Royal warrant dated St. James's to the Attorney or Solicitor General for a great seal to revoke the grant to Sir Roger Mostyn of a place of one of the four Tellers of the Receipt during pleasure and in lieu thereof to grant the said office to Richard Hampden. Same to the Attorney General to report on the enclosed statement [missing] by Sir Nathaniell Lloyd, the King's Advocate General, of the difference of procedure with respect to ships that were seized in Monmouth's Rebellion and those lately seized on the coast of Great Britain with arms for the service of the Rebels. My Lords desire your opinion thereon especially with respect to the Act [1 Geo. I., St. 2, c. 50] now passing relating to forfeitures. Ibid.

The Earl of Lincoln [Paymaster of the Forces] has proposed the contracting for new clothes and accoutrements for the Company of Invalids doing duty at Greenwich, there having been no clothing provided for them at the time when the clothing of the rest of the old Company was contracted for and [they] having worn their clothes above two years. My Lords desire you to inspect the patterns and to report to them your opinion about the said clothing and the reasonableness of the rates as in the said Paymaster's memorial enclosed [missing]. Treasury reference to the Customs Commissioners of the petition of James Smith shewing that in Michaelmas term 1712 he and others were prosecuted in the Exchequer by one Tolputt for three casks of brandy and other goods, which [offence] he afterwards compounded: that in Easter term 1714 he only was prosecuted in the Attorney General's name for three casks of brandy and other goods, but the prosecutor declined the trial till Feb. 1714–15, when petitioner was attending the election for Co. Kent., and upon the oath of one Lucas a verdict was obtained for 360l.: that he was unprepared for defence, his witnesses being out of town: that Lucas has since acknowledged he was suborned and swore wrongfully: that petitioner has spent his substance in endeavouring to justify his innocence, and his effects are sold and his family turned out of doors: that the goods on both informations were the same compounded for by Tolputt: therefore praying consideration of his deplorable case. Same to same of the petition of Thomas Dade, merchant, and Mary Jaquin, widow and administratrix of John Jaquin, shewing that they became bound in several bonds for Duties on wines for Elias Dupuy for the principal sum of 2,348l. 5s.d., that the said Dupuy soon after failed and became a bankrupt, and they have since paid the said principal sum: therefore praying that their bonds may be delivered up without paying interest. Same to Mr. Cratcherode of the petition of Langham Booth, Esq., shewing that John Ponting, late of Great Ashley, Co. Wilts, and Ann his wife were indebted to petitioner in a great sum of money and in 1713 he prosecuted them to an outlawry together with one John Goulsbury, and by a special inquisition taken 10 April 1714 it was found that said John Ponting was possessed of several cows, a bull, a heifer and three calves appraised at 38l., which have been seized by the Sheriff and sold: therefore praying that a privy seal may be granted him for the said 38l. Royal warrant to the Attorney or Solicitor General for a great seal for a grant to Henry Hare, Esq., and Robert Man, Esq., of the office of Collector [Inwards], London port (Collector of the Subsidies of Tonnage and Poundage in the port of London for goods and merchandise to be imported), with an annuity or yearly rent of 466l. 13s. 4d. for the exercise of the same and all other profits to the said office belonging: they to hold same for and during the lives of Robert Walpole, junr., and Edward Walpole, sons of Robert Walpole, Esq. The grant is to take effect from the death or other termination of the interest of Sir John Shaw in said office, who holds same under the grant dated 9 July 1675, to John (now Sir John) Shaw and Charles Shaw, sons of Sir John Shaw, Bart., in reversion of the said Sir John Shaw and Robert Tounson: of which grantees the said Sir John Shaw the father and Robert Tounson and Charles Shaw are all dead. June 22. Treasury fiat for royal letters patent to constitute Jacob Harvie as a King's waiter, London port, loco Christopher Dawnay. Out Letters (Customs) XVI, p. 354.
Treasury reference to the Customs Commissioners of the petition of Francis Palmer shewing that having made several discoveries of frauds in tobacco &c., he before this Session of Parliament acquainted Mr. Lowndes thereof and a Committee was appointed to enquire into the same; that petitioner attended said Committee and made a satisfactory discovery of such frauds to them; and upon the report of said Committee a Bill was ordered to be brought in which has since passed both Houses of Parliament [? 1 Geo. I, St. 2., c. 46]; that he has annexed some proposals for putting the same in execution and that by his industry herein he has disobliged his friends and lost his livelihood: therefore praying a suitable reward for his service by putting him into some employment for the better execution of the said Act. Same to same of the petition of William George Coe shewing that on 12 Dec. 1715 Mr. Roth Peterman, a King's waiter, London port, died indebted to him in 170l. for payment whereof he had assigned all his salary of that office to him; that there was due to Peterman all his salary from the late Queen's death to his death, to which petitioner is entitled by virtue of the said assignment: therefore praying that said salary may be paid to him. June 23. Same to the Taxes Commissioners of the petition of John Owen, Esq., Receiver General of Taxes for Co. Lanes., shewing that he has cleared all his accounts and paid the balances into the Exchequer; that his receipt is far distant from London and bills [of exchange for remitting his moneys are] difficult to be obtained and the carriage of money in specie exceeds the allowance made to Receivers by Act of Parliament, besides the hazard he has been at by remittances and the rebels: therefore praying a further allowance for his hazard and trouble over and above the 2 pence per £ salary. Same to the Customs Commissioners of the petition of Capt. William Lloyd shewing that in May 1715 (being Commander of his Majesty's ship Glasgow) in his passage to Scotland he seized several quantities of brandy which a French vessel was running off of Flambrough Head, as also 142l. 14s. 6d. in money of English coin which had been received for brandy sold; that he being ordered for Leith in Scotland conveyed the brandy there in order to have it condemned, but he brought the money to England and paid the same into the Exchequer Court and [the same] has been since condemned: that he has been at considerable expense about the said brandy, which was afterwards taken out of the King's warehouse at Leith by the Rebels and amounted to 244l. 10s. 0d.: therefore prays the King's share of the said condemned moneys in consideration of the loss of the [captor's] share he had in the said brandy. Same to Mr. Cholmley, Surveyor General of Crown Lands, of the petition of the Earl of Lincoln shewing that there is a tithe belonging to the Crown from several parcels of extra parochial lands which belong to petitioner within or near the Great Level called Bedford Level, the said tithe being in grant to Sir John Shaw, but one third of the profits are by that grant reserved to the Crown: therefore praying a grant of the said reserved third part during his Majesty's life. Treasury reference to the Lord Chief Baron and the rest of the Barons of the Exchequer in Scotland of the petition of George Tilson, Auditor of Excise and New Imposts in Scotland, shewing that several additional branches of the revenues have from time to time been put under the management of the Excise Commissioners there, whereupon several additional allowances have been made to the Commissioners and other officers employed therein: that since the first settlement of that Office he hath had no additional allowance for himself and clerks though the business of his Office is very much increased: therefore prays such further allowance for himself and clerks for the time past and such establishment for the future as shall seem meet. Royal warrant dated St. James's to Archibald Douglas, Receiver General of Land Rents and Casualties in Scotland, to pay (out of moneys in your hands of the said land rents and casualties) 130l. to Adam Cockburne, Justice Clerk; on account of works and repairs which some time ago pursuant to the King's orders in that behalf he caused to be done to some houses in Edinburgh, Linlithgow and Blackness in order to make them fit for the reception of prisoners. As to the 7th article I find that Mr. Jeffereys had orders to put himself and equipage into the strictest mourning upon occasion of the death of her Majesty [Queen Anne] and therefore I do allow the sum of 80l. charged on that head.
