Same dormant to Edward Nicholas, Paymaster of her Majesty's
pensions, to pay a pension or bounty of 100l. per an. to Mark Anthony

Orders under the royal sign manual to be observed by the Office of
Works for the future. (1) All services in said Office to be done at the
Board by all the four [Principal] Officers or at least 3, of which the Surveyor
shall be one. (2) The Board to meet once a week ; (3) and to
have a general meeting the second Tuesday of every month to consider
accounts and prices. (4) All contracts for task work to be made at
the Board. (5) When the Queen gives verbal orders to the Surveyor
for any work for her immediate service he shall call a Board and
present an estimate and no alterations and repairs are to be made by
the Clerk of the Works without direction of the Board except for
necessary causes or mending of gutters etc. which admit of no delay.
(6) The Surveyor and 4 others attending the Queen in any progress
are to certify the accounts. (7) The Clerk of the Works shall be
nominated by the Surveyor but not displaced save by the Lord
Treasurer. (8) The Board to make provision of stores when prices
are cheap. The Clerk of each [royal] house to have the keeping of the
stores brought in by the purveyor by warrant and to keep fair books
thereof. (9) All materials to be provided only by the Purveyor.
(10) All officers may appoint deputies but the deputy of the Surveyor
is to be approved by the Lord Treasurer and the deputies of the other
three members of the Board are to have the Lord Treasurer's warrant
for their acting. (11) Warrants to the Purveyor for materials are
to be signed by the Surveyor. (12) The Purveyor is to provide extra
workpeople. (13) No officer to be an undertaker of any work. (14)
Each Clerk of the Works may take a labourer of trust to his assistance
and to look after stores, who shall be approved by the Surveyor and
shall have his lodging and a dog in the store yard and an allowance of
not more than 6d. a day more than the other labourers. (15) The
Paymaster is to represent any difficulty to the Board and is to attend
the monthly meeting and is to pay every month in course without
preference or favour. (16) The riding charges of each officer to be
ascertained at the Board. (17) The Clerks of the Works at the royal
houses to be one for Whitehall, St. James's and Westminster who is
to attend the Board at every meeting and take the minutes etc. :
one for the Tower and Somerset House when it comes to the Crown :

seal for a grant to Thomas Walder of all the Crown's title to the
several annuities of 50l., 24l., 60l., 39l. 19s. 6d., 18l. and 42l. which
belonged to Richard Taylor, late Paymaster of the Million Lottery
Tickets : which annuities were found by inquisition taken April 20
last at the Guildhall as in the hands of Thomas Lake in trust for said
Taylor and which the said Lake by deed dated 1704 Sept. 19 assigned
the first four thereof to Thomas Cole citizen and brewer of London by
direction of said Taylor to secure payment of 1200l. and the last two
thereof to Ben Hooper of London soapboiler to secure 800l. : and
the said Walder has offered 114l. for the Crown's right and title to
the said annuities, which is hereby accepted and is first to be paid.

brother Stephen Cambolive. I enclose Mr. Borrett's report thereon
and unless there be other matters against her for the cause of
imprisonment her Majesty orders her to be forthwith set at liberty.

notice that in your letter of the 5th inst. relating to the Agents for
Prizes in the West Indies, Pennsylvania and Maryland you give no
opinion upon any of the matters therein. Please report what you

future "without giving his lordship the trouble of sending back your

Instructions by Treasurer Godolphin to be observed by the Paymaster
and Comptroller of the Malt Lottery tickets. (1) The
Paymaster is to certify to the Comptroller all moneys received.
(2) the Comptroller shall inspect and control all the Paymaster's
accounts of receipts and payments and shall see the paid tickets
duly cancelled and shall cast up the total of each day's payment in
the Paymaster's Cash Book and enter the totals in a cheque account.
(3) The Paymaster shall send to the Lord Treasurer periodic
certificates of his receipts, payments and remains, which certificate
the Comptroller shall from time to time examine and sign. (4) At
the end of every week the Comptroller shall inspect the Paymaster's
cash and verify the cash balance in each week's certificate. (5) The
Paymaster shall close his accounts at Michaelmas and deliver same

liveries for several officers at arms in Ireland (the King at Arms,
Athlone Pursuivant, 6 trumpets, a kettledrum and 3 Pursuivants

liveries having been worn for 4 years and become unserviceable.

in Physick, of the office of Physician General of the Army in Ireland,

that no physician has been appointed to attend them since the
Queen's accession : the said Dunn being qualified for skill and great

Report to Treasurer Godolphin by William Blathwayt as Auditor
General of the Plantations on the petition of Micajah Perry and
company on behalf of Mr. Bird as by the order of reference of Aug. 2
last supra p. 371. The said Mr. Byrd is now possessed of one of the
most considerable estates in Virginia and has had an education answerable
to the employment of Receiver General of her Majesty's revenues
in Virginia. He may be very fit for the said employment. A royal
sign manual countersigned by your Lordship will be a proper and
sufficient authority in this behalf on his giving security in England
in 6000l. (which may be the yearly product of her Majesty's revenue
under his care) : and likewise in 6000l. in Virginia.

William Lowndes to the Duke of Northumberland. In your letter
of the 11th inst. you desire an allowance for holding a Swainmote
Court in Windsor Forest. The Lord Treasurer commands me to say
that by the forest laws Swainmote Courts are to be held in all forests
and he believes they are kept accordingly but there is no precedent
for an application for money for the charge thereof and the paying
of it here would be of ill consequence. Out Letters (General) XVIII,

Treasury reference to the Customs Commissioners of the petition
of Edward Rumbold shewing that he has the moiety of the office
of Surveyor General of the Customs under a grant from Charles II
and that Geo. Nicholas who has the other moiety is incapacitated
by age and sickness : therefore praying to be appointed to do the
duty thereof. Reference Book VIII, p. 185.
Same to the Comptrollers of Army Accounts of the petition of the
4 Regiments that arrived in Ireland from the West Indies praying
that 10 weeks' subsistence sent over with Brigadier Columbine and
paid to the said Regiments may be charged to the whole Regiments
and not to the surviving parts which returned "as hath been done
by a state of those Regiments by Mr. Vincent and Mr. Cartwright" ;
and that the Officers may be paid according to the posts they served
in at their return from the West Indies although by reason of the
said Brigadier's death their commissions were not signed. Ibid.,

William Blathwayt to William Lowndes. According to my Lord
Treasurer's directions I have prepared the state of an accompt of
the revenue of New York from 31 July 1703 (the time of Mr. Bierly's
entering upon the office of Receiver General there) to 29 Sept. 1704.
But Mr. Bierly himself is now lately arrived from New York with
his further accompt and prays that the same may be made up to the
time of his leaving that office in the hands of Fauconier who is
appointed by my Lord Cornbury to execute the same. I am therefore
preparing an accompt for the whole time of said Bierly's management.
I have received letters from Sir Bevill Granvill acknowledging
receipt of the Lord Treasurer's letter of Jan. 22 last for recovery of
so much of the prize money as shall be found in the hands of the
Provost Marshal, who is thereupon ordered by Sir Bevill Granvill
to be prosecuted for the same by the Agent of the Prizes Commissioners
upon the death of Mr. Charles Thomas, late Receiver of the
Casual Revenue there whose final account I am expecting from his
executors in a short time.
I also enclose a report to my Lord Treasurer relating to the office
of Receiver General of her Majesty's Revenues in Virginia which
please lay before him as soon as you think fit ; as that office continues
vacant and the ships bound to those parts remain yet at Portsmouth.
P.S. Mr. Lillington, late one of the Council of Barbados, was fined
there 2000l. current money at a Court of Oyer and Terminer, for
raising sedition. He has paid same : but there being an appeal
brought before her Majesty in Council I do not trouble his Lordship
