales of tin at any time before the 1st of June 1717 may be applied to both these services, so as [provided] sufficient be reserved in the Exchequer to answer interest on the loans which then become payable and [to satisfy] all principal and interest on any loans before then made thereupon.” Ibid., p. 183.

Treasury reference to same of the petition of Charles Tregea shewing that some time after his seizing a ship and cargo which came from France one Joseph Donithon at the head of a great mob of tinners carried away the said ship and greatly wounded petitioner, and Donithon was convicted and fined 200l.: therefore praying a grant of said fine in regard to his great sufferings and that his salary, which is very small, may be augmented and that one James Harris may be assistant to him. Treasury reference to the Attorney General of the petition of John Martin shewing that Thomas Dymock, late uncle to the said Martin, enjoyed the office of keeping the lions &c. in the Tower of London for the space of 25 years, but the patent being now expired and some persons having possessed themselves of the said place have unwarrantably kept it [for] three years past: therefore prays a patent thereof for life or for years. Treasury subscription for the execution of a warrant dated July 11 from the Duke of Bolton, Lord Chamberlain of the Household, to James Brudenell, Master of the Jewel Office, for the delivery to Paul Methuen, one of the Principal Secretaries of State, of the usual allowance of 1,000 ounces of white plate to be made into such vessels and after such fashion as he shall direct: to an estimate of 400l. Treasury warrant to Edward Harley and Thomas Foley, Auditors of Imprests, to surcharge James, Earl of Carnarvon, in his account as late Paymaster General of the Forces Abroad, with the sums of 667l. 12s. 0d. and 7,890l. or so much thereof as shall make good to the public the sum of 8,468l. 14s. 1d. taken by the Earl of Galway from the Contingencies of the Forces in Portugal; it appearing that the said Earl of Galway when General of the Forces in Portugal did by his warrants direct the Deputy Paymaster of the Forces there to pay (out of moneys in his hands for Contingencies of the Forces) to Ralph Bucknall several sums of money amounting to 8,468l. 14s. 1d.; and on his return from thence acquainted the Treasury Board that he had applied the said sum to his own particular use “and which he proposed should be made good to the public out of the money due to him on his allowances as Ambassador there, and to that end gave an assignment of such his allowances to James Brydges, Esq., now Earl of Carnarvon”: and there was paid to the said Earl of Carnarvon by the agent of the said Earl of Galway 667l. 12s. 0d. in part of the said arrears: and further the Treasury Lords having signed a warrant for paying 7,890l. to complete the arrears due to the said Earl of Galway as Ambassador.

The Treasury Lords direct you to transmit to them an account of the moneys received by you on the Land Tax and Malt Duties anno 1716 and the distribution thereof and also the number of tallies and orders issued to you on the said taxes and the dates thereof, with [a statement of] the moneys arising by any sale or transfer of the said tallies and orders and what remains now in your hands for my Lords' further disposition thereof. Treasury reference to the Taxes Commissioners of the petition of Tufton Horton, [widow and] executrix of Alexander Horton, Esq., shewing that her said husband was Receiver of Land Taxes and House Duties 1708, 1709 and 1710 for part of Co. Bucks and that he made early and punctual payments into the Exchequer and was at great expense in remitting and bringing the same to London: therefore praying an allowance after the rate of 50l. per an. for that service.

Collingwood, brother of the said Daniel, entered upon and enjoyed the said lease after his death; that one Anne Collingwood has falsely and without any pretensions thereto obtained in her own name a renewal of the said lease; that the right of renewing same is solely in the petitioners: therefore praying a new lease under the ancient rent. The Treasury Lords to the Barons of the Exchequer in Scotland to report on the enclosed draft signature [missing] in favour of Frances, wife of John, late Earl of Mar, and Frances Erskine, her daughter, as also the marriage articles between the late Earl and his said wife. Give us your opinion as well with respect to the draft itself as with respect to the Act of Parliament [1 Geo. Treasury warrant to John Aislabie, Treasurer of the Navy, to pay to the South Sea Company 82,400l. to answer the Deficiency of their fund for the quarter ended June 24 last, to wit to complete the sum of 152,000l. then payable to them as the fourth part of their increased yearly fund of 600,000l. and 8,000l. per an., as by the Act of 1 George I., c. 21, for Enlarging the Capital Stock of the said Company.

Same to the executors of Thomas Savery, late Treasurer to the Commissioners for Sick and Wounded Seamen and Prisoners at War, to pay to William Constable 184l. 5s. 7d. in full of his demands for stationery wares served into the Office of Sick and Wounded whilst the Commissioners for that service were employed in making up the accounts and clearing the debts during the war with France in the reign of the late King William. Warrant dated Hampton Court under the sign manual of the Prince of Wales as Guardian of the Kingdom to Thomas Moore, late Paymaster General of the Forces acting in conjunction with the Allies, to pay to John, Earl of Stair, 909l. 16s. 9d. to defray the charge of forage provided for his Regiment (the Royal Regiment of North British Dragoons) whilst in winter quarters at Bruges for the year commencing 1 Nov. 1713.
Appending: bill of said extraordinary charge of forage, being in all 86,940 rations at 2¼ stivers a ration, amounting in all to 9,780 guilders 15 stivers. King's Warrant Book XXVIII, p. 76.

July 20. Same to the Auditor of the Receipt. Since Exchequer Bills are now at a value above par the Treasury Lords desire you to admonish the Tellers and clerks not to make their issues in the said Bills but in the current coins of the kingdom so long as there is money sufficient to answer the same; by which means the public may avail itself of the interest to be saved on the said Bills for the time they remain in the Receipt. My Lords desire you to take care that this order be exactly observed, more particularly when the said Bills shall at any time be at a price above par. Ibid., p. 89.
Same to the Attorney General. The Treasury Lords have received from his Royal Highness [the Prince of Wales as Guardian of the Kingdom] the enclosed memorial [missing] of Mrs. Ruperta How concerning riots, wastes and destructions committed in Holt Forest. My Lords desire you to make a speedy report to be laid before the Prince thereon and all the other papers and informations that have for some time laid [lain] before you concerning the said forest and the wastes &c. therein. Same to the Master of the Great Wardrobe. The King has signed an Establishment for the Office of the Robes whereby the fees, wages or other allowances therein mentioned heretofore payable to the officers thereof in the Office of the Great Wardrobe are totally extinguished and suppressed. I enclose a copy thereof [missing] so that such notice may be taken thereof in the books of your Office as the case requires. Ibid., p. 90.

Prefixing: letter from the Duke of Bolton, Lord Chamberlain of the Household, dated 19 July to the Treasury Lords signifying the King's commands for the following work to be done at Hampton Court, viz. an iron rail to the Balcony windows in the Drawing Room fronting the Canal; the Musick Room to be floored with deal boards for a temporary Guard Chamber; and the Oratory for an entrance to it; also to take down and demolish all sheds, nuisances and encroachments throughout the whole house both inside and outside and to close up the two arches at the foot of the Prince's backstairs with temporary fences, leaving doors in each of them; likewise for making a new doorway &c. as shall be directed by the Duchess of St. Albans. Same to the Commissioners for Stating the Equivalent. The Treasury Lords have read the enclosed two memorials [missing] relating to the payment of the sum of 15,822l. 8s.d. for one year's interest upon a debt, stated, due out of the growing Equivalent to the creditors of the public in Scotland.
