Dec. 7. Present: Chancellor of the Exchequer, Sir William St. Quintin, Lord Torrington, Mr. Edgcumbe.
The Treasurer of the Navy [is] called in. Upon reading his memorial wherein he desires that in order to ease the growing charge of the Navy the sum of 100,000l. might be immediately supplied to pay off and lay up several of his Majesty's ships lately arrived from foreign parts, my Lords agree that the following sums remaining in his hands be applied to that service: viz.

Ordered that the Earl of Lincoln dispose of 5,278l. 17s. 5d. in Malt tallies anno 1716 at par; with [allowance of] 4 per cent. interest from the day the sale shall be made: [and is intended] for the services following; viz.

[My Lords direct the sum of] 4,000l. in the Exchequer [of loan money] on the Land Tax 1715 to be issued [to the Navy Treasurer] on the head of wages.
[My Lords order] 40,000l. to be borrowed by the Treasurer of the Navy for three months certain upon a deposit of 10,000l. Land Tax tallies anno 1715; and 30,000l. [on a deposit of like tallies] anno 1716 [repayable with interest] at 4 per cent. per an., [such interest] to commence from the 12th inst.: and [the principal] to be repaid out of the first Supplies to be granted by Parliament: and whatever charge of brokerage &c. arise Mr. Aislabie [Treasurer of the Navy] is to make an account thereof and lay it before my Lords.
Upon reading a representation from the Auditors of Imprests my Lords are of opinion that they [the Treasury Lords] should insist as far as they legally may to oblige the Auditors to produce their books and papers required: and therefore [my Lords] desire Mr. Cracherode to attend the [Attorney and Solicitor General and other the] King's Counsel to know how far they may most effectually proceed to obtain that end.
Prepare a warrant for 500l. to Mr. Cracherode in consideration of his extraordinary services in prosecutions &c.
[My Lords order a royal] warrant for a privy seal to discharge Lord Townshend's plate [delivered to him by indenture out of the Jewel House and due to be returned by him].
Write to the Master of the Jewel Office to know what quantity of plate has been returned into his Office and by whom.
See what will be due at Xmas out of this year's supply [in the way of payment of the Annuity Fund debt due] to the South Sea Company. Ibid., p. 56.

My Lords order 20,000l. to be borrowed by the Treasurer of the Navy for three months certain upon a deposit of 1,000l. Land Tax [tallies] anno 1715 and 20,000l. [Land Tax tallies anno] 1716 [with allowance of interest] at the rate of 4 per cent. commencing from the 18th inst.: the said loan to be repaid out of the first Supplies to be granted by Parliament.
Of this sum 5,000l. is to be immediately applied by the Navy Treasurer according to his memorial of [this day] the 18th inst., viz. for Short Allowance [money] and the [balance of] 15,000l. is to remain in his hands for future directions [from my Lords]: and whatever charges of brokerage &c. do arise Mr. Aislabie is to make an account thereof and lay it before my Lords.
[My Lords order] 200l. to Mr. [Col. John] Armstrong and Mr. [Jacob] Ackworth in satisfaction and reward for their extraordinary services in demolishing Mardyke.

The following proposal from Mr. Beranger to the Earl of Lincoln [Paymaster of the Forces] for remitting the subsistence for the Forces at Minorca and Gibraltar is laid before my Lords by Mr. Sloper and agreed to: viz.
I humbly propose to your Lordship to furnish my bills for the subsistence of his Majesty's Forces at Minorca and Gibraltar: viz.
3,800l. for Minorca at 54½ pence per piece of Eight.
3,000l. for Gibraltar at 54 pence per piece of Eight.
the bills to be payable at sight in gold and the value to be paid to me here [in London] two months from the date of the delivery of my bills.

Write to the Auditor of the Land Revenue to make a state of the manor of Richmond with all the rents and the certain and casual profits thereof; and to give [my Lords] his opinion how the same may be regularly brought in charge [before the Auditor] for the future.
Mr. Cholmley, Surveyor General of his Majesty's Lands, attending according to order, was called in, and several reports of his being read my Lords were pleased to direct that in all reports and particulars hereafter to be [made] by the Surveyor General in order to reversionary leases from the Crown the following orders should be observed:
(1) that 12d. per an. or some other small rent be made payable to the Crown during the lease in being until the reversionary lease depending thereupon do take place, the better to ascertain and make known the lands and tenements to be leased and the tenants thereof upon which the future rents upon the reversionary leases are to be payable.
(2) that mention be made of the rent reserved upon the leases in being and the yearly value of the premises rated at the time of granting, [so] that it may appear that as much rent be reserved on the reversionary lease as is required by the Statute 1 Anne, c. 1.
(3) that all assignments of the present leases or any parts thereof be recorded with the proper Auditor of the Land Revenue before the reversionary lease pass under seal and that a condition be inserted in every reversionary lease for enrolling the same with such Auditor within six months.
These orders to be carefully observed by the Surveyor General and the respective Auditors of the Land Revenue for the time being: to which end copies of the [above] orders and instructions to be signed by their Lordships in this behalf are to be publicly affixed in their [the Auditors' and the said Surveyor's] respective Offices.
