of her Majesty and the prejudice of the public service : and that
you hear that Lord Galway has drawn 2 other bills for 19,000 and
20,000 florins respectively on Baron Suaso which he has likewise
refused and which you offer to accept if my Lord Treasurer should
think fit. My Lord thanks you for your care and desires you so to
accept the said bills and such others as may be drawn hereafter by
Lord Galway. Payment shall be ordered to you either in Holland

concerning frauds and abuses committed by Commanders of the ships
of war belonging to the States General. He thinks the instances
given are not particular enough either to have redress from the States
General or to proceed against such of her Majesty's officers or subjects
as have assisted them, because the offenders are not particularly
named. He directs you to represent the names of the respective
officers with your proposal as to the most proper direction for
obtaining satisfaction or punishment and for preventing the like

Same dated from Windsor Castle to Thomas Morrice Esq. In
yours of July 27 you think it highly necessary some direction be
given about the workmen and others employed in the fortifications
at Gibraltar. The Lord Treasurer thinks it just and reasonable that
what has been already done to the fortifications should be paid for
forthwith "but that his Lordship can by no means think it necessary
for her Majesty to be at further charges about improving the said
fortifications." You are to adjust the account of what is already
due and to let the Commanding Officer there know my Lord's

Several Colonels of Regiments have neglected to comply with the
instructions given to the Comptrollers of Army Accounts concerning
the contracts for clothing, which might give just cause to the soldiers
to complain of being ill-served in their clothing "and doth at this
time cause very many clamorous applications to be made by their
clothiers for their payments out of the offreckonings according to
their assignments" which cannot be paid because the said Comptrollers
cannot sign the necessary certificates to the Paymaster of
the Forces. This discontent may cause the clothiers to insist even
on higher prices than formerly. It is therefore proposed that any
Colonel so transgressing in future be immediately broke and that
the clothiers contracting and delivering clothes for any Regiment
without obtaining the necessary certificates for same in accordance
with the said regulations shall not receive any payment out of
offreckonings : also that patterns be exhibited to the said Comptrollers
before the clothing is provided : also that the Agents of
the Regiments be directed to exhibit to the said Comptrollers an
account of the offreckonings as they stood at Feb. 24 last and thereafter
from time to time as the said Comptrollers shall require and
likewise an account of all moneys received by them, the said Agents,
from the Paymaster of the Forces respectively for subsistence,
clearings etc.
Appending : representation by the said Comptrollers to Treasurer
Godolphin giving details of four cases in which the relative
instructions as above have not been followed : viz. Sir Charles
Hara's Regiment (contract dated 2 June 1705 for 750l. 12s. 2d. to
John Woodcroft sword cutler) ; Brigadier General Mordaunt's
Regiment (contract dated 1705 March 26 for 2663l. 11s. 10d. for a
clothing) ; Col. Elliott's Regiment (contract of same date with Mr.
Elliott and Mr. Petre for 4000l. for a whole clothing and a half) and
Sir Charles Hotham's Regiment (contract dated 2 April 1705 with
Robert Petre for 3000l. 19s. 0d. for a full clothing) ; in all which cases
the clothing has not been seen and examined by the Comptrollers of

Directions by Treasurer Godolphin to the Customs Commissioners
concerning the [Outports] Collectors' accounts for the future. The
General Accounts of the Customs are much in arrear by reason, in
great measure, that due care is not taken to oblige the Collector to
make due returns of their moneys and to account for same regularly
with the Receiver and Comptroller General of the Customs. At this
time I believe there may be considerable sums in their hands. (1)
By Sept. 14 next you are to lay before me a certificate of all the
remains of money and bonds in the Collectors' hands. (2) a similar
account monthly on the 14th day of each month. (3) Instruct them
to adjust and pass their accounts with the Comptroller General and
signify me all who neglect. (4) Send me with all speed a certificate
how far they have adjusted their accounts. Out Letters (Customs)

Treasury reference to the Excise Commissioners of the petition
of Richard Richardson to be allowed to compound for some cider
lying at Dover which was taken out of the prize Hope of Rouen
"which he condemned in Doctors Commons and paid all charges
thereon" ; but the same is so bad that it is not worth the Excise.

Same to the Excise Commissioners of the petition of Thomas
Brooks, John Hellier and Cha. Savage merchants shewing that in
January last they imported wine from the Canaries and paid Duty
thereon but one Roger Gawthorne has brought an information of
Devenerint against them in the Exchequer on pretence the ship
had not her full complement of English sailors ; but the informer is
since convinced of his mistake and is willing to consent to a noli
prosequi. Ibid.
