Appending : presentment from the Principal Commissioners of
Prizes relating to prizes taken by her Majesty's ships and carried into
foreign parts. The Captains of her Majesty's said ships often take
upon them (without the privity of the Prizes Agents) to sell same and
detain a moiety in their own hands and only pay the said Agents
what they call her Majesty's share contrary to their own Instructions
and her Majesty's Declaration which directs the delivery of all
prizes to the said Agents and that the distribution of the captors'
share should be made by the Receiver General for Prizes "here" [in
London] pursuant to lists to be sent to the Prizes Commissioners by
the Navy Commissioners. "Now the Auditors [of Imprests] require an
account of the whole produce of all prizes taken and condemned to
her Majesty with the proper and regular vouchers thereto belonging :
which we are not capable of giving them by reason we have but the
knowledge of so much thereof as the Captains are pleased to pay our
agents as her Majesty's share." We cannot think of a better remedy
at present than that his Royal Highness, the Lord Admiral, should
give directions to all Captains of her Majesty's men of war that
they do not presume to make any sale or distribution but to deliver
such prizes to the agents abroad by indenture. Ibid., p. 197.

instead of once a fortnight and to employ old pacquets belonging to
the Post Office [one thereof being that] called the Alliance of greater
burden than the boats he has provided : therefore praying a new
