Warrant by same to Henry St. John, Secretary at War,
to prepare a royal warrant for paying 10,119l. 6s. 7d. to the
Regiments of the Earl of Donegal (2415l.), Visct. Charlemont (2437l.
17s. 9d.), Lieut. Gen. Erle (2951l. 9s. 0d.) and Maj. General Gustavus
Hamilton (2314l. 19s. 2d.) which lately arrived from the West Indies :
to be as in full of pay and all other demands from 1702 Oct. 24 to
1703 Dec. 24.
Prefixing : report by the Comptrollers of Army Accounts on the
memorial of the said four Regiments, the said memorial representing
that Brigadier Columbine carried 10 weeks' subsistence with him for
the said Regiments, which was paid to the several Captains, which
was applied for said Companies when they were near complete, but
the Commissioners sent into Ireland to state the accounts of the said
Regiments have thrown that entire 10 weeks' subsistence upon the
pay of the few effective Officers and men that survived that [West
India] expedition by which means no Officer can receive his personal
pay : further that several Officers were posted in the vacancies as
they happened and would have been commissioned accordingly had
Brigadier Columbine lived to sign them, the sale power lodging in
him : so that blank commissions were then drawn but not signed,
by reason whereof these Officers are excluded of their pay.

Hereon the Comptrollers report that the said Regiments went
from Ireland 1702 May 13 and sailed from the Bay of Bulls towards
the West Indies the 22nd of Sept. following and returned into Ireland
the 18th of Oct. 1703. They were cleared by the Earl of Ranelagh
to the 24th Oct. 1702 and all claimants who appeared were paid by
Capt. Henry Cartwright and Mr. Vincent from 1702 Oct. 24 to 24
Dec. 1703. The credit given by the abovesaid Commissioners is
for the pay only of such persons as appeared or to the administrators
etc. of deceased Officers or soldiers. The Officers affirm that
the abovesaid 10 weeks' pay was distributed at Jamaica 1703 July 18
when the Regiments were (as they say) almost complete and that for
such of the Officers and soldiers as were dead they have answered the
said 10 weeks' subsistence to the administrators etc. of the deceased
since the return of the Regiments and that therefore the Regiments
ought to have credit for 10 weeks' subsistence more for those that
are dead. But it appears by the affidavit of Major Patten of the
Earl of Donegal's Regiment that they received only 21 weeks' subsistence
from their departure from Ireland to their return and
therefore in our opinion it is but reasonable to presume that the said
21 weeks was subsistence from the 13th of May to the 24th Oct. 1702.
But if the Regiments ought to have the credit desired for the said
10 weeks' subsistence to the deceased it is incumbent on them to show
how many men were entitled to that 10 weeks' subsistence, they being
cleared for 32 days after their departure from the Bay of Bulls, to
which adding 10 weeks makes 102 days, in which time it is very
probable a considerable number must have died.
As to paying the Officers from the time of their postings we are
informed by Mr. St. John that the question relating to the posting
the Officers of these 4 Regiments was proposed at a meeting of the
General Officers of the Army and they were unanimously of opinion
that in such case the Officers ought to be allowed their pay from the
time of their postings. But we cannot arrive at the certain pay due
to the deceased Officers, the postings in these 4 Regiments being liable
to many objections and not capable of a true adjustment. We
therefore advise payment of the sums as above as in settlement of
all demands and the Colonels should give security to discharge her

Warrant by Treasurer Godolphin to the Surveyor General of Crown
Lands for a particular of the capital messuage and demesnes of the
manor of Stratton [super Fosse] in order to a new lease thereof to
William Long.
Prefixing : report by said Surveyor General on said Long's petition.
Petitioner's ancestors have been very ancient tenants of the whole
of said manor and have twice purchased the inheritance thereof.
The premises desired were valued in the Parliament's survey at
55l. 1s. 0d. per an., but by Sir Richard Prideaux's survey at 84l.

Same by same to Arthur Maynwaring, one of the Auditors of
Imprests, to make up the account of Charles Bourchier of money
received and paid for buying 1411 horses in Ireland for the service
in Portugal. James Brydges, Paymaster General of the Forces
Abroad, is to be charged with 8609l. 7s. 10½d. representing the cost
of the said horses in order that same may be deducted from the
respective Regiments to which the horses were delivered.
Prefixing : state of said account : (total charge 8580l. 9s. 8¼d. :
total discharge 8569l. 15s. 8½d. remains 10l. 14s. 0d.).
Appending : two certificates by Mr. Edward Southwell relating
to the said purchase. The respective Officers employed in buying
have not sworn to their accounts because of the difficulty or
impossibility of performing the same. The buying was ordered to
be done with the utmost expedition and on receiving that order the
Duke of Ormonde summoned all the General Officers and Colonels
of Horse and Dragoons and directed them to write to all their Officers
who were quartered all over the kingdom [of Ireland] to proceed
forthwith in buying the horses. The number of hands employed
made it impracticable to have all their oaths to the accounts, "which
indeed was not thought necessary since the persons employed had
the honour to bear her Majesty's commission." In order to complete
the 1380 horses ordered General Langstone was obliged to buy 1411
"the rest being lost by long marches, sickness and other accidents."

Charles, Duke of Bolton, Vice Admiral of Hampshire and the Isle of
Wight, praying a grant of what was salved of the French ship Grand
Alexander of Calais which in October last by stress of weather was
cast on shore in Thorny Bay in the Isle of Wight and there bulged.
Dr. Bramston has certified that the ship and her lading were condemned
to the Lord Admiral as a perquisite of Admiralty and
appraised at 794l. 14s. 10d. So much as was saved may be granted
to the Duke to enable him to gratify his officers after deduction of

Sir Thomas Trevor, whilst he was Attorney General to the late King,
gave his opinion that no Excise ought to be paid for drink brewed at
his Majesty's brewhouses made use of by the Victualling Commissioners
for brewing drink for the Navy ; and the late Treasury Lords
by warrant dated 1701 March 25 authorised the discharge of the
Duty thereon and that for the future same should be left out of the
vouchers and charges. Nevertheless some of the officers of the
Divisions concerned have continued to survey the same and to make
charges and returns. The surveys have afforded some useful
observations and it may be of service to continue same as a cheque
to prevent embezzlements by the Victualling officers but we have
directed that for the future no charges be made from such surveys.

Report to Treasurer Godolphin by William Blathwayt on the
petition of the executors of Col. Farmer [referred to said Blathwayt
19 Oct. last supra p. 445] wherein they petitioned for the remainder
of the allowance due to said Farmer for his service as President of
the Council of Barbados, the said executors having (upon the said
Blathwayt's report of 1704-5 Mar. 22 ut supra Tr. Cal. XIX, 545-6)
only received Sir Bevill Granvill's proposition of what was "there"
[in the said report] thought a sufficient allowance.
Hereon Blathwayt reports that the 588l. 9s. 3d. which he advised
as sufficient was therein apportioned as follows 93l. 2s. 11d. to be paid
by Lord Grey, 177l. 10s. 6d. by Mr. Crow and 317l. 15s. 10d. by Sir Bevill
Granville on the supposition that the said Governors had received
their full salary for the whole time of their respective commissions.
But I do not find that Lord Grey received any salary after he left
Barbados or that anything has been paid to Mr. Crow his successor.
Their two sums, making 270l. 13s. 5d. are therefore become due from
her Majesty out of the 4½ per cent. Duty in Barbados. This sum will
complete Farmer's salary and should be deducted from the demands

Warrant by Treasurer Godolphin to Henry St. John, Secretary
at War, to prepare a royal warrant for taking off the respits on the
First Regiment of Foot Guards and the Coldstream Regiment on
account of several detachments from them sent to serve in Spain
from 1704 Oct. 25 to Dec. 23 and that the Battalion in Spain
composed of such detachments should be allowed complete in
consideration of levy money "provided it shall appear that so many
recruits have been sent over as will complete the said Battalion to
600 men."
Prefixing : report from the Comptrollers of Army Accounts on
the representation from said St. John on behalf of Brigadier
Shrimpton for the said Battalion of Foot Guards now in Spain,
the said St. John setting forth that it has been represented by the said
Shrimpton that the said Battalion was sent from Portugal to Gibraltar
and thence after the siege of that place into Spain, whereby no
regular musters could be taken of them so as to permit of their
clearings being issued ; and therefore proposing that as the said
Battalion consists of detachments out of the 17 Companies of the
First Regiment [of Foot Guards] in England and the Coldstream
Regiment, which are cleared to Dec. 23 last, the said Detachments
may stand [charged] as a respit on the respective Companies and the
pay of the Battalion be allowed from 24 Oct. to 23 Dec. last "the
Officers alleging they are 20s. per man extraordinary charge in
recruiting this Battalion more than that in Flanders."

of the Countess of Dorchester's quit rents set apart for her for last

remained due to the said Countess at Xmas 1704) towards payment
of the 600l. per an. to said Lady Letitia Russell and the arrears

Treasury reference to Mr. Foley of the petition of the Duke of
Montague shewing that his wife is seized of the manor of Newhall
and all the estate of the late Duke of Albemarle in co. Essex and
thereby entitled to receive an annuity of 38l. 13s. 11½d. payable out
of the fee farm rents of the Crown in said county which was granted
by Charles II to indemnify the said manor and premises for paying
the like sum to Catherine Queen Dowager, being a fee farm due to
her [under her jointure] and charged on the said estate : therefore
praying payment of 4 years' arrears thereon, "the Receiver alleging
he has not money in his hands." Reference Book VIII, p. 230.
Same to the Customs Commissioners of the petition of Mary
Chaigneau, wife of John Chaigneau, shewing that her husband is
indebted 4000l. to the Crown ; that her said husband served the late
King [Wm. III] with burgundy and champain for several years
but the war coming on occasioned him to import a greater quantity
thereof than ordinary which, by reason of the late Kings' death was
his ruin : therefore prays that the 1000l. owing from their late and
present Majesties to her husband and the seizures already made
may be accepted in composition of said debt in consideration of her

of St. Johns Harbour in Newfoundland and chaplain to her Majesty's
