Royal warrant [to the Lord Lieutenant of Ireland] to pay to James,
Earl of Abercorn 3000l. out of the revenue of Ireland (by 1000l. a
year from 1705 June 24) as in satisfaction of all his pretences to the
grant of 500l. per an. or to the lighthouses in Ireland under the grant
to Sir Robert Reading and Jane, Countess of Mountrath his wife,
of date 1667 July 16 which grant of lighthouses was surrendered on a
representation of the House of Commons in England that the payment
of the Duties towards these lighthouses was a grievance ; whereupon
Charles II granted them 500l. per an. 1672 July 29 for the remainder
of the term of said lighthouse grant ; and the said Earl of Abercorn
married Elizabeth the only daughter of said Countess whereon the
said Robert conveyed by deed dated 1683-4 Jan. 22 said 500l. a year

John Taylour (in the absence of William Lowndes) to Sir Lambert
Blackwell. The Lord Treasurer has taken into consideration the
occasion there may be of supplying money credits at Leghorn or
Genoa for the land Forces under the Earl of Peterborough. He is
very sensible of your readiness and inclination to give your best
assistance in that matter and desires you will forthwith write to
merchants there to furnish to the said Earl or Mr. Henry Vincent
(deputy to John Howe Esq.) such sums in the best manner and at the
easiest rates that may be as they can conveniently supply for that
purpose, drawing bills on said Earl or said Vincent or the Paymaster
General here in reimbursement : which bills shall be punctually paid

Henry Strutt, William Selby and Edward Anderson 3 riding officers
upon the borders of Scotland to make their salaries 80l. per an. each
to enable each of them to maintain a servant and another horse to
accompany and assist them in their respective circuits : and the
like addition to William Hunter, the riding surveyor on the borders
of Scotland between Berwick and Carlisle for the better support of
himself, his servant and horses in his large district : "and you are
to take care that the said several officers and their servants be
furnished with fire arms for their defence against the insults of the
smugglers."
Prefixing : report by the said Commissioners on the petition of
merchants, clothiers and other traders in the woollen manufacture
in and about Leeds and Halifax in co. Yorks. representing the great
decay of their trade occasioned by vast quantities of wool carried into
Scotland from cos. Durham, Northumberland and Cumberland and
from thence transported into France and other foreign parts and
praying an establishment of officers along the borders of Scotland
as in Kent and Sussex : that the offenders are grown so bold that
they come above 50 miles and carry wool off in despite of all laws.
Hereon the Commissioners report that by the Act of 10 Wm. III
c. 16 all wool within 15 miles of the borders of Scotland was put
under the same regulations as by the act of I Wm. and Mary c. 32
for all wool within 5 miles of the sea and was to be registered in the
Customs offices in the like manner : and proper instructions and
forms for such registering have been sent to the officers. It is
reported to us by Mr. Mein and Mr. Waters who were lately employed
in surveying the northern ports and by Mr. Baker, Surveyor General
of the riding officers for the guard of the coasts of Kent and Sussex,
that the officers already settled on the border are conveniently placed
for preventing said trade but that increases to the officers as above
may be granted and that they and all their servants may be
provided with fire arms as are allowed to the officers in Kent
and Sussex "which they conceive is all that can be done to prevent
this clandestine trade without the assistance of a military force."

of Thomas King shewing that in August 1704 he imported in the
ship Indian King 102 hogsheads of tobacco and paid all Duties, but
two months after he entered 28 hogsheads for Rotterdam but they were
seized because he "had not allowed what was deducted upon the
importation for damage" : therefore prays a non pros in regard he is
of another trade and ignorant of what was fit to be done and left it to

petitions for a reversion of that grant. The petitioners propose to
recover, embank and improve the lands. Due notice ought to be
given in the parish churches where the pretended particulars lie.

William Lowndes to Lord Coningsby, Vice Treasurer of Ireland.
It is represented to the Lord Treasurer of England by Mr. Jett, the
Register and Paymaster of Irish Debentures, that 11,000l. is wanting
towards satisfying the first year's interest on the said debentures,
and that he cannot finish his account thereof for want of the remaining
books out of Ireland relating thereto. Please cause the said
books to be transmitted hither and likewise an account of the money
remaining in your hands towards satisfying the said interest, together
with an abstract of the rents reserved on the forfeited lands in Ireland
that are still unsold "and are applicable thereto." Out Letters

Treasurer Godolphin's instructions for the Paymaster and Comptroller
of the Million Lottery Tickets [under the Acts 5 Wm. and
Mary c. 7 and 4-5 Anne c. 18]. (1) The Paymaster is to certify the
Comptrollers what money is issued to him at the Exchequer and
when. (2) The Comptroller shall examine the tickets paid by the
Paymaster with the entries the Paymaster makes of the same and
shall see that the tickets so entered be duly cancelled : and
shall cast up the total of each day's payments in the Paymaster's
Cash Book and shall enter the totals in a book to be kept for that purpose
as a cheque on the Paymaster's payments. (3) The Paymaster
shall transmit to the Lord Treasurer monthly certificates of his
receipts, payments and remains of cash from Feb. 19 last. (4) At
the end of every week the Comptroller shall inspect the Paymaster's
cash and see that the balance "on each week's certificate" be
actually remaining in the Paymaster's Office. (5) The Paymaster
shall, at Michaelmas in every year, close his account of receipts and
payments and within three months thereafter shall deliver in his
accounts for declaration together with the vouchers. Warrants not
