Same to the Comptrollers of the Accounts of the Army of the petition of Col. George McCartney shewing that according to his proposal to the Duke of Marlborough he transported to Holland on the 20th April 1704 a Regiment which he raised in Scotland "but to be established on the 1st of the same month" but the same is established only from the 20th of the said month and the 1000l. which he received on account [of levy money etc.] is placed to the account of subsistence. Therefore prays an allowance for the said 20 days in order to relieve him from a debt contracted "upon that account." Ibid., p. 224.

Same to Samuel Travers and Sir Christopher Wren of the petition of Samuell Lynn for a lease of a piece of waste ground adjoining his house in Scotland Yard on which stands an old Clockhouse which is of no use to her Majesty, "he proposing to build a house thereon for the better enabling him to discharge the duty of his place" [of Chief Clerk in the Office of Secretary at War and of Paymaster of Army Widows' pensions.] Ibid., p. 225.

Warrant by Treasurer Godolphin to the Prizes Commissioners to join William Rock, Judge Advocate on board the Fleet designed for the Mediterranean this summer, with James Smith in the agency for prizes on board said Fleet, the better to prevent for the future the misbehaviour of which Mark Proudfoot has been guilty. Royal warrant to the Lord Lieutenant of Ireland to place on the Establishment of Ireland a pension of 4s. a day to Peirce Arnop as from Lady day last during pleasure : it appearing from the attestations of the Jamaica merchants and others that he has been very instrumental in giving them good information and preserving their ships from the enemy "and although you do not think it proper that he should be appointed Governor of the town and harbour of Crookhaven by reason there is no fortification at that place" yet his services merit a pension. Same to same to pay Richard Ingoldsby Esq., Master General of the Ordnance in Ireland, his salary of 500l. per an. according to the Establishment [to wit, in full] notwithstanding the Regulations of 1702-3 Jan. 29 and 1703-4 Jan. 11 for restricting the Establishment payments : all by reason that the said Ingoldsby "is at very great expense in our service." Same to same to place on the Establishment of Ireland the allowances of 2s. a day for an underclerk to assist the Comptroller of the Ordnance of Ireland and 2s. 6d. a day to the person who pays the Ordnance, the latter sum having formerly been paid out of Contingencies and so liable to uncertainty : Richard Ingoldsby, Master General of the Ordnance in Ireland, being lately returned from thence and having in his report on the state of the Ordnance there represented the necessity of said allowances. May 3. Same to the Lord Treasurer to give his warrant to Thomas Hewett, Surveyor General of Woods Trent North, for the cutting and making a riding from Thursby House through Billagh Wood in Sherwood Forest, being 7 furlongs and 20 perches in length and 105 feet in breadth as desired by Evelyn, Earl of Kingston : the said Surveyor General having reported that the wood is old and for the greatest part decayed without undervert or young saplings so that this cut will only take down 240 old and decaying trees valued at 287l. 6s. 0d. and that the cutting thereof will be no injury to the chase or deer. William Lowndes to Lord Coningsby to remit forthwith to the Exchequer here from the Exchequer in Dublin the 654l. 8s. 6d. arisen by the sale of Irish Forfeitures : the same being wanted towards completing the first year's interest on such [Army debt] debentures as remain unsatisfied. Treasury reference to Auditor Harley of the petition of the Earl of Albemarle praying allowance of 799l. 16s. 9d. in his account [as Master] of the Robes, being for mercers' wares delivered by Richard Rigby and partners in 1698 which was not paid till Dec. 1700 by reason of a stop under a commission of bankruptcy in 1698 "and therefore the bill was not put into the warrant for that year's expense." Reference Book VIII, p. 223.
Same to the Comptrollers of Army Accounts of the petition of Col. Handasyde and Col. Livesay shewing that their Establishment was augmented from 10 Companies of 30 men to 12 Companies of 59 men and their additional Companies were completed accordingly "concluding it was the Government's intention to complete those in Jamaica also [thereupon they] ordered clothing accordingly" : that the Paymaster General has stopped the offreckonings of a complete Regiment to that Establishment to satisfy the clothiers "and they [? the Jamaica Companies] never mustering above 26 men in a Company all the offreckonings of the non-effectives falls on the personal pay of the Officers, which they cannot bear after subsistence paid" : that all the private men of Col. Livesay's Regiment were by the Queen's order on the 24th June delivered over to Col. Handasyde to complete his Regiment to 70 men per Company and no levy money [was allowed to said Livesay] to raise men in their room until 24th April [following] nor no fund for paying the clothiers but the offreckonings of the non-Commission Officers. In regard that the Establishment and distance was the cause of their error they pray that the larger respits may bear the surcharge of offreckonings or that some other expedient be adopted for petitioner's relief. Treasury reference to the Customs Commissioners of the petition of William Brooke merchant shewing that he had consigned to him by way of commission from a Portuguese subject a large quantity of cittern [citron] and elephant teeth which have been seized in the Thames by Charles Robinson, a Customs officer, as the product of the Portuguese West Indies ; as the importation is an absolute inadvertency he prays a non pros on payment of full Aliens' Duties. Treasury reference to the Comptrollers of Army Accounts of the petition of the Earl of Barrimore shewing that his Regiment was upon the Portugal Establishment and on Jan. 6, old style, it owed 2011l. 2s. 4d. to the clothier : that by order of the Earl of Peterborough their clothes, accoutrements etc. together with the remaining soldiers were taken to mount a Regiment of Dragoons : but the Queen has continued his Regiment in its rank and ordered him to raise men in England to that end : therefore prays the Lord Treasurer's orders to enable him and his Officers to do their duty herein.
