William Lowndes to Mr. Pulteney, Secretary at War. My Lords desire that when and as often as any money shall be imprested to the late or present Paymasters of the Forces for any services that require particular warrants to be signed by the King you do obtain the necessary warrants to be [so] signed by the King authorising such payments accordingly “upon such Paymaster or Paymasters certifying to you under their hands the receipt of such money and the extraordinary uses and services to which it was particularly directed by their Lordships.” Ibid.
Treasury reference to the Customs Commissioners of the petition of David Duboo shewing that he has been taken on a capias of 10 June 1714 for 805l. 4s. 0d. on an information for transporting wool, since which he has lain a prisoner in Chelmsford gaol: but since his imprisonment he has discovered divers frauds of owlers and smugglers in Essex, Kent and Sussex: therefore praying to be enlarged that he may assist the Customs officers in discovering the frauds which he has detected and get a livelihood for his family. Royal warrant dated St. James's to the Clerk of the Signet for a privy seal for raising out of wood sales in the Forest of Dean, to wit of scrubbed beech, birch, holly, hazle, thorns and orle, the sum of 750l. to be paid to the Countess Dowager of Berkeley, and a further sum of 2,000l. which is hereby granted to Mathew Lant, Esq., as royal bounty without account: all by reason that Wm. III. by privy seal authorised the raising the full sum of 6,000l. by such wood sales in said forest within the space of seven years from 25 Dec. 1697 to be paid to Charles, then Visct. Dursley (afterwards Earl of Berkeley, and since deceased), as royal bounty: and thereon there has been paid to the said Earl of Berkeley only 3,500l. during the lifetime of Wm. III. and the said privy seal becoming void by the death of said King, the late Queen Anne did by privy seal authorise the remaining 2,500l. to be satisfied as above: and on a memorial from the Countess Dowager of Berkeley (executrix of the said Earl of Berkeley) the Surveyor General of Woods hath reported that thereof 750l. still remains unsatisfied of the 2,500l. directed by the said privy seal of Queen Anne, and the said Countess Dowager has prayed that same might be paid to her. William Lowndes to the Victualling Commissioners. My Lords have considered the case of Mr. Jeremiah Kelly as represented in your letter of 1714–15 Feb. 28 relating to a bill for 1,656l. 14s. 10d. due to him for beer which was deposited in your hands to secure any damages recovered against him on the prosecutions of brewers for frauds in compounding with pursers and giving them money instead of beer. My Lords find that no bills of other brewers concerned in the said abuses have been detained or stopt in your Office on the like account. You are therefore to deliver his bills to him so that his case may not be singular. Out Letters (General) XXII, p. 54.
Treasury warrant to the Customs Commissioners to purchase from Mr. Turner the house at present used for the Custom House at Lynn Regis for 800l.
Prefixing. (1) presentment dated Mar. 5 inst. from said Commissioners; and (2) representation from the officers of Lynn port of Feb. 2 last; and (3) representation by G. Medcalfe, of the Customs House, London, concerning said building. The house cost 1,400l. to build. Mr. Turner, the proprietor, will sell, but will not give a lease. It is vaulted underneath, which affords sufficient warehouse for casks or for seizures. The ground floor is an open portico where our officers below stairs attend and is likewise used as a public walk for merchants and reserved as such upon the grant of the ground to Sir John Turner from the Corporation when first erected. The first floor up one pair of stairs is the public office and affords room for the several officers with their papers. The garrets are used as a warehouse for dry goods. The body of the building is 40 feet by 32 built up with free stone in a regular architecture of the Dorick and Ionick orders with the several ornaments proper to them, the work all firm and about 30 years' standing. Whereas divers persons have of late made it a practice to come into the clerks' rooms at the Treasury and there attend, to the hindrance of the public business, it is ordered by the Lords Commissioners of the Treasury that the Doorkeepers do not admit any persons to go into the rooms belonging to the Secretarys and clerks without first taking the names of such persons and receiving directions from the Secretarys and clerks respectively for their admittance. And the said Doorkeepers are to take care that such of the said persons as will continue in the said rooms after they have received their answers be desired to withdraw into the Waiting Room and (if they have occasion) to attend there.
